POSITION STATUS : Fixed term Contract - 2 Years (Internal/External)
 
Purpose of the job
To execute software innovation project to be Government ICT innovation hub and to provide innovation solutions and products to respond to Government service delivery challenges.
 
 
Key Responsibility Areas
 Lead, manage, develop and implement strategies and manage the section in order to ensure effective and efficient operations and that all the resources are utilised optimally and kept abreast of the latest industry developments to ensure innovation and improved productivity.
This must be done in accordance with SITA Policy Framework;
 Lead, manage, develop and implement Architectural and Governance mechanisms for the Software Development section to improve interoperability of government systems and quality of services and deliverables;
 Lead, manage and execute software development and customisation programmes / projects spanning multiple environments to ensure that it is successfully delivered;
 Lead, manage and develop / customise secure and integrated IT software components using SITA’s software development stack / development framework;
 Lead, manage and execute maintenance of integrated IT software components using SITA’s software development stack / development framework;
 Ensure execution of and participation in comprehensive software test activities in accordance with SITA Test Methods and Testing
 
 
Techniques using SITA approved Testing Tools;
 Lead, manage and execute packaging and releasing of integrated IT software components in accordance with with ICT standards and the enterprise architecture for Government; and
 Lead and manage multiple stakeholder relationships according to stakeholder relationship management plans to enable effective management and improvement of stakeholder relationships.
 
Qualifications and Experience
Minimum: 3 years National Higher Diploma or Bachelor’s degree in ICT (Computer Science, Information Systems, Technology and Engineering) or NQF 6 related qualification.
 
Experience: 7 - 8 years’ experience in the ICT field, including IT Governance, IT planning, systems development / procurement, implementation and maintenance / enhancements of integrated solutions across multiple hardware and software platforms with leadership, management, operational responsibility in a large corporate/public sector organization including:
  • Experience within software development in multiple platforms.
  • Experience within solution architecture in multiple business domains.
  • Experience in data management.
  • Experience in integration.
 
Technical Competencies Description
Knowledge of: ICT Governance and Compliance; Development Methodologies; Programming Languages; Development, Implementation and Integration Methodologies, including Testing, Packaging and Release; IT Quality Management; Business Process Management; General Management, including Business, Human Resource Management and General Financial Management; ICT Procurement practices; IT Security and ICT Standards; Legislative environment and IT Legislation; COTS (Commercial of the Shelf) Products; OSS (Open Source Software) Products; Project Management; Application Maintenance and Support; Hosting and Converged Communication; Enterprise architecture framework (TOGAF, Zachman, FEAF, MODAF, GWEA Framework MIOS). Networking protocols and services (HTTP/TCP/REST). Strong knowledge of computer languages, such as Java, C++, PHP, and SQL.
 
Skills: Development C#, .NET Framework, JAVA, .NET winforms, XML and Microsoft SQL Server database skills. Security (Software and Technologies); Portal (HTML, CSS, JAVA scripting , Portlets with various integrations; Interfacing and Integration (Middleware Technologies); Development methodologies (Angile); Quality Management (ISO9001); Entity Relationship Diagrams; Governance Processes and Standards (e.g. ISO\IEC12207, COBIT, ITIL); Modelling (e.g. BPMN, UML and IDEF0); IT Software Testing, Packaging and Release. RDBMS usage including Object Relational Mapping tools and practices.
MVC Web development experience will be to your advantage.
