BUYER
Location: Centurion
Division: Chief Financial Officer (Procurement)
Reports to: Senior Manager: Procurement
Nature of employment: 24 months fixed-term
Total Cost to Company: Market related
The purpose of this position, not limited to:
Purchase goods and services to ensure that the organisational needs are met, whilst complying with relevant legislations and Policies.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. Acquisition of goods & services within threshold of R500k
• Advertise RFQs as per the approved policies and procedures
• Acquire Goods and services within the contracted targets and timelines.
• Ensure rotation of suppliers to spread opportunities
• Assist user departments with briefing sessions and site inspections where necessary
• Issue clarifications to the market as per the procedures
• Provide feedback to client departments on procurement process
2. Assist with Contract Administration
• Update contract Register
• Review Variation Orders prior to approval.
• Process invoices within the prescribed timelines
• Issue purchase Orders in accordance with the approved procedures.
• Contract Performance reports submitted
• Review invoices for accuracy of rates and quantities prior to submission to Finance for payment
• Follow up with client departments on submission of BBBEE certificates for contracts longer than a year
3. Internal & External Audit
• Ensure submission of relevant information as requested by auditors within the prescribed timelines.
• And ensure the following:
➢ Clarifications submitted to the auditors within the prescribed period.
➢ Audit findings management response submitted within prescribed timelines
➢ Inputs into the management action plan to address findings.
➢ Resolution of management action plans within the prescribed timelines
➢ Monitors the implementation of preferential procurement in line with TCTA’s approved policies and strategies
4. Reporting
• Contribute to the monthly report on procurement through RFQs timelines
• Contribute to the Monthly report on procurement progress report
MINIMUM REQUIREMENTS
• National Diploma in Procurement / Supply Chain or any other relevant field of study
• Minimum of 4 years’ experience in procurement and / or purchasing / buying.
• Knowledge/understanding of National Treasury instruction Note, PFMA is preferred

ORACLE DEVELOPER
LOCATION: CENTURION

PURPOSE:
To create, modify, maintain and test the codes, scripts and forms that allows the system to run efficiently.
AREAS OF RESPONSIBILITIES:
The key performance areas of the role will focus on, but not limited to:

KPAs: • Create and amend programs in accordance with the design, agreed development standards and tools Implement and maintain software programs
• Prioritize and implement enhancements
• Plan and perform various tests (integration and system testing)

MINIMUM REQUIREMENTS
• B Degree/BTech Degree in Information Technology
• Oracle Certification
• 8 years experience in implementation of applications designing and developing.

ENTERPRISE ARCHITECT

PURPOSE:
To define and document TCTA’s enterprise architecture, optimising business operations, and setting the direction and approach for integrating information applications and programs. The Enterprise Architect is also responsible for cataloguing, developing, coordinating, communicating, maintaining and enforcing overall enterprise architecture models, representations, initiatives, capabilities and components to adequately perform the TCTA’s business and technology activities.
AREAS OF RESPONSIBILITIES:
The key performance areas of the role will focus on, but not limited to:
CATEGORY: Defining the Enterprise Architecture
KPAs: 1. Define the target architecture, roadmaps to ensure the most effective use of technology and digital services in TCTA.
2. Ensure that all architecture activities and deliverables are produced to a high quality and are consistent with existing standards, policies and strategies.
3. Define, develop and manage standards and information architecture initiatives required to deliver projects.
4. Develop and maintain architecture of applications based on the priorities of the business requirements.
5. Facilitate the development of enterprise data architecture and business model.
6. Create and update the target technology architecture based on priority business requirements.
CATEGORY: Emerging Technology Monitoring
KPAs: 1. Plans and leads the identification and assessments of new and emerging technologies and the evaluation of the potential impacts, threats and opportunities to TCTA.
2. Creates technology roadmaps which supports the implementation of the ICT Strategy. Engages with, and influences, relevant stakeholders to get buy-in.
3. Continuous awareness and communication of the Enterprise Architecture both within the IT team, and the various business units.

KPAs: 1. Actively participate in all IT projects forming part of the transformation agenda.
2. Lead the EA stream during project implementation.
CATEGORY: Technical Specifications/Business requirements
KPAs: 1. Work with all stakeholders to ensure that all new technology and systems support the approved EA and the digital transformation agenda.
2. Engage with relevant stakeholders to design solutions in line with business requirements.
3. Ensure functional/technical specifications are aligned to the EA.
MINIMUM REQUIREMENTS
• B Degree/B Tech
• Certification in TOGAF
• 10 years relevant experience

OD SPECIALIST: CHANGE

The purpose of this job is, but not limited to, lead the design and operationalization of the enterprise change management capability and culture change in the business
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
1. Lead the development, execution and communication of holistic and integrated enterprise change strategies and frameworks that support the strategic objectives of the business
2. Define and communicate change toolkits, governance processes, training programmes and aggregated transformation roadmaps for the delivery of changes that will lead to business and operational benefits and culture change.
3. Manage relationships with key business stakeholders, including internal communications, human resources, labour and the change management working group/network
4. Use advanced analytics to provide comprehensive reports on the enterprise change management function, including overall change readiness, adoption and business impact within the business.
5. Provide change leadership on the identified strategic business change initiatives (not fully inclusive list):
• 2021-22: OE Study (organisational efficiency study)
• 2021-22: IT Enterprise systems changes
• 2021-22 Business Process mapping
• 2021-23: Integrated Risk Management approach
• 2021-23: Leadership Culture Change
6. Project Manage HR initiatives and engage directly with CoE Leads and HRBPs across all lines of the organisation
REQUIREMENTS
• Honours degree in an HR or related field
• Masters degree, is recommended
• Change Qualification or Certification, a must
• 8 years experience either in corporate or consulting environment, preferably in a unionized environment
• Experience and demonstrated working with large-scale Change projects is preferred
• Experience and knowledge of change management principles, methodologies and tools.
• Exceptional communication skills – both written and verbal
