Job Purpose
To provide legal services, including intellectual property (IP) support and advice to all TIA Business Units in respect of TIA projects/programs.
 
Minimum Requirements       
  • Bachelor degree in Engineering (Chemical) or Bachelor degree in Science.
  • A Law degree
  • Admission as an Attorney or Advocate
  • At least four (4) years’ post admission experience.
  • Two (2) years’ experience in an intellectual property environment and/or prior exposure to the technology innovation environment.
  • Experience in Local and International Intellectual Property trends in relevant industries.
  • Litigation experience.
  • Laws, legislation and compliance requirements for the various operational aspects of TIA.
  • Sound Knowledge of the Public Finance Management Act, 1999 (Act No. 1 of 1999).

Duties and Responsibilities   
Financial Perspective
  • Contribute towards saving for TIA by limiting operational costs, also complying with the National Treasure Cost Containment Measures (NTCM).
Stakeholder Management
  • Participate in establishing cooperative customer relationships with stakeholders internally and externally.
  • Provide quality services that meets corporate programme and project needs of TIA.
  • Represent the Head: Legal Services on various committees, as may be required.
Internal Processes
  • Perform Intellectual Property (IP) due diligence on TIA’s projects and programs and issue report on outcomes.
  • Draft and/or review contracts for TIA operations, TIA projects and TIA programs, also focusing IP clauses.
  • Draft legal opinions.
  • Provide input in the formulation of legal policies, guidelines, frameworks and business processes.
  • Provide input in the review Standard Operating Procedures (SOPs) of the Legal Services BU.
  • Capture all legal information relating to TIA operations on the applicable systems.
  • Produce workflow management status reports, as and when required.
  • Assist with quality assurance of work produced by the Legal Advisors.
  • Identify and report on potential legal risks.
  • Identify and implement development opportunities to ensure continuous improvement of work effectiveness and efficiency.
  • Identify root causes of delays in the processes and implement measures to address the delays.
  • Provide support and assistance to other Legal Advisors to achieve their milestones.
Governance and Compliance
  • Participate in the internal and external audit exercise and resolution of all audit matters in the Business Unit.
  • Ensure compliance with all TIA’s policies, frameworks, guidelines and systems (performance management, HR, finance, Stakeholder information, fund management, reporting, etc).
  • Proactively identify and address internal and external risks to protect the organisation.
Learning and Growth
  • Mentor other Legal Advisors to transfer knowledge and skill.
  • Attend work-related, self-development courses including training (both external and internal) seminars, conferences, webinars and workshops.

Job Purpose:
The unit's administrative coordination is effectively carried out to enable effective investment management processes, smooth budgeting processes, timeous knowledge transfer through the correct channels, all of which will ensure a comprehensive and continued support service to internal and external stakeholders.
 
Minimum Requirements

Duties and Responsibilities
  • Ensure that the investment/portfolio budgets and expenditure are effectively updated and monitored, so that all people in the unit have updated information with regards to the budget
  • Draft, capture, track, monitor and report on Unit’s operational budget (Reconciliation with BI System) to the Head.
  • Ensure that Internal and external customers are aware of units offerings, mandate and keep abreast with the unit’s focus areas
  • Attend to cases on the CRM system and allocate to the correct Portfolio/Programme Manager within 48 hours. Ensure that progress on cases are updated and resolved appropriately. Report outstanding cases to the relevant Heads and Executives on a weekly basis.
  • Enable the unit to engage effectively with Stakeholders and client. Arrange workshops with stakeholders as and when required.
  • Keep a register from all Stakeholders on the impact achieved from TIA investments. (Demographic analysis, Geographic analysis, PDI, Women, Youth)
  • Perform initial pre-screening evaluations on new applications and issue a feedback report with recommended actions to the Head of the Business Unit for review.
  • Coordinate and schedule meetings with Internal and External Stakeholders as required, and also ensure all travel arrangements are coordinated, verified and finalized. This includes external experts.
  • Accompany portfolio/programme managers to on-site meetings to assist with minute taking and follow-up on matters arising.
  • Ensure proper records management for the Business Unit in compliance with the TIA file plan and records management policy and procedures.
  • Collate reports of external experts and present to the Portfolio of Programme Manager, or Unit Head as required.
  • Prepare disbursement packs for sign-off. Ensure that disbursements take place in specified timeframes.
  • Update investments dashboards with the statement of progress during the Investment review phase
  • Collect and collate information to compile relevant reports (Coordination and completion of Unit monthly reports)

Duties and Responsibilities   
Financial Perspective
  • Operational and Investment budgets and forecasts are prepared for the STA for EXCO and Board approval
  • Performance against budget is managed and reported on a quarterly basis
  • Manage and monitor the timeous disbursement of funding to ensure optimal operation of technology and innovation projects
  • New funding opportunities are identified and additional income was raised from third party investors
  • Manage repayment obligations that projects has to TIA (Equity, convertible instruments royalties, investments and loans etc)
Stakeholder Management
  • Key partnerships are developed and leveraged in collaboration with stakeholder management unit
  • Stakeholder relationships are managed and implemented in collaboration with the Stakeholder Relations Unit
  • Develop and implement STA stakeholder strategy
  • Provide Technology Innovation thought leadership in South Africa and globally.
  • Participate in events, meetings, workshops and conferences by giving input, avail skill, competency and expertise.
Internal Processes
  • Define and analyse the project portfolio
  • STA strategy aligned to TIA strategy is developed and implemented
  • Formulate Operational Divisional Plan including, business operational plan that is aligned to the TIA strategy
  • Compile and manage the Risk register for the unit to mitigate potential future risks to the organisation
  • Ensure timeous and accurate reporting as per requirements
  • The financial budget of the unit is effectively managed in compliance with policies and legislation
  • Attract, monitor and manage the development of technology innovation in projects within the STA to reach demonstration stage/ taken up in the market.
  • Render support and input in the formulation and submission of quarterly and annual reports
  • Conduct regular Market Analyses to determine future growth opportunities.
