Position Purpose
The position purpose is to provide Estimating & Quantity Surveying expertise (subject matter expert) to TPL’s Programme Management Office (PMO) (all capital and strategic projects) reporting to the Senior Manager Project Controls. Leading a team of Quantity Surveyors (QS), both permanent and on a fixed term contract basis where Quantity Surveying expertise will ensure value for money to TPL for goods and services rendered by contractors and consultants contracted by TPL. The position includes the development and execution of contractual strategies in conjunction with Project Contracts Management (seconded from Procurement function). At the portfolio level this strategy will be led by the GM Capital & Strategic Projects, R&D, CI and at the programme/ project level by a Project Director/ Principal Project Manager. This is to suit the different projects’ constraints, at the different project stages for the projects within TPL’s PMO Portfolio. The Manager Estimating & Quantity Surveying takes accountability for adherence to project governance of Estimating & QS at TPL and for the successful completion of the associated tasks for all project works.
 
Position Outputs
· Fulfils the role of Lead Estimator for TPL. This will require that all project estimates during study phases and for project execution are suitably prepared according to industry practices, assessed and finally authorised by the Manager Estimating & QS before being submitted to CAPIC as part of the project business cases.
· Development and implementation of commercial controls and procedures (setting up of payment certificates to each project, Cost reporting, Cost data bases etc.)
· Risk and value management and cost control functions (ensuring QSs’ monitor and control contractors’ claims).
· Ensure that all QS staff adhere to agreed reporting systems.
· Consolidation of all commercial issues for projects into dashboard report for reporting to Senior Manager – Project Services/ Controls.
· Manage team resources to ensure timely completion of commercial deliverables.
· Identify, analyse and develop responses to commercial risks.
· Engagement in strategy workshops for PMO development.
· Provide input and advice on NEC contracting strategies based on commercial risk profile.
· Responsible, with the Senior Manager – Project Services/ Controls, for the preparation and production of all agreed PMO reports to predetermined deadlines.
· Provide support to project management, for the smooth administration of contracts, from start-up through to final account.
· Responsible for delegating/allocating Quantity Surveying resources to relevant projects and monitoring of progress.
· To be aware of and support the Company’s commercial interests by ensuring commercial team adheres to prompt payment for work executed.
· Responsible for the production of all necessary QS documentation in relation to the resolution of project problems; be they commercial, contractual or construction related issues.
· In the absence of project QS resources, be able to fulfil the role of lead projects QS.
· Competent in cost planning, value engineering, value management, cost benefit analysis, life-cycle costing, risk analysis, tendering, valuation, change control, dispute resolution, claims management, cost estimation and value for money assessments at the project lead level.
· Must be able to work independently and as part of a team. · Create and manage bespoke reports for projects depending on reporting requirements.
 
Qualifications and Experience
Qualifications · B.Sc Degree or higher specialising in Quantity Surveying. · Professional Registration with the SA Council of Quantity Surveying Professionals · Possession of Code 08 / B Licence. Experience · Minimum of 10 years’ experience working as a Quantity Surveyor on large multidisciplinary construction / engineering projects. · Min 5 years in a lead QS role · Experience within the hydrocarbon/ Petro-chemical industry is preferred. · Experience as an Estimating Manager is beneficial OR If the incumbent holds a BTech/ Higher National Diploma, the experience requirement is a minimum of 12 years
 
Competencies
Knowledge Extensive knowledge and experience in working with NEC suite of Contracts. Extensive knowledge in cost reporting and Commercial Management with a strong emphasis on the running of Quantity Surveying services within a PMO Knowledge on how projects / contracts run from the procurement phase to close out. QS Knowledge on the control of construction costs by accurate measurement of the work required on a regular basis, the application of expert knowledge of costs and prices of work, labour, materials and plant required to ensure that good value is obtained for the money to be expended. Standard Job Requirements Travel across provinces as required and approved. Requirement of Trust and Honesty in the handling of finances as per the National Credit Act Amendment 19.

Position Purpose
To ensure compliance to the Supply Chain Management Control Frameworks and enable TPL to meet its objectives and obligations in a way that does not expose the organisation to adverse risks.
Embed a standardised risk and compliance management framework based on Control Self Assessment (CSA) methodology
Disseminate information and conduct training on Supply Chain Management and risk and control frameworks to supply Management stakeholders and end users as required.
Enable improvement in Procure to Pay, Tender and contract management cycle through the usage of the management information in Procurement, Finance and Business areas.
Embed, monitor, maintain and improve processes and controls with SCM
 
Position Outputs
1. Implementation of robust governance process: • Assist with implementation of strategies developed to address adherence to relevant legislation, management of identified risks and ensure that Supply Management controls such as Business Critical Controls operate effectively at TPL. • Update compliance related frameworks, policies and procedures for implementation across TPL Supply Chain Management and; • Efficient management of SCM BCCs, by reviewing risks and ensuring that process owners within SCM mitigate process risks • Assist with SCM combined assurance activities as 2nd line if defence • Regularly conduct compliance audits and other SCM governance reviews
2. Manage Compliance & Risk, Policy, Standards, Governance and Contracting functions: • Compliance review of pre and post tender documents. • Compliance review of contracts. • Provide formal & informal support on compliance and risk management to Supply Management practitioners to embed controls within their roles & responsibilities applicable in their daily activities. • Co-ordinate with Supply Chain Practitioners to ensure that established processes comply with applicable legislation;
3.Governance monitoring and Reporting: • Assist Senior Manager Governance with all necessary information required in audit/forensic activities. • Assist with co-ordination of internal & external audit processes as directed by Senior Manager Governance and Compliance • Plan and co-ordinate Supply Chain ISO certification preparations and audits and; • Assist to resolve and mitigate findings across TPL SCM identified through audit close-out processes
4.Manage Key stakeholder relationships: • Enhancement of controls and re-engineering of processes where applicable • Integration of functional processes with other Supply Chain functional processes • Implement, monitor and maintain a Risk and Compliance framework for SM that enables proactive process improvements • Assist and advise on the development of compliance processes, policies and systems that address compliance laws, rules and standards, as well as the integration thereof into operational procedure manuals. • Input into reporting, as well as the formulation of performance indicators and metrics. • Input into the report on the overall performance of relevant aspects (iSCM, Leadership Team, PFMA etc.)
 
Qualifications and Experience
Qualifications & Experience: Minimum of a relevant B degree in Commercial or legal, or Risk management is required. At least 5 years’ experience in supply chain management or compliance, or risk management, governance function or audit Function Auditing experience and skills within SCM will be an advantage
 
Competencies
Knowledge: Detailed knowledge of Supply Chain Management / procurement. Sound knowledge of Public and Private Sector Supply Chain Management legislation and regulations such as PFMA, etc. In-depth knowledge of legal contracts and contracts lifecycle management process. Working knowledge of Supply Chain Management processes and systems. Understanding of technical and operational requirements of a business including capital requirements. Skills Required: Risk and compliance skills (in supply chain management with public sector knowledge will be an advantage) Research, analysis and interpretation skills.
