SENIOR MANAGER: CLIMATE SERVICES (RE-ADVERTISEMENT)

Job Summary:
To strategically lead and manage the Climate Services effort of the South African Weather Service (SAWS) by ensuring scientific and technological output.
 
Key Performance Areas:
• Strategically plan and coordinate the Climate Services department of SAWS in line with its strategic intent.
• Lead and manage the operations of the Climate Services department.
• Ensure SAWS’ contribution and coordination in the National Framework for Climate Services
• Formulate climate services programs in consultation with other key stakeholders
• Ensure updated and accurate climate data is available on the National Climate Database
• Provide climate information and services in support of national mitigation and adaption efforts in support of government climate adaptation policies and strategies.
• Act as an ambassador for SAWS's climate services and undertake high level consultation on policy issues with government departments, major industry groups, the media, etc
• Represent SAWS and South Africa at appropriate World Meteorological Organisation constituent body sessions
• Manage the Climate Services team’s performance according to the agreed performance standards and measure it bi-annually.
• Collaborate with the commercial team to implement the identified revenue strategy and seek additional revenue streams
 
Minimum Work Experience and Education/Training Requirements:
• PHD in Atmospheric Science or Related (NQF10)
• 10 years’ experience in Meteorology/Climatology/Earth Science with Atmospheric Science related management, at least 3 years of which must have been at a middle management level.
• Experience in dealing with national and international partners and donor funding agencies (Advantageous)
• Experience managing multi-skilled projects (Advantageous)
• Ability to understand and apply the principles of the PFMA and the SAWS Act (Advantageous)

SPECIALIST LIGHTNING DETECTION NETWORK

Job Summary
The position of Specialist: Lightning Detection Network reports to Manager: Lightning Detection Network (LDN) and Web-based Camera (WEBCAM) Network. The Specialist will be responsible for the Lightning Detection Network operations. The sensor configuring for the collection, monitoring, analysis, and related data de-semination from the SAWS observation network.
 
Key performance areas
• Development of monthly maintenance plans and activities
• Plan, schedule manage the execution of maintenance activities, provide reliability reports and analysis
• Analyse LDN performance, maintenance outputs and impact of maintenance
• Provides failure analysis, recommendations and innovative solutions
• Track and monitor scheduled calibration and verification of instruments
• Analyse maintenance outputs and impact of maintenance interventions.
• Manage SCM logistics including dispatching of spares to different regions
• Ensure the maximum possible flow and accuracy of data from the LDN Infrastructure and limiting down time for calibration and maintenance purposes to a minimum
• Provides gaps analysis and solutions for improvement of maintenance processes.
• Analyse the entire infrastructure performance and provides engineering solutions
• Maintain and support lightning detection sensing data collection systems
• Oversee and guide the assembly and installation of electronic weather observation systems and associated peripheral equipment according prescribed guidelines
• Manage the planning and approval of calibration and verification plans of infrastructure and instruments
• Ensure that the deployed lightning detection sensing techniques or procedures are clearly documented.
• Monitor the quality of data retrieved from lightning detection sensing operations to determine whether procedural or equipment changes are necessary.
• Ensuring that the deployed lightning detection sensing technology complies with laws, regulations, or standards by implementing related policy and procedural guidelines.
• Providing guidance and expert advice to management or other groups on technical, systems-, or process-related topics.
• Engaging with people outside the organisation, representing the organisation to customers, the public, government, and other external source.
• Conduct research into the application or enhancement of lightning detection sensing technology.
• Identifying the educational needs of others, developing formal educational or training programs or classes, and teaching or instructing others.
• Attend meetings or seminars or read current literature to maintain knowledge of developments in the field of lightning detection sensing.
• Train Technical Service personnel in the use of lightning detection sensing technology.
 
Requirements:
• BSC/BEng/B-Tech Degree in Electrical Engineering
• ECSA registration or ECSA related Voluntary Engineering Body registered
• A minimum of 5 years’ experience in the design, development and maintenance of processes. enterprise level software products
• A minimum of 4 years’ management experience in the area of Maintenance development.
• Exposure to maintenance planning and support services
• Excellent knowledge of Microsoft Windows and Software Programming (C/C++/C#, Python, Java, Linux, etc.)
• Lightning Detection sensor, science and technology experience.
• Good communication, interpersonal and analytical skills are essential
• Must demonstrate a commitment to continuous learning, coaching and mentoring
• A valid code 08 driver’s licence with own transport is essential
