C1: HEAD OFFICE: SENIOR ADMIN OFFICERS PS SALARY LEVEL 8 R 321 543.00 PER ANNUM (Excluding service benefits)
SENIOR QUALITY MANAGEMENT OFFICER [PPN/HO/SQMO/2022]
A recognised Degree or three-year National Diploma (NQF Level 6) in Internal Audit/ Accounting or equivalent/related qualification. A post graduate qualification in the relevant field/s will be an advantage. Minimum of 5 years’ experience in Quality Management System/internal Auditing/Risk Management/ISO training and a minimum of 2 years’ supervisory experience. Knowledge: Knowledge of policies and governance environment of TVET Colleges including knowledge of the annual reporting requirements. Knowledge and understanding of the monitoring of performance management development system. Knowledge and understanding of quality management practice following pieces of legislation: CET Act, ISO standards, Quality Management System etc. and internal auditor. Knowledge and understanding of Quality Management System reporting process and procedures. DUTIES : Render Internal Audits services to the college. Action the developed internal audit scope, criteria, roles and responsibilities, audit schedule and relevant tools for future internal audits. Conduct internal audit Raise non-conformances and list recommendations. Generate audit reports. Submit audit reports to the Internal Auditor. Distribute final audit report to the Principal, Departmental Managers and Campus Managers, where appropriate, for further action. Raise non-conformances during the internal audit and inform all process owners to closeout all pending non-conformances before or on due date. Conduct customer satisfaction surveys for the college. Distribute Survey Questionnaires. Collect and Analyse data surveys. Compile survey report. Distribute survey report and discuss the way forward. Schedule and conduct management reviews for the college. Prepare needed data for management reviews. Distribute feedback to top management on the effectiveness of the quality management system and the need for improvement as per MR minutes. Remind process owners to execute the ‘To Do List” recommendations to promote systematic continuous improvement. Use management reviews as an opportunity to improve service delivery. Assist in preparing and conducting SABS surveillance Audits/ Recertification Audits for the college. Prepare campuses and departments at central office for surveillance/ recertification audits. Apply recommendations made in the audit report to improve service delivery. Provide administrative duties and adhere to policies. Compile and submit reports on QMS to internal and external stakeholder. Maintain and update all databases for QMS interventions. Ensure proper use of all official resources in-line with departmental policies and prescripts. Ensure that all role players and managers are aware and understand regulatory compliance requirements. Render staff supervision / management. Ensure completion of performance agreements by all employees in the unit
SENIOR RISK MANAGEMENT OFFICER [PPN/HO/SRO/2022]
Recognised National Diploma (NQF 6)/Degree in Risk Management/ Internal Audit or equivalent qualification. At least 3 years’ experience in Risk Management or Internal Audit or related field. Knowledge of the relevant prescripts, legislation and regulations. Knowledge and understanding of the Risk Management or Internal Audit environment. Must have a valid driver’s license.
DUTIES : Facilitate the provision of risk management services. Compile risk register for strategic, operational, fraud, compliance and process level. Follow up on the implementation of the mitigating action plans that were put in place to reduce the risk to an acceptable level. Ensure inclusion of risk management into the culture and daily routine in the college. Facilitate the provision of fraud and anticorruption services. Facilitate fraud risk assessment and implement fraud related policies. Facilitate and monitor implementation of internal and external audit action plan. The provision of ethics and integrity management services. Facilitate provision of ethics and integrity management services. Facilitate training, workshops and awareness on risk, fraud, ethics and integrity management.
SENIOR LABOUR RELATIONS OFFICER [PPN/HO/SLRO/2022]
An appropriate three (3) year National Diploma (NQF level 6) in Labour Relations, Employment Relations /Human Resource Management or equivalent qualification 3-5 years in Labour Relations or Human Resource Management environment or related field Computer literacy in in the Microsoft suite and a valid driver’s license is a prerequisite. Good verbal and written communication skills, including presentation and report writing-skills. SENIOR HR DEVELOPMENT PRACTITIONER [PPN/HO/SHRD/2022]

SENIOR PROVISIONING OFFICER [PPN/HO/SSCM/2022]
An appropriate Bachelor’s Degree/National Diploma (NQF level 6) in Supply Chain Management/ Logistics/ Public Management. Three to five years of verifiable experience in Supply Chain. Knowledge and understanding of BAS/LOGIS system, Knowledge of CSD, Supply Chain Policies and Higher Education Mandate. National Treasurer Regulations, Broad Base Black Economic Empowerment. Preferential Procurement Policy. Must have a valid driver’s license.
DUTIES : Ensure overall supervision and render a bidding administration function for the College Bid Committees. Ensure overall supervision and administer the procurement of goods and services through effective and efficient demand management services. Ensure overall supervision and provide an effective 75 Contract Management service to the College. Ensure overall supervision and administer logistical. Assist with pre-screening of received documents and the responsiveness criteria. Assist with the scheduling of jobs on the applicable procurement system. Check specifications prepared by end users against compliance in terms SCM policy and national treasury SCM regulation. Supervise human, physical and financial resources. Pre-screening tender documents for compliance and completeness. Liaise with suppliers, clients and stakeholders. Compile a monthly, quarterly, half yearly and annual SCM report. Evaluate the quotes based on the PPPFA point system. Implement risk management to avoid fraud and corruption timeously. Update deviations and fruitless expenditure register.
SENIOR REGISTRATION OFFICER [PPN/HO/SREG/2022]
An appropriate National Diploma in Business Administration /Public Management/Administration (NQF level 6) 3 years’ experience in the college environment of which 2years should be on supervisory level. Computer literacy in the Microsoft suite and a valid driver’s license is a prerequisite. Good verbal and written communication skills, including presentation and report writing-skills. Recommendations: Knowledge of the Public TVET and Higher Education sector and regulatory and legislative framework. Knowledge and understanding of the COLTECH system, TVETMIS and ITS Knowledge of the registration processes. Knowledge of the following Acts: Public Service, Public Regulations, Labour Relations, PSET and CET. Advanced Computer Literacy packages such as Microsoft Excel, Power point, MS Word, group wise Internet etc. Good communication skills (written and verbal) Ability to work under pressure and independently. SENIOR BURSARY OFFICER [PPN/HO/SBURS/2022]
Recognized three (3) year National Diploma in Financial Management/Accounting (NQF level 7) 2-3 years’ experience in bursary /financial aid services knowledge of financial functions, practices as well as the ability to capture data, operate computer and collate financial statistics knowledge of the Public Service financial legislations, procedures and Treasury Regulations (PFMA, PPPFA, Financial Manual). Knowledge of financial operating systems (ITS etc.) Computer skills. Planning and organizing. Ensure the overall supervision and administration of bursary and financial aid schemes application processes for the entire college in line with NSFAS guidelines, funder MOU/SLA and policies. Ensure overall supervision and authorization of disbursement of funds Ensure overall supervision and facilitation of other financial aid schemes i.e WRSETA, HWSETA etc. Ensure overall supervision, monitoring, evaluation and maintenance of database of all student applications in terms of Department of Higher Education and Training and NSFAS requirements. An appropriate National Diploma/Bachelor’s Degree (NQF Level 6) in Information Management/Data Management or any relevant equivalent qualification (Attach academic records/ transcripts). Three years working experience in Data Management/TVET MIS environment or any relevant environment. Knowledge and understanding of Information Management, Knowledge Management application and interpretation of office management, Business Management System (BMS), data warehouse and IT prescripts. Good Communication, planning, organizing and Interpersonal skills. Ability to function without supervision. Work under pressure. Computer Literacy (knowledge of MS packages). An appropriate National Diploma in Business Administration /Public Management/Administration (NQF level 6) 3 years’ experience in the college environment of which 2years should be on supervisory level. Computer literacy in the Microsoft suite and a valid driver’s license is a prerequisite. Good verbal and written communication skills, including presentation and report writing-skills. Recommendations: Knowledge of the Public TVET and Higher Education sector and regulatory and legislative framework.
