UMALUSI
Umalusi, the Council for Quality Assurance in General and Further Education and Training is a statutory Quality Council which quality assures education provision in General and Further Education and Training. This body seeks to appoint suitable persons with the relevant qualifications and experience to the following posts. The Council intends to promote representivity through the filling of these posts.
 
 
SENIOR MANAGER: INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)

Requirements
Honours Degree in Information Technology or equivalent. A Master’s Degree will be an added advantage• A minimum of 7 years ‘experience in middle management or equivalent level in ICT and Governance of ICT enterprise • Competencies required: Financial Management, project management, communication, computer literacy, client orientation and customer focus
 
Duties
Represent Umalusi at GITO council and other external forums. • Coordinate Government Wide ICT standards in accordance with ICT Governance Framework • Develop, maintain and review the ICT Strategy • Manage the review and approval of appropriate and Service Level Agreements (SLA) with SITA and other external service provider •Ensure compliance with the Corporate Governance of ICT Framework prescribed by the DPSA and with security prescripts, controls and best practices. •Manage the development and implementation of ICT policies, ICT guidelines, procedures, plans and standards in line with the Government wide ICT strategies and policies. •Manage the delivery of ICT infrastructure solution services. •Manage help desk support and hands-on user support. •Manage the development, maintenance, testing and implementation of IT systems and infrastructure •Manage the development and implementation of business application, databases and data storage. •Manage the Architecture, System Development Life Cycle (SDLC) and change control of all Umalusi’s business applications. •Manage and oversee the unit strategic plan, risk and audit management •Manage and oversee change management, training, user support •Manage and develop staff. •Management of the ICT Budget. •Reporting on ICT performance •Procurement of ICT services – be up to date with latest trends and technology •Resource planning and management of staff (performance management) •Undertake any other appropriate assignments that are allocated by the CFO or CEO.

JUNIOR STATISTICIAN: RESEARCH

Requirements
An Honours degree in Statistics, and a Master’s (MSc) degree in Statistics will be an added advantage. With at least three (3) years of relevant experience in Statistics • Must have at least one year of experience in data mining, statistical analysis and interpretation • Good knowledge in using SAS and SQL • Exposure to survey designs, sampling techniques, data capturing and data analysis. • The incumbent must be dynamic, self-motivated, self-managing, and able to work under pressure alone or with teamwork. A valid driver’s license. •Good communication skills and good interpersonal skills. Essential criteria: •The successful applicant must have a proven knowledge of SAS programming and data mining using SAS and SQL. •Proficient in Microsoft Office tools like Excel, Access, PowerPoint, Word and Project Management.
 
Duties
The successful candidate will handle the statistical aspects of research conducted by Umalusi. Assist in maintaining and developing an adequate in-house database for the extensive analysis of assessment results for Umalusi. Assist with processing of data for standardisation and resulting purposes. Provide support to all Umalusi units in terms of their statistical requirements.

MANAGER: INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) INFRASTRUCTURE AND USER SUPPORT

Requirements
An appropriate, recognised 3 or 4 years degree/national diploma in Information Technology, Computer Science, or equivalent. ? Four of professional certification(s) in ITIL, Windows Server, Cloud Administrator, Azure Fundamentals, A+, Network (N+), or Security +. ? At least 3 years’ managerial experience. • A minimum of 5 years’ actual working experience in ICT Infrastructure. • 5 years of experience in end-user support, service desk, management of ICT assets inventory and contracts or Service Level Agreements (SLA), and server administration, ICT risk, control and audit environment. • Experience in working with Governance Processes and Standards. • Strong knowledge of computer fundamentals which include Microsoft 365, MS Word, MS Excel, MS PowerPoint, MS Outlook, MS Project • Passion to support improving operations, ICT governance, policy creations and reviews. • Proficient verbal and written communication skills.
 
Duties
As part of ensuring that the effective and efficient ICT operations, the ICT infrastructure manager is responsible for planning, implementation, and management of ICT infrastructure. • Ensuring the deployment of policies and procedures, and, in coordination with the different stakeholders. • Driving technology initiatives. • Aligning ICT infrastructure with business goals. • Assisting Umalusi teams in identification and assessment of ICT risks including regulatory questionnaires and industry standard and maturity assessment. • Ensuring the stability of the ICT infrastructure. Participate in the ICT Service Continuity processes in collaboration with ICT Security Manager and Systems Development and Maintenance Manager. • Remediate the identified ICT vulnerabilities on the ICT infrastructure. • Provide training to end users • Monthly progress reporting on activities and assigned projects. • Presentation, communication, writing and administrative skills. •Manage a team and the budget of the sub-unit.
