The most eligible candidate must be in possession of a Grade 12 Certificate with 5 – 8 years relevant experience. A valid driver’s license. Computer literate [MS Office]. Must be able to communicate effectively in at least two (2) of the three (3) official languages in the Western Cape, namely English, Afrikaans and Xhosa. 
 
Responsibilities: Conduct statistical surveys, numbering and marking of informal structures * planning for the demolishing of illegal structures * perform regular surveys of existing informal settlements to update housing statistics * ensure that structures (street committees) are in place * ensure that regular meetings take place with communities to ensure good working relationships * assist housing development officer with housing applications * assist disaster management officer during emergency situations * other duties as requested from time to time.

In order to meet the needs of the Theewaterskloof Municipality, the successful applicant will conform to the following: * At least a B Degree or an equivalent qualification registered on the National Qualifications Framework at a NQF level 7 with a minimum of 360 credits * 5 years’ experience at middle management level. Compliance with Minimum Competency Regulations for Senior Managers of municipalities as is provided for in Regulation 493 dated 15 June 2007 within 18 months of being appointed.
 
KEY RESPONSIBILITIES: Provide strategic guidance for the Directorate. Manage the drafting, implementation, monitoring of the Directorate’s IDP, Budget, SDBIP, Risk register etc. and reporting to management, council and its committees. Control capital projects and contract administration. Accountable for managing the following departments according to relevant legislation, policies, SOP’S, By-laws etc.: Corporate Services which includes – HR, ICT, Administration, Legal Services as well as Public Participation. In order to meet the needs of the Theewaterskloof Municipality, the successful applicant will conform to the following: * At least a Bachelor of Science Degree in Engineering / BTech; Engineering; or equivalent qualification registered on the National Qualifications Framework at a NQF level 7 with a minimum of 360 credits * 5 years’ experience at middle management level. Compliance with Minimum Competency Regulations for Senior Managers of municipalities as is provided for in Regulation 493 dated 15 June 2007 within 18 months of being appointed. Competency as required in terms of the General Machinery Regulations, 1988 and Registration with a recognized relevant Engineering professional body will be an added advantage.
 
KEY RESPONSIBILITIES: Provide strategic guidance for the Directorate. Manage the drafting, implementation, monitoring of the Directorates IDP, Budget, SDBIP, Risk register etc. and reporting to management, council and its committees. Control and project manage capital projects and contract administration. Accountable for the development and maintenance of the municipal roads and all other bulk infrastructure. Develop and implement strategies and master plans in ensuring the sustainability of the infrastructure and bulk services capacity of the municipality. Provide advice, build capacity of and draft SOP’s for the Directorate Technical and Infrastructure Implementation Services as it relates to the above mandates.
