SECURITY MANAGER

Position Purpose
The Port Facility (Terminal) Security Manager is responsible for managing, leading,
coordinating, planning and organizing the total TPT Facility Security Function
(Security Operations, Security Investigations/Information Management, Security
Liaison, ISPS Implementation and Coordination, access and egress control) within
the Port Facility by ensuring command, control and the enforcement of disciplinary
procedures, over all security personnel under his control, in order to ensure the
protection of the assets of TPT, Clients and employees.
 
Position Outputs
Management of the Port Facility Security functions to ensure the safety & security of TPT and that of the Port users, inclusive of cargo and assets.
Monitor compliance/adherence to Security operational policy, standing procedures, standards and legislation through regular audits, in order to ensure that corrective/disciplinary action in cases of non-compliance, in line with TPT disciplinary procedures are initiated.
Execute and co-ordinate Security risk and threat assessments within the facility, to ensure that relevant measures to counter the threats to TPT and its clients are introduced.
Manage, co-ordinate, control and ensure the implementation of Port Facility Security training programme, to ensure career enablement and training of TPT Security functions in line with the strategic objectives of the Security department.
Develop, maintain, review and update and distribute departmental Security Policy Framework to ensure Security awareness Programmes within the Port facility environment.
Manage, control and monitor expenses regarding the operational and capital budget, to ensure cost effective Security functionality and maximise resource utilisation.
Co-ordinate the development, implementation and review of the PortPage 3Facility Security Plan, to ensure effective Project Management of Security upgrade initiatives and alignment to TPT Business Planning process.
Regular liaison with relevant Law Enforcement Agencies for purposes of special / joint operations and physical security needs to ensure effective Security services
Implement security business plans regarding National TPT Security and Transnet security requirements.
To provide Facility Management with the relevant Security Information and advice about the Security implications of certain Management decisions to ensure efficient, decisive and informed Management decisions.
Manage, co-ordinate, monitor and control the facility Security permit system to ensure its effective functioning and to protect the integrity of the system.
Organise security forums, briefing and awareness sessions to inform line management, employees, clients and stakeholders about security
Supply monthly and other reports (when required) to line management.
Source physical and human resources for the enablement of the security function.
Organising and directing security Functional teams within Facility Security.
Monitor implementation of security operational plans, utilization of resources (human/equipment). Monitor and control real expenditure against budget
 
Qualifications and Experience
• Minimum Qualifications: B Degree/National Diploma in the relevant field • Investigations/Intelligence (Basic course 2 weeks’ certificate) • PSIRA registered, Grade A/B • 5 years’ experience in the security related environment of which at least 2 years must be at a supervisory level ROC Requirements: • Minimum of 5 Years Experience with Applicable Bachelors Degree/National Higher Diploma • Min 4 years’ relevant experience in a large enterprise, preferably with 1 yr supervisory or specialist experience • Relevant B-degree or B. Tech National/Advanced Diploma (NQF 6/7) • Transnet Leadership Development Programme (advantage) Number of years with certificates: • 8 years relevant and solid experience in taking accountability for the operation of own work area or as member of a team, concerning the quality, standards and outputs related to defined work procedures with at least 2 yrs at supervisory level or specialist experience
 
Competencies
• Knowledge of TPT business processes, policies, procedures, and standards • Knowledge of Security Systems, including CCTV, Access Control, and Intrusion Detection • Knowledge of the OHS Act and related Regulations • Knowledge of Project Management Tools / Techniques

Position Purpose
To support the effective functioning of the executive office by providing high level administrative support and professional assistance, whilst maintaining the appropriate level of confidentiality, sophistication and protocol required of this position. Enhance and protect the image and reputation of the executive by portraying professionalism and integrity in all interaction and communication with other parties.
 
Position Outputs
Manage and maintain the executive’s schedule with due consideration of divisional and executive management meetings and relevant events, demonstrating an awareness and understanding of business priorities and issues. This includes daily time management and consultation with the executive to ensure optimisation of the executive’s time and availability
Act as first point of contact, representative and information source for the executive’s office, and respond to basic queries and requests for information. Receive and welcome VIPs and visitors courteously and professionally. Screen all incoming calls of the executive and divert or take messages. Respond to queries where possible on behalf of the executive in his/her absence
Manage and arrange meetings for the executive nationally and internationally, by ensuring that agendas are prepared, required inputs are received from all parties concerned, and that all relevant documentation is in order. Brief and update the executive on the context of meetings in advance, as well as the input and actions required from him/her at the meeting. Pro-actively determine and obtain relevant information required to support the executive’s contribution. Manage logistical arrangements as required
Facilitate logistical arrangements in terms of local and international travel, accommodation and subsistence for the executive, including account reconciliation and currency as required
Provide administrative and secretarial support to the executive in order to support the effective running of the office, which include: a. Scanning and retrieving documents b. Physically filing documents; c. Archiving documents; d. Retrieving archived documents; e. Taking and distributing minutes;
Support the executive in organising and preparing for management meetings.
Establish and maintain an effective and secure e-filing and document management system for fast retrieval of data and information
Establish and maintain sound relations with all relevant stakeholders such as other executives, contractors and general staff in assisting with requests, dealing with issues/queries, and managing incoming and outgoing instructions and responses to and from the executive.
Ensure that the required protocol is followed at all times, demonstrating cultural awareness as well as awareness for the standing and position of visitors and staff.
Ensure effective management of the executive office through the efficient use of technology, by ensuring effective functioning of all systems and equipment, and by ensuring correct and adequate stationery.
Liaise and interface with relevant internal and external stakeholders such as suppliers, clients and other executives as required, conveying information accurately, professionally, and courteously whilst maintaining the required level of confidentiality
Manage and prepare correspondence accurately, timeously and as specified for review and approval by the executive using appropriate MS Office packages, and ensure distribution to relevant parties:
Liaise with courier service so Follow up with intended recipients to ensure receipt
Produce PowerPoint and Excel presentations in line with the executive’s requirements for executive management meetings and presentations
Obtain data and information from relevant sources for compilation of monthly reports and build packs for meetings when required
Conduct first-line research for the executive when required, consulting relevant internal or external sources, and/or by doing desktop research.
Analyse and summarise information into a report for ease of use by the executive
As Senior Secretary, assist other secretaries in the implementation of office processes, practices and technology when required.
Coach and guide new/junior secretaries on protocol and correct office management processes when required
Supervise the activities of messengers, cleaners, tea ladies, etc
 
Qualifications and Experience
Senior Higher Certificate (NQF 5)
• 3 - 5 years applicable experience OR
• Grade 12 OR NQF 4
• Minimum 5 years applicable experience, at least 2 years working experience in a secretary role with a proven track record of success
 
Competencies
• Broad knowledge of policies, procedures, principles, standards & processes e.g. governance, Delegation of Authority, Procurement, Compliance, Finance etc.
• Working knowledge of SAP R3 or similar systems
• Working knowledge of MS Office including MS Word, Excel, PowerPoint, MS Teams and Internet.
