REQUIREMENTS: B.A Admin / National Diploma in Public Management or any 3 year tertiary qualifications in Political field with 2 years’ work experience OR Grade 12plus 5 years management experience especially in local government. Proven understanding of socio - political environment. Proficiency in the Interpretation of Local Government Legislation. Proven ability to formulate policies, manage support staff and run a political office. Good Strategic Planning, Budgeting, Communication and Interpersonal Skills. EXECUTIVE SECRETARY: OFFICE OF THE MAYOR

RESPONSIBILITIES: Provide Administrative, Executive Secretarial, Reception and Personal Assistance services to the Mayor. Answering telephone calls and Screening Calls to be directed to the Mayor - Ensure that calls are returned by the Mayor or Manager and that ongoing feedback is given to the Mayor with regard to problems and /or enquiries received from the Public and Officials. Manage the Time and Diary of the Mayor, and prepare weekly schedule to ensure that the Mayor arrives on time. In liaison with the Manager in the Office of the Mayor. Required to deal with confidential correspondence. Distribute Incoming and Out Going Correspondence as well as e-mails, decide on the urgency of correspondence and bring to the immediate attention of the Mayor. Responsible for travel and accommodation arrangements for the Mayor, including ensuring that Bills are paid. Responsible for buying or ordering Refreshments for the Mayor. Together with Governance Support Staff Prepare Agenda of the Section 50 Committee – Executive Committee and circulate timeously, Compilation and Filing of Minutes in the Office, Liaises with the Manager in the Office of the Mayor on events management and ensure that logistics are properly planned and organize for all functions to be attended by the Mayor. To provide protocol services during the Mayoral Events/Functions.
REQUIREMENTS: Secretarial Diploma or equivalent with 2 years’ work experience OR Grade 12plus 5 years management experience especially in local government. VIP PROTECTION/DRIVER TO THE MAYOR (X2)

RESPONSIBILITIES: Responsible for Driving and VIP Protection Services to the Mayor by: Provide VIP Services to the Mayor *Transporting the Mayor by using official vehicle, ensure a safe trip from departure to destination. * Ensure Safety of the Mayor and Mayoral Vehicle by conducting regular checks or inspections on the Vehicle, * Establish the exact time and destination for collection/Delivery of the Mayor to and from various engagements by checking weekly schedule to ensure that the Mayor arrives on time. * Familiarize oneself with the exact destination and routes to be taken by establishing travelling details thereof. * Ensuring that surroundings are safe before the Mayor exit the vehicle upon arrival and departure by making security analysis and pre-security checks on the surroundings and audience. Establish Emergency Exits and Park the Mayoral Vehicle based on Security Checks *To attend regular trainings in order to be familiar with the use of the weapons and other safety compliances. To enforce protocol and order during the Mayoral Events
REQUIREMENTS: Grade 10 plus valid Driver’s License. VIP Protection / Security Industry qualifications plus 5 years’ experience in the same field of operation, valid license to possess a re arm. RESPONSIBILITIES: Responsible for Special Projects and Coordination of Transversal Issues in Mayor’s Office by: Coordinate and Facilitate Special Projects and Manage the Relationship with NGOs /NPOs /NPCs which deals with transversal issues: Youth – Produce Youth Development and Empowerment Strategies, Support and Attend Youth Activities. Forge a relationship with Disability Support and Empowerment Groups. Initiate and Organize Support Activities, Participate and Coordinate the Local HIV/AIDS Council Activities. Produce Women Development and Empowerment Strategies, Work with Community Development Workers and ensure the involvement of the Aged in the Affairs of the Municipality. Work with Ward Committee Coordinator to organize Sporting Events to ensure Mass Sporting Activities and Promote Healthy Life Styles. Work with established Religious and Cultural Groups/ Traditional Authorities to ensure Traditional and Cultural Awareness Coordinate and Develop the Ward Based Mayoral Community Engagement Activities and Campaigns: Back to School Campaign, Letsema, Mayoral Imbizo’s, Youth Month Programme, Women’s Month Programme.

This is a fixed contract which runs concurrently with the term of office of the current Speaker.
NB: In addition to the above package and subject to certain conditions the following benefits are offered Medical Aid and Pension Fund.
REQUIREMENTS: *Grade 12 plus B degree in Administration or Equivalent qualifications with (5) years experience in middle management level. The incumbent must possess management skills, good interpersonal relations and budgetary skills. Computer Literacy and Code 8 Drivers license.
KEY PERFORMANCEAREAS: Manages specific key performance areas around the functioning of the Speaker. Manage all correspondence that is directed to the Speaker. Assist and support the Speaker in executing the legislative responsibilities and any other duties and powers delegated by council. Consulting the local community about the Municipal Servicers provided and the service delivery options available. Liaise with Manager in the office of the Single Whip to ensure and office of the Mayor to ensure integration of activities between the offices for improved service delivery to the community. Secretary to the Speaker

This is a fixed contract which runs concurrently with the term of office of the current Speaker.
REQUIREMENTS: Grade 12 plus qualification in computer literacy. Ability to work under pressure. Experience in office administration.
KEY PERFORMANCEAREAS: As a key member of the office staff team. Provide a variety of secretarial support services, among others: - data entry - preparation and distribution of correspondences and other documents. - clerical accounting services- receptionist duties - and other related services to support the Speaker and other staff members in the office of the Speaker.
Community Liaison Officer

REQUIRMENTS: *An appropriate B-Degree in accounting or related qualifications. *A minimum of 5 years working experience at senior management level. *Core Competency requirements as described in regulations 805 dated August 2006, Local Government: Municipal performance regulations for municipal managers and managers directly accountable to the Municipal Manager. *Knowledge of the statutory requirements regarding the position and the ability to comply herewith. Strong experience and financial accounting, reporting and control improvement, strong team management experience, with strong team managerial skills and interest in developing a high performance team; *Code B Driver’s License. * A certificate in Municipal Finance Management (SAQA Qualification ID: 48965). *A Post graduate qualification in fields related to Local Government will be an added advantage. *Ability to compile annual Financial Statements of the municipality.
KEY PERFOMACEAREAS: *Responsible for the overall management of the budget and treasury office. *advise the account officer on the exercise of powers and duties assigned accounting officer in terms of MFMA. *Assist the accounting officer in the administration of the municipality’s bank accounts and the preparation and implementation of the municipality’s budget. * Advice senior managers and other senior officials on the exercising of powers and duties assigned to them in terms of section 79 of the MFMA. *Perform such budgeting, accounting, analysis, financial reporting, cash management, debt management, supply chain management, financial management, review and other duties as may in terms of Section 79 be delegated by the accounting officer to the Chief Financial Officer. *Financial reporting and control: ensuring all monthly budget-related reports are delivered in a timely and accurate way. *External reporting and compliance: taking responsibility for the preparation of all financial reporting and statutory accounts with the legal deadlines.

EPWP COORDINATOR
Remuneration: R 267 816 P/A
REQUIREMENTS: *Project management.* Three (3) years experience in project management.* Grade 12 and any other relevant qualifications.
KEY PERFOMACEAREAS: *Responsible for PMU document management system In relation to the EPWP requirements and according to set standards and procedures.*Perform sequence and activities associated with processing of project information. *Administer EPWP records. *Provide administrative support to the project manager as required. *make follow ups with the Department of Public Works of the delivery times upon submission of EPWP reports. *Reconciling with service providers on payments made by service providers to EPWP Participants. * Consolidation and submission of monthly EPWP Reports. * Manage and ensure that all EPWP data is captured on the EPWP reporting systems. * Be the custodian of the EPW projects data base dashboard. *Provide required project information for compilation of the monthly EPWP reports.

DUTIES: Conducting research with regard to political policy and topical issues that impact on the municipality, and implementing best practices associated with the Office and determining the appropriateness of specific policies/ procedures for implementation •Advising the office on operations, and brief on economic developments, internal and external relations and communications. • Coordinating and convening the Party Caucus and political office bearers. • Providing administrative support to the whippery and multi-party whippery. • Providing support to the programmes of the Constituent Offices. • Providing research support for the Office and Councillors. • Drafting motions and speeches. • Attending public meetings hearings related to the work of the Office • Compiling monthly, quarterly, mid-year, and annual performance reports for the Office of the Speaker in line with the Service Delivery and Budget Implementation Plans • Managing projects of various Constituency Offices and Caucus • Responding to community concerns and issues raised in line with customer care guidelines and targets.

REQUIREMENTS: *BCom Accounting with qualification as a Chartered Accountant as an added advantage. *A minimum of 3 years’ experience in Local Government as well as auditing, unless a candidate can demonstrate that she/he has develop necessary competencies government. *Knowledge of Municipal Finance Management and supply Chain Management processes high degree of confidentially. *A valid RSA driver’s license.

KEY PERFORMANCEAREAS: *Assist the Chairperson and the committee to run the committee affairs. *Draw the annual MPAC Programme in line with the municipal cycle. *Source Municipal Council documents and reports that are needed for MPAC in order to perform its duties.* Benchmark committee activities as well as functionality with other Municipalities. *Ensure that MPAC report are tabled in Council and track implementation of MPAC resolution by Council. Serve as an advisor to the Chairperson Records and files. *Liaise with the Internal Audit Shared service. Table all internal audit reports to Council.

REQUIREMENTS: National Diploma / B Degree in Public Administration/ Management and research subjects will be an added advantage; MFMP Certificate; driver’s license; knowledge of Municipal Financial Management, Municipal operations and performance reporting requirements; Microsoft Office applications; Good interpersonal relations and a high degree of ethics; Facilitation skills; communication skills; Analytical skills and report writing skills, Knowledge of local government legislation and constitution of the Republic; Experience in data analysis; Understanding of the Local Government Oversight Responsibilities; Three (03) years relevant experience.
KEY PERFORMANCEAREAS: The MPAC Researcher must ensure that the daily work is done to satisfaction and to Develop processes and procedures for MPAC achieve the objectives of Council. He/she will be responsible for: Review and investigate all matters referred to the committee by other council committees operations Coordinate analyzing of financial and performance reports, including SDBIP, Annual Reports and financial Provide advice to MPAC on statements and provide MPAC with reports on possible risks and irregularities possible corrective measures, identifying unintended consequences and provide possible recommendations Perform administrative and human Guide, establish, facilitate, coordinate and maintain stakeholder relations resources related activities.
