Minimum Requirements
 
Qualification
  • A 4-year degree, in Finance /Commerce /Accounting or Science/Engineering degree plus financial related qualification
  • Preference – Master’s degree
 
Work Experience
  • 3 years technology innovation experience plus 2 years’ experience in a commercial or portfolio management context
  • Knowledge of PFMA
 
Duties and Responsibilities
 
Finance
  • Assist the head to develop divisional budgets and forecasts for EXCO and Board approval.
  • Monitor and track financial performance against budget (operations and projects).
  • Manage and monitor the timeous disbursement of funding to ensure optimal operation of technology and innovation projects.
  • Identify new funding opportunities to raise and additional income from third party investors.
  • Manage repayment obligations that projects have to TIA (Equity and royalties, investments and loans).
 
Stakeholder Relations
  • Provide input into the formulation of a Stakeholder relationship strategy specific to the Industrial Biotechnology business unit.
  • In collaboration with Marketing and Communications, ensure that credible success stories are published.
  • Ensure that an effective eco system is built around the portfolio including key stakeholder relations.
  • Participate in events, meetings, workshops and conferences by giving input, avail skill, competency and expertise.
  • Participation should result in positive input, impact and giving direction in the internal and external relationships.
 
Internal Processes
  • Ensure that adherence to all relevant policies and frameworks is maintained.
  • Ensure that compliance to all TIA systems (fund management, performance management, HR, finance, Stakeholder information, etc.) is maintained.
  • Ensure that all portfolio audit matters are resolved.
  • Ensure that agreed turnaround times on key business processes are achieved.
  • Ensure timeous and accurate reporting as per requirements.
  • Assist applicants with building a fundable opportunity and to assess Investment opportunities.
  • Provide support and assistance to projects to achieve their milestones.
  • Pro-actively identify project risks and portfolio opportunities, together with project teams.
  • Perform technical due diligence of TIA projects and programs.
  • Manage all aspects of the project life cycle from sourcing to exit efficiently.
  • Facilitate Commercialisation of TIA projects/investments.
  • Build a pipeline of investment opportunities for the Industrial Biotechnology business unit.
  • Perform client-centric and value adding project management of TIA projects/investments.
 
Governance and Compliance
  • Ensure compliance with Legislation, e.g. PFMA and National Treasury Guidelines.
  • Review performance against agreed performance standards.  
  • Identify and implement development opportunities to ensure continuous improvement of work effectiveness and efficiency.
  • Ensure that organisational Information systems and tools are optimally utilized to execute core tasks.

Purpose of the Position:
 
To promote increased collaboration and partnerships to advance the organisation’s strategic priorities through third-party funding. In doing so, the job incumbent will be expected to lead and coordinate fund-raising activities and drive strategic positioning of the Technology Innovation Agency nationally and internationally. 
 
Minimum Requirements
 
Qualifications
  • Postgraduate degree in Social Sciences/Economics/International Relations or related fields (NQF Level 8)
  • Master’s Qualification will be an added advantage.
 
Experience
  • Ten (10) years’ experience in a business development management or stakeholder relations position.
  • At least 5 years proven experience in a senior management position with responsibility for strategy development and implementation as well as people and financial management.
  • Experience in engaging senior stakeholders at Executive and Board level.

Duties and Responsibilities
 
Strategic Management
  • Identify, build and nurture trust and collaborative relationships with internal and external stakeholders.
  • Lead conversations with industry around issues and specialisation. Act as an industry expert.
  • Interact closely with CEO, EXCO, Board, government officials, the public and other stakeholders in maintaining positive relationships for the organisation.
  • Engage with industry stakeholders to position the organisation strategically.
 
Operations Management
  • Responsible for the development and implementation or work plans to guide the implementation of projects.
  • Ensure communication, knowledge sharing and interdependence across divisions to maximise efficiency in the organisation.
  • Apply forward-thinking to re-imagine organisational processes in line with client requirements to create value within specified time periods
  • Make use of analytics for decision-making and forecasting purposes.
  • Approve the costing of projects in line with delegation of authority.
  • Understand and define the key requirements to take initiative to market.
  • Oversee due diligence on applications before approval and during execution. Interact with external parties and internal parties for applications and input on active projects.
  • Oversee project management including review and project reporting, pre-approval, on-going progress reporting and close out.
  • Determine the appropriate next stage to follow on projects and pro-actively engage with appropriate sponsors to socialise the projects and attract next stage funding and keep momentum of project going.
  • Oversee negotiation of contracts with stakeholders.
  • Drive implementation of technology on projects/programmes if appropriate.
 
Financial Management
  • Responsible for the preparation and presentation of the annual budget for investment divisions in line with the PFMA.
  • Ensure the financial focus is aligned to the strategy of the organisation.
  • Obtain approval for multi-year disbursement targets.
  • Make decisions around how and where awarded money is spent.
  • Monitor and advise staff on achieving disbursement targets.
  • Procure, manage and supervise third- party contractors or service providers.
  • Critical review of the monthly reporting and analyse and investigate and / or action all areas of discrepancy.
  • Monitor and evaluate all projects to ensure success completion within agreed parameters.
  • Proactively investigate and action any items of over expenditure.
  • Oversee risk and compliance for the division and raise any areas of concern.

  • Consolidate, approve and submit monthly, quarterly and annual reports on the performance of all divisions.
  • Participate in quarterly feedback sessions with the Department of Science and Technology.
  • Conduct risk assessment and update risk matrix for the Department. Submit monthly and quarterly risk reports.
  • Oversee annual audit exercises and prepare responses to close audit findings.
  • Ensure compliance with applicable legislation as required.
  • Ensure compliance with regards to the implementation of policies and procedures.
  • Proactively identify and address internal and external challenges to protect the organisation.

Job Purpose:
To provide legal services, including support and advice to all TIA Business Units, and, in respect of TIA projects/programs, to ensure that TIA is protected by sound legal contracts
 
Minimum Requirements
  • Bachelor’s degree in Law (e.g. LLB or related)
  • Seven (7) years’ post admission
  • Admission as an Attorney or Advocate
  • Two (2) years’ experience in a commercial or intellectual property environment and/or prior exposure to the technology innovation environment.
  • Litigation experience

Duties and Responsibilities
 
Financial management and revenue growth
  • Contributed towards saving for TIA by limiting operational costs, also complying with the National Treasure Cost Containment Measures
 
Stakeholder management
  • Participate in establishing cooperative customer relationships with stakeholders internally and externally.
  • Provide quality services that meets corporate programme and project needs of TIA.
  • Represent the Head: Legal Services on various committees as may be required.
 
Internal Processes
  • Provide input in the formulation of the operational business plan for the Legal Services BU.
  • Provide input in the formulation of legal policies, guidelines, frameworks and business processes.
  • Provide input in the review of the Standard Operating Procedures of the Legal Services BU.

  • Capture all legal information relating to TIA operations on the applicable systems.
  • Ensure an optimal process for workflow management is implemented in the BU.

  • Project information accurately using the relevant information management systems in place
