MUNICIPAL MANAGER (FIXED TERM OF EMPLOYMENT NOT EXCEEDING A PERIOD OF TWO YEARS AFTER THE NEXT LG ELECTIONS)
TOTAL REMMUNERATION PACKAGE TO A GRADE 3 MUNICIPALITY, SUBJECT TO THE ACQUIRED VALID PSYCHOMETRIC TEST EVALUATION OF SKILLS, EXPERTISE, EXPERIENCE AND SUITABILITY PLUS AN ANNUAL EMPLOYMENT PERFORMANCE BONUS IN TERMS OF SECTION 57(1) (A) AND (B) OF THE MUNICIPAL SYSTEMS ACT NO. 32 OF 2000.
Key Requirements: • An appropriate Post Graduate Qualification in Management or Law (NQF 8 or above).• Minimum experience of 5 years as Municipal Manager within a grade 3 or larger municipality plus other senior management experience in a municipality.• Demonstrable positive previous AG outcomes (No disclaimer and adverse). • Certificate Program in Management and Development (CPMD) acquired from a reputable university. • Valid Municipal Manager’s or Chief Executive Officer’s Certificate. • Proof of Full Membership to a Professional Management Body will serve as added advantage. • A valid and attached Psychometric test result in which the candidate scored superior in the relevant field. • Valid Driver’s License. • Attached SAPS certified declaration that he/she does not hold a political office position. • Knowledge of relevant computer programs.
Other requirements: • Demonstrable ability to lead, manage and influence institutional positive change. • Good communication skills in English and isiZulu. • Proven ability to integrate Amakhosi into a municipal setting. • Comprehension of key strategic duties and responsibilities assigned to this critical position. • Proven ability to influence strategic financial and management decisions • Proven successful institutional transformation within public sector.• Ability to relocate at own cost and settle in Ulundi.

Key Performance Areas: As head of the administration and accounting officer, the successful candidate shall be responsible and accountable for; • Municipal transformation and organizational development. • Basic service delivery. • Local economic development .• Financial viability and management • Good governance and public participation.• Innovative development, focused monitoring and effective implementation of the inter alia. • All legislation affecting and impacting on local government. • The credible Integrated Development Plan. • The progressive Medium-term Revenue and Expenditure Framework as reviewable annually • A capacity enhancing Performance Management System. • Effective strategies to fulfil all objects of local government. • Promotion of sound labour relations • Decisive oversight of all function areas of the municipality. • Ensuring proper and timely preparation and submission of all due reports. • Instilling proper management and interrelationship system.• Provision of proper advises to Council and Council committees.• Timely execution of Council resolutions as well as proper advises to Council and responsibilities that are attached to this dynamic field of municipal management. • And any other related duties that may assigned.
