PURPOSE: To lead, manage and monitor the organisational transformation programs, provide strategic human capital management services in alignment with the corporate strategy to ensure that SITA attracts, builds, and retains talent.
REQUIREMENTS: • A Degree in Human Resources Management / Industrial Psychology / Organisational Development / Business Administration or related field • A Postgraduate Degree in Human Resources Management / Industrial Psychology / Organisational Development / Business Administration or related field will be preferred • Minimum 10 years’ experience in Human Capital Management • Minimum 5 years at Senior Management / Leadership level • Proven experience leading HCM in a large, complex organisation • Demonstrated experience in Board, HR&RemCo and EXCO • Experience within public sector or State-Owned Entity environment (advantageous).

KEY PERFORMANCE AREAS: • Develop and monitor the implementation of the Human Capital Strategies (aligned to the Corporate Strategy) and guide the provision of integrated Human Capital Management services • Lead and monitor the implementation of integrated human capital management solutions to ensure that SITA has appropriate human capital management Interventions • Guide and monitor the implementation and provision of employee wellness services to assist employees with wellness needs • Guide and monitor and manage the implementation of sound employee relations • Guide and monitor the provision of Organisational Development (OD) solutions to ensure that SITA has appropriate Organizational structures, competencies, business processes and utilizes the best fit change management methodologies and tools • Drive the development and implementation of an integrated talent management strategy • Ensure effective management of resources (i.e. budget/finances, asset) within the Unit.

Qualifications and Experience

Registration with a Professional Body: Marketing Association of South Africa (MASA) or equivalent — desirable
Experience: Minimum 8–10 years’ relevant experience in marketing, brand, or related and relevant disciplines. At least 4 years at a middle management level, with direct people management responsibility. Proven track record in B2G (business-to-government) marketing environments. Experience in a state-owned entity (SOE), public entity, or government department — advantageous. Demonstrated experience managing marketing budgets of more than R20 million per annum. Experience managing creative agencies, media buyers, and production vendors.
Technical Competencies Description
In-depth knowledge of the South African public sector landscape and government ICT policy. Familiarity with PFMA, National Treasury Regulations, POPIA, PAIA, and GCIS communication guidelines. Understanding of BBBEE and transformation imperatives in public sector procurement Knowledge of ICT services marketing: cloud computing, cybersecurity, digital government, e-services. Purpose of the job
To manage and or execute the process to transform business requirements (functional & non-functional) into a set of software requirements that specify the software solution to be provided in terms of detailed requirements in accordance with ICT standards and the enterprise architecture for Government.
Key Responsibility Area
· Lead team/s to ensure effective and efficient operations and that all the resources are utilised optimally. This must be done in accordance with SITA Policy Framework.
· Manage, develop and implement Architectural and Governance mechanisms for the Software Development section to improve interoperability of government systems and quality of services and deliverables.
· Manage Analysis and Design project commitments spanning multiple environments to ensure that they are successfully delivered.
· Manage and or develop analysis and design work packages for integrated software components, taking into consideration SITAs software development stack and doing this in accordance with ICT standards and the enterprise architecture for Government.
· Manage and conduct activities to develop Application Service Specifications in accordance with ICT standards and the enterprise architecture for Government.
Qualifications and Experience
Minimum: 3-Year National Diploma / Bachelor’s Degree in an ICT related field (Computer Science, Information Systems, Technology and Engineering).
Experience: 6 - 7 years’ experience in the ICT field, including IT Governance, systems development, implementation and maintenance / enhancements of solutions operational responsibility in a corporate/public sector organisation. Experience in solution analysis and design. Experience in developing software. Experience in data modelling. Experience in software component integration.
