- Maintain the technical facility for the assembly of Automated Weather Systems
- Ensure innovative approaches that enable sustainability of meteorological infrastructure within limited resources, including continuous assessment of efficiencies and cost-benefits analyses of current resources, business processes and Technical Service’s structure/organogram
- Ensure business continuity by ensuring the sustainability of SAWS Meteorological Infrastructure through a healthy power supply and auxiliary support systems, and infrastructure.
Innovation
- Keep abreast of industry and international trends or innovations to ensure that the SAWS’ infrastructure is relevant and up to date
- Cultivate a design and development/innovation culture at Technical Service
- Develop or source new technology to improve productivity or service delivery, and continuous improvement

Infrastructure.
- Manage the roll-out of the SAWS’ technical infrastructure projects and support all improvements in the infrastructure performance.

Governance, Risk and Compliance
- Responsible for the development and implementation of governance, risk, and compliance frameworks for the department, in line with the organisation’s risk management framework
- Management of both internal and external audit findings and maintenance of CAPA registers
- Ensure compliance with applicable legislation and regulations, e.g. business continuity plans, Occupational Health and Safety, WMO and ISO standards, and so forth.
- Manage, maintain and renew the departmental contracts and Service Level Agreements (SLAs)
- Maintain the SAWS’s infrastructure database
- Manage the department’s Operational Expenditure (OPEX)and Capital Expenditure (CAPEX) budgets.
People Management and Leadership
- Effectively lead and manage the department by maintaining a motivated team to deliver on the SAWS mandate within the allocated resources
- Ensure that the technical team is trained and up to date with the relevant technical regulations, and that they have personal development plans where applicable
- Ensure skills transfer and the development of the team members within the department
- Promote a culture and practices that reflect the SAWS’ values
- Mentorship and Coaching of Technical Staff toward professional registration and compliance with industry regulations
- Participate and Lead cross-functional Knowledge Sharing in the Technical Team
Stakeholder Engagement
- Collaborate with the EXCO, SAWS management, and all other stakeholders to deliver on the SAWS mandate
- Conduct business analysis and deliver technical solutions and infrastructure to meet stakeholder requirements, including those of commercial clients
- Maintain effective relationships with relevant internal and external stakeholders to deliver on the mandate of the department

Minimum Requirements and Attributes:
- Honours degree or post-graduate qualification (NQF 8) in Engineering or equivalent qualification
- Professional Registration with the Engineering Council of South Africa (ECSA)
- At least 10 years’ experience in an Electronic Maintenance and Support environment
- At least 3 years of experience in a Management role
- Experience in hardware and software Research and Development
- Knowledge of the PFMA and Treasury Regulations
- A sound understanding of the Infrastructure Life Cycle management, maintenance and support environment
- Stakeholder relations management

Job Summary:
The role is responsible to ensure effective and efficient RFQ & Tenders administration function within SAWS in accordance with the Supply Chain Legal Framework.

Job Summary:
The South African Weather Service (SAWS) is seeking a dynamic and experienced Lead Scientist - Socio-economic benefit research applications to spearhead research initiatives focused on quantifying and enhancing the socio-economic benefits of weather, climate, air quality and environmental-related information and services. The successful candidate will play a critical role in supporting SAWS’ mission to safeguard life and property, improve resilience, and contribute to sustainable socio-economic development through the effective use of weather and climate information.
The incumbent will lead interdisciplinary research that assesses the economic and social value of SAWS’ products and services across various sectors, including agriculture, water, disaster risk reduction, health, energy, and transport. This role involves designing and managing impact studies, developing frameworks for cost-benefit analysis, and collaborating with national and international stakeholders to inform policy and service improvement.
Key Performance Areas:
- As Lead Scientist: Socio-Economic Benefit Research within the Research and Development Department of SAWS, the incumbent will be responsible for:
- Lead and coordinate multidisciplinary research initiatives that assess and communicate the socio-economic benefits (SEBs) of weather, climate, air quality and environmental-related products and services in support of SAWS strategic goals and obligations.
- Develop models and tools to quantify the economic value and social benefits of SAWS’ products and services.
- Design and implement cost-benefit analyses, value of information studies, and user engagement evaluations.
- Collaborate with other scientists, economists, and sector experts (e.g., agriculture, water, health, energy, disaster risk reduction) to develop impact-based forecasting and user-driven products and services.
- Proactively initiate and lead research efforts through submission of proposals that are funded and manage the research efforts forthcoming through sound project management practices.
- Assist in identifying research gaps in the specific field and pursue methods to address these in cooperation with other SAWS divisions and departments and where relevant with external institutions.
- Keep abreast of new related methods and technology so as to improve productivity and service delivery.
- Develop and nurture external collaboration with national and international institutions relevant to the application of SEB to earth system research activities.
- Represent the SAWS where appropriate on national or international scientific panels/committees or expert groups in an expert capacity.
- Publish and present research findings to others on a national and international level.
- Provide strategic guidance for integrating SEB analyses into service development and decision-making processes.

Minimum Requirements and Attributes:
- A Master’s degree in Environmental Economics, Meteorology, Climate Science, Development Studies, or a related discipline.
- A PhD in social-economic sciences or any related field will serve as an advantage.
- At least 5–10 years’ experience in socio-economic impact assessment at a senior scientist level, preferably in the context of weather and climate services.
- Proven experience in economic modelling, cost-benefit analysis, or impact evaluation.
- Strong analytical, communication, and stakeholder engagement skills.
- Demonstrated ability to lead cross-sectoral and interdisciplinary research teams.
- Familiarity with national development frameworks and global initiatives such as the WMO SEB framework, Sendai Framework, and SDGs.
- Advanced knowledge and experience in socio-economic research in relation to the climate-sensitive sectors.
- Project management experience with sound Project Management skills obtained as project leader.
- Knowledge and proficiency in a programming language such as R, Matlab, Python, FORTRAN, GrADS, SPSS, STATA, ArcGIS, QGIS etc is required.
- Good publication records as lead and co-author.
- National and international recognition as an expert in his/her field of research (e.g. presented scientific papers at national and international forums/conferences, served as member or leader of national/international expert teams and working groups and acting as study leader at universities).
- Some knowledge and practical experience in human resource practices, planning and organisation, budgeting, and administrative procedures to be able to manage overall office support, procurement and staff functions for the section.

1. Job Summary:
To provide strategic leadership in terms of all Financial, Commercial, Marketing and Supply Chain Management (SCM) matters at the South African Weather Service (SAWS), to ensure that the organisation delivers on its mandate and generates self-funding mechanisms for long-term sustainability.
The incumbent must assess the financial, commercial risks and opportunities, and is responsible for setting and tracking financial, commercial and marketing goals, objectives and budgets on a proactive basis, while ensuring compliance with GRAP, the PFMA and all other related legislative prescripts.
2. Key Performance Areas:
2.1 Financial, Commercial, Marketing and Supply Chain Management Strategy
• Ensure that the organisation’s Financial, Commercial, Marketing and Supply Chain Management (SCM) strategies align to the SAWS mandate, the SAWS Strategic Plan and the Annual Performance Plan. Ensure compliance with the government policies and National Treasury regulations.
• Develop Finance, Commercial, Marketing and SCM Operational plans supported by systems and controls, policies, and procedures to minimise risk and ensure timeous decision making for achievement of the SAWS strategic objectives.
• Manage the cash flow and financial planning, and analyse the organisation’s financial strengths and weaknesses and making the necessary recommendations
• Ensure that all transformation imperatives and legislative requirements are met and aligned to the SAWS strategic plan.
• Proactively manage the capital expenditure budget needed for SAWS’ products and services, as well as related projects. Ensure accurate information and budget projections are available for decision making on a monthly basis.
• Provide accurate and complete budget forecasts on a monthly basis to inform decision-making for adequate utilisation of resources. • Lead, manage and report on the implementation of a financial system for the organisation, which will enhance operational efficiency, ensure real-time availability of information and reduce turn-around times in service delivery.
• Collaborate with the other divisional executives in identifying revenue growth opportunities and assist executives with financial modelling or feasibility studies that enable the realisation of the identified growth opportunities.
• Oversee the SAWS’ treasury function - the organisation’s liquidity, debt, and assets, including any investments that the entity may have, whether physical assets, such as buildings and equipment, or financial investments.
• Any other related matters.
2.2 Governance, Risk & Compliance
• Ensure that the SAWS adheres to all the relevant statutory submission deadlines, assist with developing the aviation, and other tariffs within the prescribed timeframes.
• Improve the financial system of reporting through constant monitoring and evaluating of all reporting processes and ensuring compliance with the Generally Recognized Accounting Practice (GRAP) requirements.
• Draft and implement measures such as contract management guidelines for proper Supply Chain Management in order to improve the SAWS’ procurement processes.
• Provide guidance on Supply Chain Management processes and relevant prescripts / guidelines, including for Bid Committees meetings to ensure compliance.
• Evaluate the content, conclusions, and recommendations emanating from the audit report. Lead and manage the implementation of corrective actions that are required.
• Submit the audit report (internal and external) to the CEO and other stakeholders with commentary and recommendations, pertaining to the findings and identified control weaknesses.
• Conduct ongoing follow up, monitoring of compliance with implemented controls and procedures.
• Ensure that any reported irregular or fruitless and wasteful expenditure is addressed, following the National Treasury prescripts or guidelines
• Lead and manage the Loss Control Committee in line with PFMA requirements and ensure monthly reporting in this regard to EXCO.
2.3 Reporting
• Direct the preparation of monthly management accounts, budget forecasts and estimates, all financial statements, including income statements, balance sheets, shareholder reports, tax returns, and governmental agency reports.
• Submit the quarterly reports and Annual Financial Statements to the DFFE and National Treasury, congruent with regulatory and legislative requirements (Companies Act, Public Finance Management Act and GRAP guidelines).
• Ensure compliance with corporate governance – King Report on Corporate Governance, and all legislative provisions.
• Lead all financial processes i.e., preparation, analysis, and presentation within finance division e.g. financial, accounting, audit, and Board feedback
2.4 Commercial Revenue
• Manage the generation of commercial revenue and ensure that targets are met and exceeded.
• Document and implement a revenue turn-around strategy.
• Actively drive and report on the implementation of revenue generation opportunities, activities and projects.
• Ensure timeous invoicing for revenue generating activities.
2.5 Marketing
• Manage the marketing initiatives and ensure that targets are met and exceeded.
• Document and implement a Marketing strategy.
• Actively drive and report on the implementation of the Marketing Strategy and ensure that marketing efforts provide a return on investment.
2.6 People Management
• Effectively lead and manage the Finance, SCM, Commercial and Marketing divisions by maintaining a motivated team to deliver on the SAWS mandate within its allocated resources.
• Promote a culture and practices that reflect the SAWS values and manage the team’s performance.
• Determine human resource requirements, taking into consideration operational needs, resource capability and any other relevant factors
• Keep abreast of industry developments and best practice, and ensure that the teams are up skilled and adjust their processes and procedures accordingly.
2.7 Stakeholder Management and Communications
• Pro-actively guide and advise the organisation on critical trends, financial environmental changes, changes in legislation and National Treasury regulations, financial, commercial and marketing risks.
• Liaise and or collaborate with the Regulators, DFFE, Portfolio Committee, AGSA, National Treasury, other entities’ CFOs, and other stakeholders as mandated.
• Collaborate with the EXCO Team, SAWS management, and the Board in an effort to deliver on the SAWS mandate.
3. Required Minimum Education / Training
• CA(SA). This requirement is not negotiable.
• MBA or equivalent (added advantage)
3.1 Required Minimum Knowledge and Work Experience
• At least 10 years’ experience in Finance, and Supply Chain Management environments.
• Commercial and marketing experience will be an added advantage.
• Minimum 5 years’ experience at an Executive Level as a Chief Financial Officer, preferably within the public sector.
• Proven track record in building and leading highly successful and motivated teams.
• Proven track record to achieve and maintain clean audit outcomes.
• In-depth knowledge of Generally Recognised Accounting Practice (GRAP) and International Financial Reporting Standards (IFRS)
• Comprehensive knowledge of the PFMA, Treasury Regulations, and related public sector legislation.
• Extensive experience and knowledge of implementation of the irregular expenditure framework.
