Position Purpose

Qualifications and Experience

• Post graduate qualifications will be an added advantage.
• Experience in leading major transformations within an organisation.
• Extensive knowledge of the broader R&D environment in which the TRIM operates.
•Ability to project or forecast future business trends and risks which could impact on the organisation.

Position Purpose
• Define the long-term National Railway Infrastructure Master Plan;
• Identify the long-term infrastructure capacity requirements and define the development plans; including interventions to address the capacity gaps and opportunities for private sector participation in the development and/or modernisation of railway infrastructure in South Africa (including Transnet Infrastructure, private infrastructure, municipal infrastructure, etc.);
• Collaborate with the Operating Corridors, other Transnet ODs, Regional Railway Administrations, Municipalities, Customers, etc. to identify future infrastructure capacity challenges and gaps; and work with them to development viable investment business cases;
• Define and lead the railway infrastructure improvement and development capital pipeline and portfolio planning;
• Develop and publish the National State of infrastructure report to ensure public visibility of infrastructure condition and costs to the railway industry;
• To develop and lead the implement TRIM Infrastructure Asset Life Cycle Strategy while fostering innovative solutions to meet business strategy; and
• Develop strategies to reduce the infrastructure cost component of TRIM cost of operation in real times (cost compression and/or elimination) by engineering out inefficiencies and historical design shortcomings and adapting / modifying / renewing railway infrastructure to today’s circumstances and future requirements.
 
Position Outputs
• Develop and drive the implementation of the renewal of all TRIM Railway Infrastructure;
• Collaborate with all critical stakeholders to facilitate investment and renewal of all infrastructure on which TOC’s rolling is operated;
• Collaborate with the Train Operating Companies (TOC’s), other Transnet ODs, Customers, PRASA, Municipalities, TIH and Regional Railway Administrations to develop regional railway infrastructure standards, infrastructure availability and infrastructure reliability;
• Develop effective infrastructure condition monitoring capabilities and capacity to ensure more effective preventative condition-based maintenance strategies;
• Develop and drive a program to skills development and improvement for all critical technical skills in the railway infrastructure management and maintenance functions;
• Develop and implement strategies and tactical actions for mechanisation, automation and modernisation of railway infrastructure management and maintenance;
• Drive the development of local suppliers and infrastructure component / materials manufacturers to support increased localisation and job creation agendas;
• Identify inherent design limitations that inhibit operations efficiency and effective and develop interventions to eliminate these to step change operations efficiency and productivity of infrastructure assets, rolling stock and operations assets;
• Develop innovation and cost-effective strategies to enable the feasible revitalisation of Branch Lines, Municipal Infrastructure and Customer railway infrastructure to facilitate the revitalisation of closed and/or low-density networks; and thereby facilitate rural economic development and job creation by enable freight and people mobility and access to markets / suppliers;
• Drive the competitiveness of TOC’s by reducing the cost of railway infrastructure, leveraging engineering and infrastructure configurations to reduce energy requirements for successful operation and reduce rolling resistance;
• Reduce lifecycle maintenance costs of railway infrastructure, Overhead Infrastructure and Rolling stock by driving improvements in the wheel-rail and pantograph-OHTE interfaces;
• Drive the renewal and modernisation of the railway signalling and Train Control systems to improve the velocity on the next, and thereby reducing energy consumption and improving the productive output of the railway network within and across Operating Corridors;
• Develop and drive the implementation of integrated railway network maintenance strategy and plans that meet the requirements of current and future rail infrastructure;
• Develop bankable major engineering CAPEX and COPEX projects and ensure specifications, quality, costs and project timeline compliance;
• Ensure cost-effective Capital expansion and modernization of the rail infrastructure network without compromising standards and safety;
• Conduct research and development on Technology Management of rail infrastructure and rolling stock;
• Drive the development of bankable infrastructure capital investment business cases, and manage infrastructure capital investment programs;
• Ensure good corporate governance and reporting analysis and implement internal controls that ensure compliance with applicable legislation, policy, standards, guidelines, procedures and practices;
• Integrates the development of capital initiatives with operational execution;
• Conduct investigations, benchmarks and implement relevant best engineering practices in line with technological market and industry changes;

Qualifications and Experience

Qualifications and Experience
• LLB Admitted Attorney or Advocate;
• Minimum of 12 years’ experience in legal, regulatory, compliance, governance, assurance, contract management and/or risk management in a large enterprise with a complex operations environment, of which at least 5 years at a Senior Managerial level; 
• Seasoned professional with advanced knowledge of corporate governance and a sound understanding of the SA legislative framework, particularly related to a regulated environment;

Position Purpose
• Ensure that information and communications technology (ICT) is a strategic enabler for TRIM by creating business value through technology, and by delivering relevant, cost effective and innovative Information and Technology solutions that support and facilitate the achievement of Transnet's business strategy;
• Lead and direct the development of an Information Technology & Digital strategy, plan and budget for all the areas of the business;
• Drive an investment strategy in technology for the optimal use, security and high performance of the rail network and locomotives;
• Provide an IT ecosystem that ensures that every employee has access to tools, data and software in executing their duties;

Position Outputs

INFORMATION AND COMMUNICATION SYSTEMS
• Develop and implement an IT strategy aligned towards the achievement of the TRIM business objectives;
• Lead and ensure the ICT Architecture / landscape is conducive for the implementation of IT solutions;
• Lead the selection, acquisition, development, installation, and maintenance of TRIM ICT infrastructure;
• Lead and manage and proactively mitigate ICT related risk. Develop an information and communication governance framework;
• Lead and manage the timeous provision of current IT infrastructure;
• Lead and ensure effectiveness of project management aligned to Transnet Group ICT/EIMS, governance, training and tools;

• Lead and implement corporate governance procedures, risk management and internal controls in support of the Transnet Control Framework and Industry best practices;

Position Purpose
• Define and drive the financial performance targets with respect to revenue, volumes and costs in line with the target set up by Transnet Group and Shareholder;

Position Purpose
The Helicopter Day Pilot is the Commander of the aircraft for Day operations and co – pilot for night operations. He or She is also responsible for the safety and management of the crew and passengers on board the aircraft as per SACAA CARs 91.02.7, 91.02.8. Regulations as well as TNPA SOP’s.
 
Position Outputs
Plan daytime flight missions in accordance with marine traffic demands and Port Demands and Port Control directives.

Manage a multi-crew cockpit with the ability to manage an inflight emergency as well as to land the helicopter safely without any damage to passengers, crew, aircraft and equipment during low levels of light as well as marginal weather conditions.
Compliance with standard and recommended practices as well as performance levels required to meet national certification criteria.
