Salary: Post level T10 – Between: R257 112.00 p.a. and R333 708.00 p.a. 
 
The most eligible candidate must be in possession of a Senior Certificate together with 5 years relevant experience (experience must be clearly stated in the application form). Experience in a property rates section of a municipality will serve as an advantage. Applicants must be computer literate. Must be able to communicate in at least two (2) of the three (3) official languages in the Western Cape, namely English, Afrikaans and Xhosa. 
 
Responsibilities: Responsible to compile and reconcile the general and interim property value work files * amend valuations by recording discrepancies on the financial system * reconcile the rates category levies with the financial systems * verify payment to ensure it corresponds to bulk contribution payments * ensure that correct tariffs are used for levies * compile correction journals * attend to all rates account enquiries * keep record of land reform beneficiaries * assist valuation officer with amendments on valuation and property rates levied * provide guidance to subordinates * verify account status with regards to town planning applications * other duties as requested from time to time.

A relevant tertiary qualification (NQF7) will be advantageous and a minimum of five (5) years management experience as well as work experience in the public sector will serve as a recommendation. Candidates must also have proven knowledge of public participation processes, project management, client service, financial management, capacity building and participatory management. A valid code B driver’s license and computer literary will also be required. 
 
Responsibilities attached to this position of Town Manager would include the following: Facilitation of public participation through Ward Committees, non-governmental bodies, community organizations, stakeholders, ect * Overhead responsibility for day-to-day service delivery in the specific area with regard to technical services, libraries, traffic, law enforcement, housing and as such act as service delivery implementation agent for the Director: Technical and Infrastructure Implementation Services and Director Economic Development and Planning. The most eligible candidate must be in possession of a National Diploma (NQF6). Applicants must have planning, organizing and strategic thinking skills, with the experience and ability to operate on a middle management level. Proven experience in Project Management. Computer literate. A valid Code B driver’s license. Knowledge of housing legislation and the national housing code will serve as a recommendation. Candidates must have the ability to manage informal settlements. Excellent communication skills in at least two (2) of the three (3) official languages in the Western Cape namely English, Afrikaans and Xhosa. The successful candidate if not already compliant with the Municipal Regulations on Minimum Competency Levels will be allowed 18 months from date of appointment to comply with the said regulations. 
 
Responsibilities: Take strategic and operational responsibility for the human settlement function of the municipality * compile the 5 year housing settlement plan * facilitate the prioritization of programs and projects * responsible for construction and project management of housing projects * tender management in terms of SCM processes * provide housing consumer education training * manage staff component * ensure that the objectives of the human settlement department is aligned with the municipality’s strategic objectives * submit reports to council on housing matters * other duties as requested from time to time.

Salary: Post level T12 – Between: R358 308.00 p.a. and R465 084.00 p.a. plus an Essential Travel Allowance of R8196.98 per month subject to the terms and conditions as stipulated in the Council’s Essential Travel Allowance Policy. 
 
The most eligible candidate must be in possession of a Degree or National Diploma in Chemistry, Biochemistry or Civil Engineering. Must be registered as a Class V Process Controller in terms of Section 26 of the National Water Act, Regulation 2834 or whichever supersedes this legislation. A minimum of three (3) years Wastewater Treatment experience. Be fully computer literate. Excellent communication skills as well as the ability to communicate on all levels. Good human relations. Responsibilities: Provide technical expertise to the Community Services directorate in planning, monitoring, evaluating the effective and efficient management of water, wastewater and solid waste facilities * develop policies and procedures in line with the National Water Act, 36 of 1998, the National Management Waste Act and DWA * Ensure safe and adequate drinking water and sanitation * responsible for the transportation and disposal of bulk sloid waste in order to protect human health * Assess and certify invoices * water and waste water compliance report on IRIS * report waste disposal on IPWIS * solid waste compliance reporting to DEA&DP * facilitate drafting of the WSP‘s and W2WRAP’s * conduct SLA inspections * assist in monitoring the quality of water and waste water to ensure compliance with regulation SANS 241 * other duties as requested from time to time.
