STATE DIAMOND TRADER
The State Diamond Trader is a state-owned entity established in terms of Section 14 of the Diamonds Amendment Act, 29 of 2005. It is classified as a Schedule 3b entity of the Public Finance Management Act (PFMA). We invite self-motivated and suitably qualified individuals who wish to stand out in their field to apply for the Chief Financial Officer position should they meet the below listed job purpose, minimum requirements, competencies, and key accountabilities.
CHIEF FINANCIAL OFFICER
DEPARTMENT: Finance Department
REPORTING RELATIONS: Chief Executive Officer
JOB GRADE: E3
SALARY BAND: R1,200,000 – R1,526,787 (Cost to Company – negotiable within this salary band)
JOB PURPOSE
The CFO will have primary day-to-day responsibility for providing leadership for planning, implementing, managing, and controlling all financial and accounting activities including formulating and implementing the financial strategy of State Diamond Trader (SDT). This will include direct responsibility for accounting, finance, forecasting, strategic planning, job costing, legal, property management, investor relationships and partnership compliance and financing
MINIMUM REQUIREMENTS
• B. Com Degree and a relevant Post Graduate Qualification and or Qualified CA (SA) will be advantageous
• At least 7 years working experience in the accounting field at senior management level.
• Proven knowledge of financial and accounting standards and requisite regulations such as PFMA, IFRS, Treasury Regulations, State Owned Entities Governance Policies and Prescripts.

KEY ACCOUNTABILITIES
KEY PERFORMANCE AREAS: Strategic Financial Management of the Business
KEY PERFOMANCE INDICATORS – OUTCOMES:
- Manage processes for financial forecasting, budgets, consolidation and reporting
- Advise the Board and Management regarding the SDT’s financial risks
- Ensure prudent utilisation of funds and expenditure control
- Provide recommendations to strategically enhance financial performance and business opportunities
- Provide leadership in the development for the continuous evaluation of short and long-term strategic financial objectives
- Support the CEO and management by advising on the financial implications of business activities in the execution of their functions in terms of the Public Finance Management Act and other related legislation
- Ensure that effective internal and external controls are in place and ensure compliance with GAAP and all applicable laws and rules for financial and tax reporting
KEY PERFORMANCE AREAS: Strategic Management of Supply Chain Management Processes
KEY PERFOMANCE INDICATORS – OUTCOMES:
- Ensure that a procurement plan for the financial year linked to the approved budget is approved
- Ensure that all supply chain management processes are in line with applicable legislation
- Ensure that the entity has an updated asset register
KEY PERFORMANCE AREAS: Finance Department Policies
KEY PERFOMANCE INDICATORS – OUTCOMES:
- Produce Finance Department policies to be approved by the Board
- Ensure that SDT employees are work shopped in all Board approved policies
KEY PERFORMANCE AREAS: Auditing
KEY PERFOMANCE INDICATORS – OUTCOMES:
- Produce and monitor the internal audit plan and ensure it is implemented with clean findings
- Produce and monitor the external audit plan and ensure it is implemented with clean findings
KEY PERFORMANCE AREAS: Finance Team Management
KEY PERFOMANCE INDICATORS – OUTCOMES:
- Lead, mentor, and coach the Finance Department team to achieve departmental and organisational strategic objectives
- Using the entity’s Performance Management Policy, set annual targets and assess the Finance Department team’s annual performance
