CHIEF EXECUTIVE OFFICER
MENLYN, PRETORIA
Reporting to the Chairperson of the Board, the Chief Executive Officer (CEO) will play a pivotal role in executing the strategic direction and management of TIA. The CEO is tasked with steering the organisation towards its vision of being a dynamic, intelligence-driven national innovation agency that champions transformative, catalytic high-impact innovations towards inclusive economic growth, quality of life improvement and sustainable development.
Requirements: • A Postgraduate qualification (NQF 8) or ideally a Master’s (NQF 9) or higher qualification in one of the following fields Innovation, Business Management, Engineering, Technology Management, or a related disciplines • A minimum of 10 years’ of Senior Executive experience, demonstrating a proven track record in: * Strategic leadership and management of complex organisations * Technology innovation and commercialisation processes * Development and execution of large-scale projects in the technology or innovation sectors • Demonstrated experience in managing investment portfolios or fund management, preferably within a technology-focused context • Proven ability to engage with and influence a broad range of stakeholders, including government bodies, academic institutions, industry partners, and investors • Demonstrated experience in transitioning organisations through strategic reinvention or transformation phases • Development and Execution of complex funding models • Track record of building and sustaining strategic relationships and partnerships towards driving catalytic, system wide innovation impact.

Knowledge: • Strong business, leadership, and management abilities at an executive level • Ability to provide intellectual and strategic leadership to the TIA • Corporate and operational business management • Proven ability to develop and implement strategies that drive technological advancements and commercialization • Advanced business and commercial acumen • Legislative and Regulatory framework including understanding of PFMA • Business Development management and understanding of global trends and developments in technology and innovation • Investment management • Understanding of Technology innovation trends in various critical industry sectors aligned with the Decadel plan and National System of Innovation (NSI) trends • Strong understanding of research and development process, commercialisation of technology and market dynamics • Experience in engaging with a wide range of stakeholders, including government agencies, academic institutions, industry partners, and investors • Understanding of Investment funding offerings and fundraising principles • Understanding of technology investment processes and deal structuring • Macro-economic trends.

Reports to position:
The Programme Manager: Living Labs reports to the Manager: Innovation for Inclusive Development.
Duration of Contract: Two Years Fixed Term Contract
Purpose of the Position:
To develop and implement a fund management strategy that enables the establishment of Living Labs in South Africa.
Minimum Requirements
Qualifications
- Three (3) - Four (4) years Bachelor’s degree in development studies/innovation studies/science (Science/Engineering) or finance related qualification. NQF 7.

- Three (3) years’ project management experience and development finance within innovation environment.

Duties and Responsibilities
Financial Perspective
- Ensure that project budgets and financial resources are effectively and efficiently managed and there is value for money for all project activities.
- Assist the head to develop divisional budgets and forecasts for approving bodies.
- Monitor and track performance against budget (operations and projects).
- Manage timeous disbursement of funding to ensure optimal operation of projects.
- New funding opportunities/ partners are identified and leveraged for project sustainability post the DST funding / development of fund raising proposals.
Stakeholder Management
- Ensure that stakeholders derive effective value and enjoy a high level of satisfaction with TIA’s services
- Maintain an up-to-date database of stakeholders linked to funded projects
- Develop and implement an effective project stakeholder engagement strategy.
- Promote the outputs of the portfolio, ensuring that projects successes are effectively communicated and marketed.
- Document project benefits, benefit profiles and report on benefits derived. Presents successful case studies to key Bodies e.g. Parliamentary Portfolio Committee.
- Provide subject matter expertise in relevant events, meetings, workshops and conferences by availing skill, competency and expertise.
- Host the Community of Practice for all Living Labs in South Africa.
Internal Processes
- Put in place key business processes, governance systems and tools to ensure efficient project and programme management in line with the approved frameworks.
- Develop and implement appropriate project and programme management business processes for effective management of IID projects.
- Ensure that effective assurance and verification activities are undertaken in conjunction with the DST.
- Develop and manage all risks that may affect successful delivery of projects
- Ensure that implementing entities manage projects effectively leading to successful delivery of projects and attainment of project objectives.
- Ensure timeous and accurate reporting on project progress as per requirements.
- Ensure all projects are properly planned, correctly initiated, documented and project templates are established and appropriately utilized.
- Provide support, guidance and assistance to projects to achieve their milestones and intended results.
- Pro-active identification of project risks and management of such risks together with project teams to ensure successful delivery;
- Perform technical due diligence of projects.
- Ensure, that all aspects of the project life cycle from initiation to exit are efficiently managed.
- Perform client-centric and value adding project management of projects.
- Provides information for linkages across programme activities to help identify critical points of integration.
- Provides background information to support the planning and management of projects.
- Participate in the formulation of project meetings and relevant project activities to support implementation
- Ensure all projects perform on time and are within budget and deliver value and quality products.
- Ensure all project contract amendments and changes are properly managed and documented.
- Project contract status schedule is well managed.
- Ensure that implementing entities manage projects effectively leading to successful delivery of projects and attainment of project objectives
