Based in the Northern Cape with its seat in Postmasburg, invites applications from suitably qualified candidates to fill for the following vacant position: 
 
OFFICE OF THE MUNICIAL MANAGER 
 
CHIEF FINANCIAL OFFICER 
(BASES ON A PERFORMANCE MANAGEMENT CONTRACT) 
REFERENCE NUMBER: TM003/2018/19 
ANNUAL TOTAL REMUNERATION PACKAGE:  Based in terms of Government Gazette No. 41173 of 10th October 2017, i.e. Upper Limits of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers 
Minimum R741 427.00 
Midpoint R823 805.00 
Maximum R906 184.00 
A Remote Allowance of 7% of the Annual Salary may also be payable. 

 
REQUIREMENTS, QUALIFICATIONS AND COMPETENCIES:  NQF Level 7, Chartered Accountant (SA), B. Com degree, /B.Tech Financial accounting or financial management coupled with the relevant skills and minimum of 5 years practical experience in financial management at middle and senior management level in local government. The candidate must have undergone a minimum competence training requirements, MMCL certification. The successful candidate must have expert knowledge of the regulatory framework for Local Government. Finance especially the Municipal Finance Management Act (NO 56 of 2003), must have excellent communication skills especially in both Afrikaans / English, a good negotiator, team player and financial strategist with the ability to identify and develop opportunities to the benefit of the Municipal and have advanced computer literacy. Must have ability to sustain Clean Audit from the Auditors 
 
CORE COMPETENCIES
 As stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014. 
 Advanced knowledge and understanding of relevant policy, legislation, institutional governance systems and performance management. 
 Advanced understanding of municipal council operations and delegation of powers. 
 Proven track record of good governance, audit and risk management, budget and finance management. 
 Ability to be an innovative and strategic leader. 
 Good facilitation and communication skills. 
 
 
NOTE: Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e. South African Qualifications Authority Qualification ID No. 48965 for Accounting Officers/ Municipal Manager and Manager Directly Accountable to the Municipal Manager of municipalities, e.g. CPMD, MFMP, etc. If a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593. 
 
KEY PERFORMANCE AREAS: 
 Administratively in change of the budget and Treasury Office 
 Develop, Implement and maintain appropriate mechanisms to timeously respond to the challenges needs financial information, the interpretation, thereof and rendering of technical advice to Accounting Officer 
 Advice the Accounting Officer on the exercise of powers and duties assigned to him in terms of the MFMA. 
 Assist the Accounting Officer in the administration of the Municipality’s bank accounts and in the preparation and implementation of the municipality’s budget. 
 Advise Senior Managers and other Senior Officials in the exercise of powers and duties assigned to them in terms of section 78 or delegated to them in terms of section 79 of the MFMA 
 Perform such budgeting, accounting, analysis, financial reporting cash management, debt
 Management, supply chain management, financial management, review and other duties as may in terms of section 79 of the MFMA be delegated by the Accounting Officer to the financial officer. 
 Perform financial reporting as required by the MFMA and other related legislative prescripts 
 Ensure compliance with all Council ‘s policies and procedures. 
 Ability to formulate SDBIP in line with MFMA requirements. 
 The Chief Financial Officer of a municipality is accountable to the Accounting Officer for the performance of duties referred to above. 
 Ensure the effective implementation and compliance with the Municipal Finance Management Act, 2003 
 Ability to give strategic guidance and advises and personnel performance management 
 Management of service providers assigned responsibilities of the treasury section 
 
 
SPECIAL CONDITIONS: 
 Shortlisted candidates will be subjected to a competency assessment test. 
 During the complexity of the position, the successful candidate will be subjected to a six-month probation period 
 Background and reference check will be conducted for the shortlisted candidates
 All qualifications will be subjected to verification

Municipality reserves the right to nullify or cancel an employment contract and recover all costs incurred by the municipality including remuneration, advertisement, etc., should it be discovered that the successful candidate submitted false or insufficient information which resulted to the contravention of t he provisions of Municipal Council Policies, Municipal Systems Amendment Act No. 7 of 2011 or any other relevant legislation.
