INFORMATION SECURITY SPECIALIST

The main purpose of this role, not limited to:
1) Is to develop a framework and standards of operations, designing, and enforcing policies & procedures to protect TCTA’s computing infrastructure from all forms of security breaches, as well as the identification of vulnerabilities and resolving them to ensure networks and data remain secure.
• Perform security audits and clean-ups to ensure accurate and up to date access within TCTA.
• Understand IT applications and infrastructure in alignment with policies and procedures.
• Document the information security principles and guidelines for application software as well as standards that should be adhered to for each product.
• Development of information security requirement specifications prior to the procurement or implementation of new systems and technology to ensure alignment between the business goals and the supporting system functionality.
• Maintain the Information Security Architectural repository to ensure consistency between applications and systems.
• Ensure currency of systems and technology by maintaining an environmental awareness.
• Provide guidelines for the development of life-cycle management strategies for systems and technology in conjunction with major stakeholders to ensure business continuity.
• Managing information security risks and issues and escalating where necessary.
2. Research
• Researching and developing leading practices for the Information Security function.
• Benchmarking and analysis of trends to optimise internal processes.
• Engaging with business units to proactively (and reactively) provide solutions, advising TCTA’s management and other stakeholders in their relevant area of expertise.
• Benchmark TCTA’s Information Security Architecture with Local and International best practice and applications at other organisations.
3. Project Management
• Identify strategic projects that need to be undertaken in the Information Security function.
• Preparing project definitions and detailed plans with the PMO.
• Driving and supporting the implementation of the specialised areas initiatives and strategic projects that address the needs and expectations of TCTA’s stakeholders.
• Documenting functional requirements and specifications for new information security solutions.
4. Reporting
• Monitoring and reporting on progress against functional initiatives.
• Monitoring and reporting on compliance with information security policies, procedures, and controls.
• Promoting sound institutional governance, participating in required governance structures, and serving as a member on the required forums.
• Compiling reports on the functional performance at the required intervals reflecting all relevant statistics, e.g., monthly/quarterly cybersecurity report.
MINIMUM REQUIREMENTS
• B Degree or B-Tech in IT
• 8 years’ experience in Implementation and managing information security solutions in the following environments:
• Cybersecurity event detection and investigation
• Centre for Internet Security (CIS) controls, standards, frameworks, benchmarks, etc
• Penetration tests, including ethical hacking (advantageous)
• Vulnerability assessment.
• Managing the Security Operations Centre (SOC) – added advantage
• Certified Information Systems Security Professional (CISSP)
• CISM – Certified Information Security Manager
• CISA – Certified Information Systems Auditor - preferable
• CDPSE – Certified Data Privacy Solutions Engineer - preferable
• CompTIA Security+ - preferable
• Certified Ethical Hacker (CEH) - preferable
• GIAC Security Essentials Certification (GSEC) - preferable
• Systems Security Certified Practitioner (SSCP) - preferable

• Maintain expert knowledge in public sector information management, privacy, and record management practice.
• Manage the development and implementation of information management strategies, policies, and processes at TCTA.
• Develop and maintain strong information management governance systems and processes.
• Manage and continuously improve the processes supporting TCTA’s physical and digital records.
• Incorporate compliance and standards-based good practice design and operation of TCTA information assets and processes for managing physical and digital documents and record.
• Provide TCTA staff with information management and privacy guidance, training, and configuration advice so they can work effectively while meeting TCTA’s information management and privacy policies and processes and complying with relevant legislation.
• Educate TCTA Staff and stakeholders on information management, privacy, and records management good practice to support new ways of working through the use of digital technology and collaborate with information at TCTA.
4. GOVERNANCE AND REPORTING
• Monitoring and reporting on the Information Management practice development progress.
• Monitoring and reporting on legislative and statutory compliance as defined by the government.
• Managing the strategic relationships and networks with internal and external stakeholders.
• Development and implementation of Information Management legislation, frameworks
5. PEOPLE MANAGEMENT
• Ensure that the Records Management Coordinator has a signed performance agreement.
• Performance Assessments conducted and finalised as per the set timelines.
• Performance agreements and assessments in place and finalised timeously.
• Staff trained as per their PDP
6. INTERNAL AND EXTERNAL AUDITS
• Ensure submission of relevant information as requested by auditors within the prescribed timelines.
• Clarifications submitted to the auditors within the prescribed timelines.
• Audit findings management response submitted within prescribed timelines.
• Inputs into the management action plan to address findings.
• Resolution of management action plans within the prescribed timelines

The main purpose of this role, not limited to:
1) Ensure the stability, integrity, and efficient operation of all the TCTA's information systems that support core business functions.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. SYSTEM ADMINISATRTION
• Ensure high availability of systems and services to the external and internal user community.
• Ensure a high level of security of the systems, services, and 3rd party applications to comply with security standards.
• Enable user self-provisioning by leveraging technologies in the infrastructure for higher customer satisfaction.
• Follow business processes to ensure data availability and integrity.
• Co-ordinate internal and external resources to ensure that necessary maintenance is performed to ensure the reliable operation of systems and business continuity.
• Audit user activities and data selection to comply with audit criteria and security policies.
• Conduct growth analysis and capacity planning to ensure optimal availability and use of resources.
• Identify if there is a shortcoming on the system, spec it, test it, train others, and roll out the new improved system.
• Ensure successful integration and maintenance with 3rd party systems to ensure system availability.
• Ensure that necessary documentation is created and available to ensure business continuity.
• Set-up and manage output devices including the administration of output management utilities.
2. PROVIDE TECHNICAL SUPPORT
• Performs on-site and remote technical support.
• Provides system support.
• Transfers applicable skills to the IT team and end users.
• Troubleshoots problems reported by users.
3. ADVISES ON CURRENT AND FUTURE ICT NEEDS
• Performs periodic performance reporting to support capacity planning.
• Evaluate, tests, and recommend appropriate systems for TCTA.
• Make recommendations for new systems.
MINIMUM REQUIREMENTS
• Diploma in Information Technology (or related)
• Minimum of 5 years experience in the role of a System Administrator
• 3-5 years Experience in Oracle System
