TRAFFIC OFFICER – THEEWATERSKLOOF MUNICIPALITY 
Post Level: T09 – Between R228 372.00 p.a. and R296 376.00 p.a. 
 
The most eligible candidate must be in possession of a Traffic Officer’s Diploma with 2 years relevant experience. A valid code B driver’s License. A valid Training Certificate issued by a person registered in terms of the South African Qualifications Authority Act, Act 58/1995 read with the Skills Development Act, Act 97/1998 and who is accredited with the relevant SETA as a service provider to provide training in the safe use and handling of firearms. No criminal record (Important – A valid SAPS Clearance Certificate or proof of application of clearance certificate must accompany your application – Applicants must provide a valid police clearance certificate not older than 6 months on the day of the interview - applicants who do not provide the valid clearance certificate on the day of the interview will automatically be disqualified) Be able to act consequently and firmly. Must be trust worthy with a high level of integrity together with the ability to handle conflict, stress and work pressure. Good communication skills in at least two (2) of the three (3) official languages in the Western Cape, namely English, Afrikaans and Xhosa 
 
Responsibilities: Traffic control & Traffic Law Enforcement * Performing duties as prescribed in the National Land Transportation Act (NLTA) * Record Road Traffic Crashes (RTC’s) and register such at the SAPS in order to obtain an AR for reference purposes * Enforcement of Municipal By-Law * Executing Warrants of Arrests (WoA) and preparing statements * Providing emergency support function during disaster or emergency situations * Complete specific reports, statutory documentation and registers * Impounding of vehicles * Present Road Safety Awareness and Educational programs * Ensure that inconvenience and/or risks to safety are minimized through efficient handling of traffic congestions / bottlenecks * Do specialized Traffic Policing * Promoting a Safe Work Environment * Be willing to work: Shifts, Overtime and Perform Standby duties as and when required * Other duties as requested from time to time.

EXAMINER OF VEHICLES: REGISTRATION AND LICENSING (CALEDON)

The most eligible candidate must be in possession of a NQF4 qualification and Examiner of Vehicles Diploma and (1) one years’ relevant experience. Applicants must be a registered as a Grade Examiner of Vehicles with a valid CodeEC and driver’s license. Excellent communication skills in at least two (2) of the three (3) official languages in the Western Cape, namely English, Afrikaans and Xhosa. 
 
No criminal record. Valid SAPS clearance certificate valid for six months. * (important – valid SAPS clearance certificate or proof of application of clearance certificate must accompany your application) Applicants must provide a valid police clearance certificate not older than 6 months on the day of the interview – applicants who do not provide the valid clearance certificate on the day of the interview will automatically be disqualified)
 
Responsibilities: Co-ordinates and controls the application of procedures associated with the vehicle testing, by: checking details of application received against identification and / or relevant supporting documents * determining mechanical roadworthiness of all codes of vehicles in accordance with the National Road Traffic Act, Act 93/96 and SANS codes * complete all registers as required by National Road Traffic Act, Act 93/96 * assist with all queries with regards to vehicle testing * maintaining records of applications, reports in accordance with procedures and guidelines directing administrative outcomes * other duties as requested from time to time.

Please note: The term of appointment of the incumbent in this position is directly linked to the term of the current Speaker. 
Salary: Post level T13 – Between: R403 392.00 p.a. and R523 572.00 p.a. 
 
The most eligible candidate must be in possession of a relevant B-degree in Political Science / Law / Economics / Planning or Accounting with at least 5 years working experience in local government. A valid EC driver’s license. Applicants must be competent in research and report writing with a proven track record to craft and successfully execute strategic plans in line with the objectives of local government. Applicant must also have the ability to maintain high quality standards while achieving desired outcomes and results. Applicants must be computer literate with the ability to effective communicate and negotiate at all levels in at least two (2) of the three (3) official languages in the Western Cape, namely English, Afrikaans and Xhosa. 
 
Responsibilities: Manager incoming correspondence, enquiries and questionnaire related to the Office of the Speaker * Assist the Speaker and Members of the Mayoral Committee with efficient and pro-active strategic service * Advice the Speaker on legislative matters * Liaise with Speaker on the operational activities in the office and take action for the execution thereof * Manage, analyze and attend to the reparation of responses to incoming correspondences * Assist the Speaker in the monitoring of the effective execution of all Council, Standing Committees and Executive Management resolutions related to the functionality of the section * Oversee diary of the Speaker * Ensure that the Speaker is fully briefed on all protocols relating to the performance of his functions * Formulate recommendations to the Speaker relating to strategic development direction of the Municipality * Prepare responses / inputs in terms of all strategic documents * Ensue public participation in the IDP and Budget process * Ensure compliance of PAIA and POPI legislation in terms of the Office of the Speaker * Draft and present all press releases for the Speaker for his approval * Draft speeches for the Speaker * Provide support to Ward Committees * Make recommendations to the Speaker on means to improve service delivery * Advise and assist the Speaker on strengthening relationships with internal; and external stakeholders relevant to the Office of the Speaker * other duties as requested from time to time.
