INTERNAL/EXTERNAL ADVERTISEMENT
MANAGER: SUPPLY CHAIN & EXPENDITURE MANAGER
Salary: R561 134.24 - R729 670.08 (Task grade 16) - Notch 01
MINIMUM REQUIREMENTS: An appropriate Bachelor Degree in Finance and/or Supply Chain, Purchasing, Procurement Management or equivalent qualification. Certificate in Municipal Financial Management Programme. 3 to 5 years relevant experience of which Three (3) years is in a supervisory level. Computer literacy and valid driver's license.
KEY PERFORMANCE AREAS: Manages and establishes an effective demand management system for the municipality. Develops drafts, formulates and reviews policies, procedures, manuals and produces management reports related to Supply Chain Management. Promotes, recommends and implement SMME and BEE and job creation strategies and programs and compiles reports. Manages and supervise staff in the Unit. Ensure execution of all procurement policies and procedures in respect of supply chain management policy, MFMA and all other relevant legislation. Conduct values analysis studies by reporting on market trends and industry standards in order to recommend specifications. Coordinate and submit comprehensive SCM monthly reports to the CFO. Assist the CFO with budget compilation, control and monitoring. Plans and monitors the municipality bidding processes. Establishment an effective system of acquisition management and stores. Establish and manage an effective internal monitoring system in order to determine, on the basis of retrospective analysis, whether the authorized SCM process were followed. Management of the submission of statutory reports in terms of the MFMA and SCM regulations. Three years' experience in asset management field. Meeting minimum competency level in terms of Gazette 29967 will an added advantage. Through understanding of GRAP standards and legislation applicable to local government.
SKILLS: Knowledge of the Local Government sector and applicable legislation; planning and organizing skills; good analytical, interpersonal relation and negotiation skills, people, leadership and management skills, good communication and report writing, willingness and readiness to work long hours and under pressure.
RISK MANAGEMENT OFFICER
Salary: R341 621 64 - R443 445.18 (Task grade - T12) - Notch 01
Requirements: National Diploma: Accounting/Risk Management/Auditing or equivalent qualification. Three (3) years' experience of which two (2) years must be in risk management/Internal Audit Unit. Valid Code B driver's license. Computer literate MS Word/Excel and PowerPoint. Good interpersonal relations, strong public administration, communication, facilitation, presentation and report writing skills.
Key Performance Areas: Coordinate risk analysis, policies. Strategy and framework. Facilitate the implementation of risk management plans in accordance with established practices and standards. Provide support in coordination of the risk management committee meetings and forums. Provide administrative support of the security risk assessment reports including development of risk tolerance levels as alerts to management.
HUMAN RESOURCE MANAGEMENT OFFICER
Salary: R341 621 64 - R443 445.18 (Task grade - T12) - Notch 01
Requirements: National Diploma in Human Resources Management, Public Management and/or equivalent qualifications: Minimum of 2 - 3 years human resources management experience with an extensive knowledge of application of Labour Relations Act. Ability to interpret HR policies and applicable legislation. Valid driver's license. Computer literate MS Word/Excel and PowerPoint. Good interpersonal relations, Good communication, facilitation, presentation and report writing skills.
Key Performance Areas: Execute the internal and external recruitment and selection of job candidates. Assist in the development of the HR policy and procedural manual. Participate in the development of Job Descriptions. Draft job advertisements and obtain approval before publishing the advert. Administer and ensure that proper filling system of employees and councilors is properly maintained. Prepare and submit return of Earnings (RoE) to the department of Labour annually. Responsible for the administration of employees and councillor benefits packages. Prepare and provide relevant HR reports to the Human Resources Manager and serve as a secretary to all Human Resource Committee/Sub-Committee. Conduct investigation of issues of staff misconduct and written investigation reports. Prepare and assist in the sittings of the hearings.
