ICT STEERING COMMITTEE CHAIRPERSON AND X2 MEMBERS 
Tshwane Automotive Special Economic Zone (TASEZ) has an opportunity for an ICT Steering Committee Chairperson and an ICT Committee Member and hereby invites suitably qualified individuals to serve in this Committee for a period of two (02) years, in line with the provisions of Section 51(1) of the Public Finance Management Act,1 of 1999. 
These positions are voluntary. No remuneration will be paid for serving on the ICT Steering Committee. 
 
PURPOSE OF THE ICT STEERING COMMITTEE: 
The purpose of the ICT Steering Committee is to provide strategic direction for the TASEZ ICT-related projects, as well as provide oversight on ICT governance and appropriate advice on the use of ICT as a strategic enabler to achieve and improve service delivery and operational excellence. In addition, the role of the Committee is to provide expert guidance on ICT-related projects, resource allocation and emerging technologies that can enhance service delivery. 
 
Qualification and Experience: 
  • A minimum of a 3-year national diploma/bachelor’s degree in information technology, or any related qualification at an NQF Level 7 in Computer Science, Business Administration, or related field. 
  • A Post-Graduate Degree in Information Technology or Computer Science will be highly advantageous. 
  • Industry-related certification, such as the following, will be an added advantage: 
    • ITIL V3/V4. 
    • COBIT 5/19. 
    • CGEIT/CRISC/CISA.
    • 27001/CISSP/CISM.
  • Applicants must have at least 8 years’ experience in an ICT role at a Senior Management level gained within the public or private sector organization. 
  • Proven knowledge and experience as an ICT Steering Committee / Governance Committee of not less than 3 years is advantageous. 
  • Proven knowledge and experience in ICT Management, ICT Security, ICT Governance, ICT Architecture, Digital Transformation, ICT Audit and Risk Management, ICT related legislation and industry standards. 
  • Knowledge of Public Management Act, Treasury Regulations and legislation regulating information communication and technology, and ICT Governance framework in the private or public sector. 
  • Must have knowledge of management principles, good communication skills and ethics, knowledge of corporate governance principles, inquisitiveness and professional judgement.

  • Must possess good interpersonal and communications skills to liaise with the Audit and Risk Committee, EXCO and the Board of Directors. 
  • Must possess solid and dynamic leadership skills. 
  • Strong analytical and problem-solving skills. 
  • Excellent communication and interpersonal skills. 
  • Ability to make impartial, and independent judgement for evidence-based decision making. 
  • In-depth knowledge of ICT governance frameworks and risk management practices, OBIT, ITIL, and relevant ISO standards. 
  • Commitment to public sector values and service excellence. 
  • Proactive and forward-thinking with a focus on continuous improvement. 
  • Deep understanding of data privacy laws like the POPIA Act. 
 
DUTIES:
The ICT Steering Committee is an oversight Committee, and its responsibilities include, but are not limited to the following: 
  • An oversight body which operates and discharges its duties according to Section 3.1.10 of the National Treasury Regulations and as per the approved TASEZ ICT Steering Committee Charter. 
  • The Chairperson of the Committee will be responsible direct and lead the Committee to ensure good board governance and decorum. 
  • Provide oversight and advice on ICT Governance Management, ICT Policy Framework and Strategy, monitor the ICT Implementation Plan. 
  • Approval of technology and information policies and standards as required. 
  • Review and guide on significant strategic projects as aligned to the technology and information strategy / goals / objectives as well as monitoring for benefits realisation. 
  • Monitor ethical and responsible use of technology and information by TASEZ as an organisation. 
  • Monitor compliance with relevant laws including data privacy and information security. 
  • Monitor and assess key technology and information projects in terms of progress (scope, cost, quality) and whether they have achieved their stated objectives. 
  • Review of the strategic and operational technology and information risks utilising a global IT risk. 
  • Assess that appropriate technology and information disaster recovery processes and backup. 
  • Review the performance of and risks associated with third party and outsourced service. 
  • Responsible disposal of obsolete technology and information (environmental impact and information security). 
    • Transport costs. 
    • Car rental costs. 
    • Tollgate and parking fee; and 
    • Kilometres travelled using your own car. 
 
Reporting:
The Chairperson of the TASEZ ICT Steering Committee will present the outcome of the Committee’s Work to the Audit and Risk Committee on a quarterly basis. 
 
NUMBER OF MEETINGS 
The ICT Steering Committee will meet at least four (04) times per financial year or as required, and the Chairperson of the Committee will report and attend quarterly Audit and Risk Committee Meetings to present TASEZ ICT-related matters.






REMUNERATION:
This is a voluntary role. No remuneration, sitting fees, or honorarium will be paid to the Chairperson or Members of the ICT Steering Committee. Members may be reimbursed for reasonable and pre-approved expenses incurred in the execution of their duties, subject to submission of valid proof of expenditure, in accordance with TASEZ policies on:
