Requirements
Masters’ degree in financial management or related field. Minimum of 10 years’ experience in financial management and/or accounting with at least 5 years at Senior Management level. Experience and knowledge in Human Capital Management and Information and Communication Technology processes. Qualified Chartered Accountant will be an added advantage. Knowledge of the Public Finance Management Act 1999 (Act 1 of 1999) and the Preferential Procurement Policy Framework Act 2000 (Act 5 of 2000) as well as other relevant prescripts within the public sector. Knowledge of VIP and Pastel systems. Leadership skills. Knowledge of government budget processes. Experience in risk management. Experience in engaging with internal and external audit. Well-developed conceptual skills, excellent writing and verbal communication skills. Experience in programme and project management.
The incumbent must be an excellent administrator, dynamic, self-motivated and self-managing.
Duties
Provide strategic leadership and direction to Corporate Services in respect of the Finance & SCM, HR and ICT units: Provide direction to teams to realise the organisation’s strategic objectives. Ensure the development of detailed action plans to execute strategic initiative.
Support and advice the CEO and Council in the execution of functions in terms of the PFMA and National Treasury Regulations. Represent Corporate Services and report on activities at internal and external meetings.
Assess given option by identifying outcomes and returns, and recommend financial course of action in relation to organisational goals: Manage relationships with stakeholders
Establish and maintain the relationship with National Treasury, DBE, DHET and sister organisations in the sector that are of interest to Umalusi. Establish and maintain various forums/committees of council particularly those relevant to Corporate Services
Provide reports to the CEO, Audit and Risk Committee and Council as appropriate. Ensure effective communication. Actively participate in committee meetings and projects as requested. Manage corporate governance
Ensure that resources are in place to implement programme compliance and implementation of the corporate governance. Develop progress reports of programmes and ensure that the statutory requirements are met. Ensure that Corporate Services meets the agreed deadlines
Identify opportunities where innovative ideas can lead to improved practices. Report to the CEO on the governance compliance of Corporate Services. Ensure budgets are prepared in line with the strategic decisions and directives of the Umalusi Council. Ensure management accounts and annual financial statements are prepared for internal users and external users
Ensure proper service delivery. Ensure continuous improvement in respect of customer service. Implement and continually improve the internal management of quality within Corporate Services. Drive transformation and innovation
Inspire and build commitment within the areas of innovation. Create mechanisms and structures in the organisation to share knowledge. Ensure effective implementation of internal control, to promote and enforce transparency and effective management in respect of revenue, expenditure, assets and liabilities of Umalusi
Ensure development and/or review of policies and procedures for Corporate Services to comply to all relevant policies, procedures and legislation. Manage compliance to legal and regulatory requirements. Ensure the management of the Corporate Services Internal and External audit findings. Ensure the management of Corporate Services risk register. Manage Corporate Services performance information.
