EXECUTIVE MANAGER: QUALITY ASSURANCE AND MONITORING

Requirements: A Master’s degree in education or a related field. Minimum of 10 years experience in quality assurance of provision in education and training and national assessments with at least 3 to 4 years at the Senior Management level. Substantial knowledge of the South African education and training system and specific insight into education policies and legislation for General and Further Education and Training. A PhD in Education or a related field will be an added advantage. The ability to develop and oversee approaches and strategies to guide the organisation’s approach to quality assurance of provision (with a focus on accreditation of private providers) and national exit assessment across the sectors that Umalusi is responsible for, namely schooling, adult education and technical and vocational education and training NQF levels 1 to 4. Creative problem solving and effective management of large national projects. In-depth knowledge of the qualifications and assessments quality assured and certified by Umalusi. Insight into a range of aspects such as standard development, teaching and learning, assessment, quality assurance and the current education policy environment in South African and internationally. Well-developed conceptual skills. Excellent written and verbal communication skills. An excellent administrator. Dynamic, self-motivated and self-managing.
Duties: Provide strategic leadership and direction to Umalusi operations. Conceptualise and implement programmes for a) Evaluation and accreditation of private providers of education and training, namely independent schools, private FET Colleges and private Adult Centers, as well as private assessment bodies and b) Quality Assurance of assessment at exit points for the qualifications that Umalusi certifies, in a coordinated and coherent manner, in realising the organisation’s strategic objectives and mandate. Ensure the development of appropriate policies and processes. Oversee the development of detailed action plans for programmes and ensure deadlines and budgets are met. Ensure work is of the required quality and identify improvements and innovation. Ensure efficient and effective recordkeeping and data management. Ensure work within and across organisational units is integrated and reported on effectively. Ensure co-operative governance. Manage relations with stakeholders. Establish and maintain relationships with Departments of Education and other stakeholder bodies as well as various forums relevant to the work of Umalusi. Establish broad stakeholder’s involvement and communicate project status. Ensure that the necessary resources are in place and utilised in compliance with PFMA, all applicable legislation and regulations. Ensure statutory requirements are met, and progress is reported to the CEO. Oversee the secretariat for relevant Council committees as required. Oversee the development of quality assurance and monitoring reports as required. Ensure a mechanism is implemented to manage cross-cutting work and issues in the organisation. Initiate and oversee consultative processes with stakeholders, as well as advocacy of the quality assurance functions of the organisation.
