Requirements
  • A Master’s Degree in Business Administration or related field 
  • A minimum of at least 10 years’ relevant experience with at least 5 years’ experience at Senior Management level in government or public sector corporate services environment
  • Knowledge of Strategy & Governance, Human Capital Management and Information and Communication Technology processes and procedures
 
Duties
  • Oversee the strategic leadership and direction to Corporate Services Branch in respect to the S & G, HCM and ICT units: Provide strategic leadership and management in Corporate Services branch. 
  • Oversee the alignment of Performance Plans with the strategic objectives of the organisation.
  • Oversee the development of detailed action plans to execute strategic initiatives. 
  • Represent Corporate Services at all relevant forums and committees.
  • Oversee the continued maintenance and improvement of the strategic plan or annual performance plan, quarterly reports, annual report, improvement of the management of performance information, and audit of performance information as well as Strategic Planning and Reporting unit operations.
  • Oversee the implementation of the branch annual plans and budget and the reporting on expenditure and progress. 
  • Oversee the analyses of service delivery gaps and challenges for the branch and implement remedial action strategies.
  • Oversee the management of S&G services: Oversee the provision of continued maintenance and improvement of the management of strategic planning, reporting, audit processes and secretariat function
  • Oversee the provision of high-level office and administrative support to the CEO. Oversee the management of HCM services: Drive the development and maintenance of HCM strategies. 
  • Drive the provision of integrated Human Capital Development initiatives aimed at enhancing individual and organisational performance and Oversee and facilitate the provision of labour relations services.
  • Oversee the management of ICT services: Drive the development and maintenance of ICT strategies 
  • Oversee continued maintenance and improvement of the ICT operations and oversee all the ICT enterprise related projects.
  • Oversee maintenance of relationships with stakeholders: Oversee quality of services provided to internal and external stakeholders to improve overall performance of the branch. 
  • Oversee the establishment and maintenance of the various forums/committees of council particularly those relevant to branch. 
  • Oversee the quality and accuracy of reports within the branch.
  • Oversee the branch regarding engagement with internal and external auditors. Oversee corporate governance: Oversee the functions and secretariat of the Office of the CEO Committee (OCEO), Senior Management Leadership Committee (SMLC), Policy Advisory Forum (PAF), Umalusi Council and Executive Committee of Council and timeous submission of documents, reports, minutes and action registers.
  • Oversee the development of progress reports of programmes and ensure that the statutory requirements are met. 
  • Ensure that the corporate services Branch meet the agreed deadlines. 
  • Ensure that corporate services budget is prepared in line with the strategic decisions and directives of the Umalusi Council.
  • Report to the CEO on the governance compliance of the corporate services branch. 
  • Oversee the implementation of transformation and innovation within Corporate Services branch 
  • Inspire and build commitment within the areas of innovation.
  • Oversee the development, implementation and maintenance of relevant policies, standard operating procedures, guidelines and processes in ensuring compliance with the legislation. 
  • Oversee compliance to the legal and regulatory requirements: Oversee the management of the branch internal and external audit findings, risk register and performance information.
