JOB PURPOSE
The job purpose of the Purchasing Officer position at State Diamond Trader is to build strong relations with registered diamond producers so that inspections and purchasing of rough diamonds by the State Diamond Trader are done as per the Diamond Act requirements. The Purchasing Officer position maintains a diverse range of business and diamond skills, as well as a detailed understanding of the South African market and diamond industry practices.
MINIMUM REQUIREMENTS
• Matric plus 3-year relevant tertiary qualification
• Qualification in rough diamond valuation
• Must have 5 to 10 years’ experience on the similar role within the diamond industry
• Proven track record of extensive practical experience in a role
• Knowledge of the Diamond Act

• Extensive Rough diamond sorting and valuation skills
• Extensive Rough to Polished knowledge (RTOP)
• Strong negotiating skills
• Strong Stakeholder and relationship management skills (Build successful relationships with various internal and external business)
• Recognition of producer and/or geographical characteristics of rough diamonds
• Diamond manufacturing knowledge
• National and international diamond market knowledge
• Strong analytical skills
• IT literate – proven ability to work with IT systems and Microsoft Outlook systems
• Excellent communication (Verbal and written) and presentation skills
• Support the Pricing & Development
• Commercial awareness (Maintain awareness of the financial implications and impact of decisions taken
KEY ACCOUNTABILITIES
ACCOUNTABILITY AREAS - KEY ACCOUNTABILITIES
Purchasing of Rough Diamonds
- Have a detailed knowledge of producers with their differing characteristics of goods produced by each mine
- Conduct inspections and ensure that all purchases are made in line with required profit margin targets
- Propose new ideas to improve purchasing performance e.g. processes, practice, or contacts
- Understanding the building and maintenance of SDT’s intellectual capital through the management of its rough diamond suppliers
- Implement processes by which rough diamonds are presented and valued consistently.
- Understand the type of rough diamonds needed by State Diamond Trader clients and markets
- Liaise with the sales team regarding rough diamonds during inspections
- Quality control in the Production department (rough diamonds sorting and valuations).
- Build strong relationships with relevant stakeholders
- Develop a tailored approach for producers
- Develop effective working relationships with other functions (please clarify functions) to ensure effective pricing, processing, and sales
- Communicate key policy decisions to team members and producers when appropriate.
- Have the relevant diamond skills to appear credible and professional in the view of a range of stakeholders, including producers and Government valuators (GDVs).
- To effectively purchase at targets, maintain an informed and up-to-date assessment of the state of the local market and any issues (both micro and macro) affecting it.
- Identify and analyze relevant diamond(s) statistics (rough and polished markets).
- Ensure effective filing and document management of the Purchasing department
- Produce monthly Risk Management reports (Inspections and purchasing, Producer supply agreements, Risk register, Stock turnaround, and gross margins, Sales strategy, SDT Security systems, and Diamond insurance).
- Produce Price and characteristics trends report
- Adherence to the policies and procedures of State Diamond Trader, with a focus on the Operations policies and procedures
- Adherence to the provisions of the Diamond Amendment Act and all relevant legislation.
- Implement the required standards, policies, procedures, and work processes to ensure the efficient operation of the rough diamond valuation function.
- Manage deadlines, anticipate, and proactively plan for obstacles to ensure smooth operations.
- Together with Production and Sales functions, create a price book that can be used in the valuation and purchasing of goods.
- Be mindful of the confidentiality and sensitivity of information at their disposal. The details contained within the Confidentiality Agreement must be strictly adhered to
- Ensure that Diamond sorting and valuation equipment is handled with care is kept safe
