KEY PERFORMNCE AREAS: Prepare and review Integrated Development. Planning and Budget Process Plan on an annual basis. Develop and review Integrated Development Planning. Coordinate public participation meetings. Organize Integrated Development Planning training and workshops. Interact with various stakeholders. Taking minutes for public participation meetings. Conduct research. Align Integrated Development Planning, Budget and SDBIP. Monitor implementation of projects in the IDP. REQUIREMENTS: Grade 12 plus B-Degree in the field of Customer Care/ Marketing/ Communications or relevant equivalent qualification (NQF Level 7). KEY PERFORMANCE AREAS: Responsible for management and planning for the department. Oversee the operations and maintenance of the 24-hour Call Centre and switchboard services. Compilation, implementation and monitoring of the Department's Operational and Capital Budget together with the SDBIP. Implement the Customer Care Strategy. Developing, implementing and reviewing departmental policies and procedures. Complaints register follow up and monitoring. Providing communication through conducting a community survey. To implement the financial regulations and Council procurement procedures by ensuring that purchase requisitions comply with financial regulations. Sourcing suitable suppliers through the database for obtaining quotations. Expedite outstanding or undelivered purchase orders where necessary. Centralise all procurement prescriptions. Stock, non-stock and services order purchases. Direct orders and competitive tendering process. Obtain quotations and preparing schedules of quotes. Prepare all procurement documents for advertisement. Obtain specifications for departments and prepare bidding documents.

REQUIREMENTS: Grade 12 plus National Diploma in the field of Policing/ Compliance/ Legal/ Criminology or relevant equivalent qualification (NQF 6). 6-7 years' experience in Law enforcement of which 4-5 years should be in supervisory capacity. Firearm competency and certificate or be eligible to possess a firearm. Valid code B or EB driver's license. Must be able to obtain a code A driver's license within 6 months of appointment. No criminal record. Good knowledge of Criminal Procedure Acts 51/1977. Knowledge of Land Invasion Act 1998, also Enforcement of all municipal by-laws & Crime prevention. Ensure safety of Municipal properties and officials, also Crime Prevention within MP313 areas. Be able to work with a team and individually. Must be able to work under pressure, be able to work flexible hours, shifts and standby as and when required.
 
KEY PERFORMANCE AREAS: Supervise, plan, lead, organize and control law enforcement. Dispatch Law Enforcement Officers to complaints and incident observed On CCTV cameras. Respond to complaints, ensure response time to incidents, ensure enforcement of Municipal by-laws, arrest, patrol, issue notices and report writing. Attend management and other meetings. Report writing. Generate reports and submit to management on law enforcement activities on a weekly, monthly and quarterly basis. Ensure facilitation of intergovernmental and cooperative governance on matters of law enforcement. Coordinate social safety campaigns and public participation meetings on designated matters.

Candidate should have 2-3 years supervisory experience, good report writing skills and computer literacy. Good knowledge and understanding of local government prescripts, CPA 51/1977 and NRTA 93/1996 Firearm competency certificate or be eligible to possess a firearm. Valid code B or EB driver's license. KEY PERFORMANCE AREAS: Supervise enforcement of all municipal by-laws. Issuing of infringement notices and arresting perpetrators. Knowledge of the prevention of illegal eviction and Unlawful Occupation of Land Act, 1998, patrolling and monitoring of all areas in Middelburg (MP313). Generate and submit weekly, monthly and quarterly reports to management on law enforcement activities. Valid First Aid training course or relevant equivalent course. 3-5 years' experience swimming pool maintenance and as a swimming pool caretaker. Supervisory experience will serve as an advantage. Valid Code C1 driver's license. A valid PrDP or be eligible to possess a PrDP. Good communication skills, leadership skills, planning and implementation skills. Swimming and lifesaving skills/abilities are essential. Swimming Pool management course and Lifesaving course would be an added advantage.
 
KEY PERFORMANCE AREAS: Maintenance and administration of the swimming pools in the Steve Tshwete jurisdiction. Supervision of personnel and Swimming Pool Caretakers. The execution of approved capital projects. Ensure that occupational health and safety procedures are adhered to. Liaise with pool users, public and clubs. Maintenance of Swimming pool areas, water quality, pump rooms and all equipment, cloakrooms and ablution facilities, playing equipment in pool areas. General cleaning and maintenance of equipment to ensure that the pools are safe to use and the areas are clean and neat. Administration and handling of chemicals, chemical dosing and dosing systems. Monitor and administer entrance fees.

Five (5) years relevant working experience of which 2-3 should be in a supervisory role/capacity in water and sewer networks. Must be able to read and write, physically fit, be able to work independently and as part of a team. Physically fit. A valid code C1 driver's licence.
 
KEY PERFORMANCE AREAS: Attend to water and sanitation related complaints, Manage water and sanitation water demand and maintenance of water pipe, stand-pipes boreholes, biological and low flush toilets Monitor and report on supply of water by tankering services to the rural villages. Supervision of personnel working at villages. Liaise with ward committees on water and sanitation related matter at villages and farm areas. Assess and report on all water and sanitation related infrastructure (package plant, communal taps, boreholes, storage tanks etc.) in villages and farm areas. Monthly report on all water and sanitation maintenance activities.

Recently it was discovered that the scammers can either be people employed by the municipality or people from outside the municipality. It is therefore not allowed and illegal for either an employee of Steve Tshwete or any other person to solicit money from job seekers in return for a job offer in the municipality. It is equally illegal for members of the community or job seekers to pay or agree to pay money to any employee of Steve Tshwete Local Municipality or any other person in return for a job offer or employment opportunities at the municipality. We therefore encourage our communities or job seekers to report such fraudulent behaviour to the office of the municipal manager urgently.
