The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Forestry, Fisheries, and the Environment (DFFE) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. South African Weather Service (SAWS) strives to be a Weather and Climate Centre of Excellence providing innovative solutions to ensure a weather-smart region, sustainable development, and economic growth. 
 


The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of: 
 
SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT 
Salary total package: Negotiable

Job Summary: 
To lead and manage the Supply Chain Management function in terms of the Supply Chain Management Legislative framework to enable the SAWS departments to meet their objectives and deliver on the entity’s mandate. 
 
Key Performance Areas: 
  • Developing and implementing a long-term SCM strategy, including the SAWS’ Procurement & Demand Plans. 
  • Ensure that resources required to fulfil the needs identified in the SAWS Business Plan are delivered at the correct time, price and place at satisfactory quality and quantity 
  • Developing and implementing of the Enterprise/Supplier Development strategy in support of the overall SAWS’ BBB-EE strategy and ensure that the sourcing of products and services is aligned accordingly. 
  • Financial management of allocated budget in line with SAWS policies 
  • Liaising with the internal stakeholders, developing the SAWS’ Demand and Procurement Plans, and submitting the Procurement plan to the National Treasury within the prescribed times. 
  • Liaising with the suppliers, user-departments, and the legal team to ensure that there are contracts and Service Level Agreements in place. 
  • Develop and implement an up to date SCM policy and procedures, ensure that there are Standard Operating Procedures in place and that these are communicated to all stakeholders. 
  • Ensure that the SCM team and all internal stakeholders comply with the SCM policies and procedures, as well as compliance with the latest BBBEE Act and its Regulations and Code of practices; PFMA, the PPPF Act and National Treasury Regulations and Practice Notes. 
  • Lead and manage the day-to-day activities of the SCM team and maintain a motivated team that delivers on the SAWS mandate within the allocated resources. 
  • Ensure that the SCM team is trained and up to date with the relevant regulations. 
  • Ensure skills transfer and the development of the team members and that they have the personal development plans where applicable 
  • Provides information and guidance at various committees or forums and to other internal stakeholders when required. 
  • Maintain a good team working relationship with all internal and external stakeholders e.g., the EXCO, MANCO, auditors, SARS, the Bargaining Forum etc 
 
Required Minimum Education/Training: 
  • Honours degree in Supply Chain Management or equivalent 
  • Master’s degree or relevant professional qualification would be an added advantage 
 
Required Minimum Work Experience: 
  • At least 10 years’ experience within supply chain management is required (Minimum 5 years in the public sector) 
  • At least 5 years’ experience within supply chain management in a management role is required 
  • Knowledge of the PFMA and National Treasury SCM Prescripts 
  • Experience in Stakeholder Relations Management
