[INFORMATION TECHNOLOGY MANAGER]
 
The main purpose of this job is to design, implement and manage reliable, scalable and resilient ICT infrastructure systems to enable the business of TCTA in an efficient and cost effective manner. Assist the IT department with the management of strategic projects, day-to-day running of the operations and management of the team.
 
 
KEY PERFORMANCE AREAS
The key performance areas/expected deliverables of the role in focus, are:

1. Management of Critical IT Projects and Contracts
1.1. Provide proper management of the implementation of all IT projects in line with the project timelines. Critical IT projects include the following:
• Implementation of cloud-based integrated ICT Infrastructure to replace aging on-premise infrastructure;
• Assessment of the Oracle ERP system;
• Business Process Re-engineering; and
• Implementation of approved Records Management Strategy.
1.2. Provide proper management of all IT contracts and timeous approval of invoices thereof.
 
2. Participation in IT Audit
• Actively participate in and collaborate with the AGSA during the 2019/20 audit period, ensuring that all required information is submitted, and findings are addressed accordingly.

 
3. Prevention of Irregular, Wasteful and Fruitless expenditure
• Ensure that all Irregular, Wasteful and Fruitless expenditure is prevented in the first place and reported by the end of each quarter in which it occurs.
 
4. Management of Operations
• Lead and direct the drafting and review of RFQ and RFT documents.
• Take full responsibility for the smooth and effective functioning of all IT systems and services, as well as the effective deployment and management of human resources.
 
5. Policy Review and Development
5.1. Ensure that the following policies are updated and submitted to Management and Board committees for prompt consideration and approval:
• Information Security and Access Control Policy;
• Change Management and Control Policy;
• Data Backup Policy;
• Disaster Recovery Policy;
• Incident Management Policy;
• Bring Your Own Device Policy;
• Electronic Communication Policy;
• Mobile Devices Policy;
• Operations Management Policy;
• Social Media Policy;
• Technology Selection Policy; and
• Records Management Policy.
 
6. Preparation of Reports
6.1. Regular attention would be required to the regular preparations and submission of important reports, regarding the following:
• Monthly status of all critical IT projects to ICT Steering Committee and EXCO;
• Quarterly ICT Report to EXCO and Audit and Risk Committee, as well as the full-year report for 2019/20; and
• Contribution to the quarterly report of the EWSS division;
 
MINIMUM REQUIREMENTS
• Minimum three (3) year university or university of technology qualification in Information Technology
• Five (5) years experience in IT, three (3) of which must be in a management/ supervisory role with special emphasis on financial modelling, debt structuring and analysis for large infrastructure projects
• Experience in the implementation of IT systems, e.g. Enterprise Resource Planning (ERP) will be advantageous.
