TERMS OF APPOINTMENT: This is a 5 year fixed term performance based contract in terms of Section 56 of the Municipal Systems Act of 2000 as amended. The incumbent reports directly to the Municipal Manager.
PLACE TO BE STATIONED: Middelburg, Mpumalanga (MP313)
ANNUAL TOTAL REMUNERATION PACKAGE: MIN: R1,055,080 / MID: R1, 241,269 / MAX: R1,427,459 p.a. (Including benefits) plus performance bonus. Payment is in terms of local remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Mangers — Notice 43122 of 20 March 2020.
COMPETENCY AND GENERAL REQUIREMENTS: As prescribed in Section 8 and 9 of the Local Government: Regulations on Appointment and Conditions of Employment for Senior Managers promulgated in Government Gazette No 37245 on 17 January 2014.
REQUIREMENTS: Bachelor's Degree in Public Administration/ Political Sciences/ Social Sciences/ Law or relevant equivalent qualification (NQF 7). Minimum of 10 years' relevant experience of which at least 5 years must have been spend at senior management level. Have proven experience in local government with successful track record in institutional transformation within public or private sector. Excellent communication and report writing skills. Valid Code B driver's license.
KNOWLEDGE: Good knowledge and understanding of policy and legislation; Good understanding of institutional governance systems and performance management system; and Good understanding of council operations and delegation of powers. Budget and Finance Management.
KEY PERFORMNACE AREAS:
• Provide strategic leadership and operations support services to the Municipal Manager to enhance service delivery to the community.
• Planning, development, execution and maintenance of operations in the municipality as delegated by the Municipal Manager
• The writing of reports to the Mayoral Committee, the Council and other Committees of Council on key organisational issues
• Attending Council and Mayoral Committee meetings and rendering of appropriate advice.
• Strategic planning in general and in accordance with applicable legislation.
• Provisioning of strategic and administrative support to all municipal departments
• The development, maintenance and implementation of organisational policies, procedures, systems and institutional structures in order to ensure excellent service delivery in accordance with budget allocations/provisions.
• Provide support to the Municipal Manager with the development and implementation of the Council's Integrated Development Plan, Performance Management System, LED strategy, Internal Audit & Risk Functions.
• Ensuring good internal and external stakeholder relations
OTHER REQUIREMNTS: The successful candidate will be required:
(a) To sign an employment contract, a performance agreement and to disclose any financial interest;
(b) To undergo security vetting and competency assessment.
