The uMgungundlovu District Municipality (UMDM), with its seat in Pietermaritzburg, invites suitably qualified candidates to fill the undermentioned position.

SALARY: T16 R57 664.16 p/m exclusive of benefits

POSITION REPORTS TO: CHIEF OPERATIONS OFFICER
 
SKILLS AND REQUIREMENTS
• Grade 12 Certificate
• Diploma / Degree in Communications and Marketing or equivalent
• 5-8 years’ experience in Local Government which 3 years must be in Management level.
• Computer Literacy-MS Office
• Valid drivers’ license (Code B)
• Bilingual (English and IsiZulu)
 
KNOWLEDGE, SKILLS & COMPETENCIES
• Proven experience in managing business activities of a specialist branch or function within a larger department.
• Demonstrated supervisory experience, including management of staff and service providers.
• Excellent communication skills in both English and IsiZulu (Verbal & Written)
• Strong presentation and report writing abilities.
• Competence in speech writing and preparation of publications.
 
KEY PERFORMANCE AREAS
• Developing, leading, and implementing robust communication and marketing strategies aligned with the Municipality’s strategic goals.
• Planning, coordinating, and supervising all promotional activities and significant public municipal events.
• Overseeing the production and distribution of internal and external communication materials — including press releases, speeches, publications, and digital content.
• Managing relationships with media houses, advertising agencies, and external partners to enhance outreach and visibility.
• Ensuring adherence to the Municipality’s brand guidelines and managing the redevelopment and maintenance of the Corporate Identity (CI) Manual.
• Monitoring and analyzing media coverage and public sentiment, providing timely reports and strategic recommendations.
• Providing communication support to senior management, including preparing speeches and briefing notes for EXCO and the Municipal Manager.
• Ensuring efficient utilization and management of resources in the communications department.
• Coordinating compliance with the Municipality’s communications strategy and reporting on all activities to relevant municipal structures.
