Salary (per annum): R 1,251,183
Requirements
- A Bachelor of Commerce Honours in Accounting or Financial Management.
- Qualified Chartered Accountant and registration with SAICA OR equivalent qualification
- A minimum of 10 years’ experience in Accounting or Financial Management with at least 5 years at Senior Management level
- Knowledge of the Public Finance Management Act 1999 (Act 1 of 1999) and the Preferential Procurement Policy Framework Act 2000 (Act 5 of 2000) as well as other relevant prescripts within the public sector
- Knowledge of VIP and Pastel systems
- Leadership skills
- Knowledge of government budget processes
- Experience in risk management
- Experience in engaging with internal and external audit
- Well-developed conceptual skills, excellent writing and verbal communication skills
- Experience in programme and project management
- Knowledge in Physical Resources Planning management will be an added advantage. The incumbent must be an excellent administrator, dynamic, self-motivated and self-managing.
Duties
Oversee the strategic leadership and direction to in respect of the Finance & SCM and Physical Resources Planning unit:
- Provide direction to teams to realise the organisation’s strategic objectives.
- Impact positively on team morale and sense of belonging, as well as participation.
- Ensure the development of detailed action plans to execute strategic initiatives.
- Translate strategy into action.
- Ensure the quality of work as well as deadlines and budget are met.
- Support and advice the CEO and Council in the execution of functions in terms of the PFMA and National Treasury Regulations.
- Represent Finance and SCM unit and Physical Resources Planning unit and report on activities at internal and external meetings.
- Assess given option by identifying outcomes and returns, and recommend financial course of action in relation to organisational goals.
- Oversee compliance with the PFMA by ensuring effective and appropriate steps to prevent unauthorised, irregular and fruitless and wasteful expenditure.
- Oversee proper management of assets (including the safeguarding and the maintenance thereof) and liabilities of the Organisation.
- Oversee Physical Resources Planning management by ensuring that Occupational Health and Safety Act (OHSA) requirements are effectively implemented.
- Oversee proper management and coordination of appointed repairs and maintenance contractors. Oversee the maintenance of relationships with stakeholders: Establish and maintain the relationship with National Treasury, Department of Basic Education (DBE), Department of Higher Education and Training (DHET) and sister organisations in the sector that are of interest to Umalusi.
- Establish and maintain various relevant forums/committees of council particularly those relevant to the Finance & SCM and Physical Resources Planning unit.
- Establish broad stakeholder involvement and communicate project status
- Engage with internal and external auditors.
- Provide reports to the CEO, Audit and Risk Committee and Council as appropriate.
- Ensure effective communication.
- Oversee corporate governance: Ensure that resources are in place to implement programme compliance and implementation of the corporate governance.
- Develop progress reports of programmes and ensure that the statutory requirements are met
- Ensure that the Finance & SCM and Physical Resources Planning unit meet the agreed deadlines.
- Identify opportunities where innovative ideas can lead to improved practices.
- Report to the CEO on the governance compliance of the Finance & SCM unit.
- Ensure budgets are prepared in line with the strategic decisions and directives of the Umalusi Council, DBE and National Treasury
- Ensure management accounts and annual financial statements are prepared for internal users (OCEO, ARC, EXCO and Council meetings) as well as external users (External auditors, Auditor General, DBE and National Treasury).
- Oversee the implementation of transformation and innovation within Finance & SCM as well as Physical Resources Planning: Ensure that the relevant stakeholders are kept updated.
- Inspire and build commitment within the areas of innovation.
- Create mechanisms and structures in the organisation to share knowledge.
- Ensure effective implementation of internal control, to promote and enforce transparency and effective management in respect of revenue, expenditure, assets and liabilities of Umalusi.
- Ensure development and/or review of policies and procedures for Finance & SCM and Physical Resources Planning unit to comply with all relevant policies, procedures and legislation.
Oversee compliance to legal and regulatory requirements:
- Ensure the management of the Finance & SCM and Physical Resources Planning units’ Internal and External audit findings.
- Provide reports to the CEO, Audit and Risk Committee and Council as appropriate.
Manage the Finance & SCM and Physical Resources Planning units’ performance information. Perform other tasks delegated by the CEO:
- Perform other delegated functions by the CEO.
- Effective management of Finance & SCM and Physical Resources Planning related information required by the CEO
- Attend all internal and external strategic meetings.
