Job Summary: 
The South African Weather Service (SAWS) is seeking a dynamic and experienced Lead Scientist - Socio-economic benefit research applications to spearhead research initiatives focused on quantifying and enhancing the socio-economic benefits of weather, climate, air quality and environmental-related information and services. The successful candidate will play a critical role in supporting SAWS’ mission to safeguard life and property, improve resilience, and contribute to sustainable socio-economic development through the effective use of weather and climate information. 
The incumbent will lead interdisciplinary research that assesses the economic and social value of SAWS’ products and services across various sectors, including agriculture, water, disaster risk reduction, health, energy, and transport. This role involves designing and managing impact studies, developing frameworks for cost-benefit analysis, and collaborating with national and international stakeholders to inform policy and service improvement. 
 
Key Performance Areas: 
As Lead Scientist: Socio-Economic Benefit Research within the Research and Development Department of SAWS, the incumbent will be responsible for: 
  • Lead and coordinate multidisciplinary research initiatives that assess and communicate the socio-economic benefits (SEBs) of weather, climate, air quality and environmental-related products and services in support of SAWS strategic goals and obligations. 
  • Develop models and tools to quantify the economic value and social benefits of SAWS’ products and services. 
  • Design and implement cost-benefit analyses, value of information studies, and user engagement evaluations. 
  • Collaborate with other scientists, economists, and sector experts (e.g., agriculture, water, health, energy, disaster risk reduction) to develop impact-based forecasting and user-driven products and services. 
  • Proactively initiate and lead research efforts through submission of proposals that are funded and manage the research efforts forthcoming through sound project management practices. 
  • Assist in identifying research gaps in the specific field and pursue methods to address these in cooperation with other SAWS divisions and departments and where relevant with external institutions. 
  • Keep abreast of new related methods and technology so as to improve productivity and service delivery. 
  • Develop and nurture external collaboration with national and international institutions relevant to the application of SEB to earth system research activities. 
  • Represent the SAWS where appropriate on national or international scientific panels/committees or expert groups in an expert capacity. 
  • Publish and present research findings to others on a national and international level. 
  • Provide strategic guidance for integrating SEB analyses into service development and decision-making processes. 
  • Provide scientific guidance and project leadership to junior scientists and ensure teamwork in conducting research projects. Report findings through project reports and scientific journals and provide mentoring and scientific capacity building within and outside SAWS. 
  • Contribute actively in the scientific mentoring and development of younger scientists and university students. 
  • Ensure the scientific integrity to international standards of the research activities in his/her field in the SAWS. 
  • Participate in all activities related to the implementation and/or maintenance of the SAWS TQM system. 
 
Minimum Requirements and Attributes: 
  • A Master’s degree in Environmental Economics, Meteorology, Climate Science, Development Studies, or a related discipline. 
  • A PhD in social-economic sciences or any related field will serve as an advantage. 
  • At least 5–10 years’ experience in socio-economic impact assessment at a senior scientist level, preferably in the context of weather and climate services. 
  • Proven experience in economic modelling, cost-benefit analysis, or impact evaluation. 
  • Strong analytical, communication, and stakeholder engagement skills. 
  • Demonstrated ability to lead cross-sectoral and interdisciplinary research teams. 
  • Familiarity with national development frameworks and global initiatives such as the WMO SEB framework, Sendai Framework, and SDGs. 
  • Advanced knowledge and experience in socio-economic research in relation to the climate-sensitive sectors. 
  • Project management experience with sound Project Management skills obtained as project leader. 
  • Knowledge and proficiency in a programming language such as R, Matlab, Python, FORTRAN, GrADS, SPSS, STATA, ArcGIS, QGIS etc is required. 
  • Good publication records as lead and co-author. 
  • National and international recognition as an expert in his/her field of research (e.g. presented scientific papers at national and international forums/conferences, served as member or leader of national/international expert teams and working groups and acting as study leader at universities). 
  • Some knowledge and practical experience in human resource practices, planning and organisation, budgeting, and administrative procedures to be able to manage overall office support, procurement and staff functions for the section. 
  • Excellent communication skills, both written and verbal. 
  • The ability to lead and work in a team. 
  • The ability to manage and cope under conditions of high workloads. 
  • The ability to create new innovative solutions.

Job summary: The Meteorological Technician provides essential services to ensure the optimal delivery of the office’s outputs by delivering high-quality climate data and analysis, ensuring compliance with national and international standards, verifying and maintaining remote automatic stations. 
 
Observation:
  • Perform routine weather observation duties that include: - Visual weather observation and compile routine reports, 
  • Providing special reports for changes in weather. 
  • Providing observation reports timeously as per schedule or as per the timeliness of the client’s requests 
  • Downloading of remote observation station data 
  • Collection and quality control of manual rainfall station 
  • Quality control of AWS and ARS data and transmission thereof to central data base 
  • Perform routine and adhoc maintenance of SAWS Observations infrastructure (Thorough understanding of Automatic Weather Stations is required) 
 
Internal and External Customer Relations: 
  • Liaise with clients as per office plan. 
  • Represent SAWS at Stakeholder meetings as per plan. 
 
Total Quality Management 
  • Apply prevention and corrective action procedures on all findings related to weather observation. 
  • Promote a quality culture amongst the staff within the office. 
  • Promote the SAWS Quality Policy and intergrade it into the day-to-day activities of the office 
  • Provide assistance during audits of the regional office as required. 
  • Perform regular inspections to ensure all work done is according to documented requirements.

  • Weather Observers certificate. 
  • Ability to obtain a competent Aviation Meteorological Observation (AMO) certificate within 6 months of employment.

Job Summary: 
The Meteorological Trainer is primarily responsible for facilitating meteorological training within the South African Weather Service (SAWS) Regional Training Centre (RTC). This includes delivering both theoretical and practical instruction aligned with the World Meteorological Organization’s (WMO) Basic Instruction Package for Meteorological Technicians (BIP-MT). 
Key training areas include meteorological concepts, atmospheric circulation, the coding of synoptic and aviation messages (including WMO aviation competencies), quality control of climate data, and research-related topics. The trainer is also responsible for delivering courses under the National Certificate: Weather Observation, as well as continuous professional development of meteorological personnel. 
In addition, the role involves reviewing and enhancing training programmes to meet evolving WMO qualification and competency standards, ICAO competency requirements, and the needs of both internal and external stakeholders. Advertisement 
 
Key Performance Areas: 
  • Deliver theoretical and practical training for SAWS Regional Training Centre (RTC) students, in line with WMO and SAWS standards. 
  • Design, develop, and continuously improve courses within the Meteorological Technician Qualification, including online, face-to-face, blended learning, and short courses for commercial and professional development purposes in SA and across the SADC region. 
  • Manage the administration of assigned courses (including commercial offerings) via the SAWS online learning platform, ensuring efficient coordination, enrolment, and learner support. 
  • Respond to Meteorological Training enquiries and assess procurement needs to support training delivery. 
  • Identify operational risks and support the maintenance of the Regional Training Centre’s Total Quality Management (TQM) system. 
  • Prepare and submit student progress and monthly training reports to the Qualification Manager: Observations. 
  • Build and maintain relationships with internal and external stakeholders, including participation in regional and international meteorological forums. 
  • Stay informed of developments within SAQA, relevant SETAs, QCTO, and the evolving competencies for Meteorological Technicians. 
  • Participate in Assessor, Moderator, and other professional development activities as outlined in the personal development plan. 
  • Assist in maintaining the Regional Training Centre’s Total Quality Management (TQM) system with regard to assigned courses and other areas, as needed. 
 
Minimum Requirements: 
  • National Certificate: Weather Observation, complemented by the Aviation Meteorological Observer competency certificate. 
  • Applicable Bachelor of Science (BSc) Honours Degree. 
  • Excellent knowledge of meteorological observation principles and practices. 
  • Proficient and experienced in operating SAWS in-situ meteorological observation equipment.
  • Minimum of 2 years’ experience in meteorological observation, demonstrating knowledge of observational practices and required competencies. 
  • Strong customer interaction skills, particularly in the context of commercial projects. 
  • Proficiency in English is required.

We are looking for TVET College Learners to join our Work Integrated Learning Programme in the following field: 
  • MANAGEMENT ASSISTANT N6 - 3 POSITIONS – REF: SAWSWIL 2025 
 
Applicants must satisfy the following requirements: 
  • An applicant must have just completed an N6 in the above-mentioned field of study.
  • An applicant has been unemployed for a period of less than one-year after completion of the N6.
