Position Purpose
• Provide strategic leadership and guidance in the development of an integrated Capital Projects, Research & Development and Continuous Improvement department that is aligned with the overall capital investment and business growth strategy of Transnet and Transnet Pipe Lines
• Ensure sound capital investment programme planning, execution and management in line with business priorities and strategic objectives
• Ensure establishment of an integrated, planned and coordinated approach to capital projects and technology management to enable operations to achieve both their immediate and long-term business targets and objectives
• Provide strategic leadership and guidance in continuous improvement with particular emphasis on sustainability and efficiency, and act as the focal point for Business Improvement within TPL
• Monitor and ensure optimal asset management and prevention of revenue leakage
• Manage and ensure compliance to relevant policies, legislation and regulatory requirements in conducting business
• Ensure effective stakeholder relations management
Position Outputs
• Provide strategic leadership and guidance in ensuring sound equipment and infrastructure capacity planning for effective allocation of funds;
• Ensure sound capital investment programme planning, execution and management in line with business priorities and strategic objectives
• Ensure that financial allocation, expenditure and deliverables are aligned to TPL strategic business objectives and the information contained in the Corporate Plan;
• Recommend appropriate financial models or solutions to the investment;
• Direct and lead turn-key management of large-scale cross-functional strategic business projects;
• Ensure all projects are managed and delivered in accordance with set standards, on time, at the specified quality and within budget, whilst complying with relevant laws and regulatory requirements;
• Manage suppliers, service providers and contracts in terms of their performance against contracts and Service level Agreements;
• Ensure the development and implementation of sound investment, project, commercial, business analysis and Risk Management practices;
• Ensure compliance to corporate governance in respect of project management;
• Identify possible financial pre and post-investment and other risks. Ensure post implementation reviews are conducted and lessons learned applied in continuous improvement;
• Develop and implement risk mitigation actions and initiatives and monitor operations to ensure risks are avoided or minimised;
• Lead analysis and quantification of risks and benefits associated with improvements;
• Monitor compliance to relevant statutory, regulatory and applicable governance requirements;
• Align and develop internal engineering and project management skills and service delivery capacity with business needs;
• Lead, manage and develop a team of professionals, and coach and mentor staff as required;
• Lead and manage a cross-functional TPL Business Improvement network dedicated to actively applying best practice gained from projects and business functions, providing leadership, coaching and training in Business Improvement methodologies, tools and techniques;
• Be a champion to introduce innovation, new ideas & change into TPL’s business with respect to improving overall contract performance and creating a culture of continuous improvement.
Qualifications and Experience
• B-degree i.e. BSc / B-Engineering or equivalent in relevant field
• Professional Registration as Pr Eng in terms of ECSA requirements or Professional Registration as PrCPM in terms of SACPCMP requirements
• Minimum 15 years’ experience in Engineering within the private or public sector, of which at least 7 years at a senior managerial level
• In-depth knowledge of engineering operations management
ADVANTAGEOUS JOB REQUIREMENTS
•PMP Certification/ equivalent preferred
•Post graduate degree in Business Management or Finance is an advantage
•Post graduate Diploma in Industrial Engineering or Black Belt in Lean Six Sigma is an advantage
