The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Environmental Affairs and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:
Talent and Organizational Development Practitioner

Job Summary:
To contribute towards organisation effectiveness through organisational development and change management initiatives within South African Weather Services (SAWS).
Key Performance Areas:
• Implementation of the Organisational Development strategic plans to enable achievement of the organisation's growth agenda
• Support Management to achieve the desired shift in culture through coordinated Organisational Development initiatives and touch points
• Provide specialist Organisational Development guidance to management on strategic projects and challenges
• Identify and support through engagement the development of appropriate materials to support organisation design and development initiatives
• Generate appropriate communication materials to support Talent and Organisation Design and Development and initiatives, understanding and compliance, as well as to provide appropriate and tailored business updates
• Supports HCM in the design and development of HCM policies, processes and procedures and ensuring adequate documentation and recording thereof
• Actively support the identification and scoping of organisational capabilities to enable the business strategy over the short, medium and long term
• Support the design of optimal organisation structures, informed by strategy, and articulate appropriate resourcing and capability
• Interpret linkages and interdependencies and provide clarity for others
• Develop transition and anchoring plans for change initiatives
• Identify key strategic drivers for change in the organisation
• Deploy and leverage appropriate tools to support change process
• Develop and help facilitate HR and manager sessions to ensure consistency of understanding and approach
• Provide specialist support for change projects and share learnings within the organisation
• Support the planning of change and capability building initiatives
• Provide project management support for organisation-wide projects / initiatives as required, facilitating team efforts and helping to define project goals, timelines, resource requirements and planning to cope with conflict or stressor points in the plans
• Facilitate organisational perception surveys and highlight results for interventions
• Support the implementation of metric reporting process and analyse metrics to develop insights and recommend appropriate action
• Work with business to improve organisational effectiveness and performance
• Support creation and entrenchment of a culture of continuous improvement and alignment around shared goals
• Facilitate the development of focused improvement plans
• Identify and provide recommendations for organisational challenges
• Deliver specific projects such as a performance management review and appraisal and employee development approach as well as a new process, policies and capability programmes
Minimum Requirements and Attributes:
• A degree in Human Resources (NQF 7) or equivalent
• A minimum of 5 - 10 years’ relevant public sector experience in an HR function of which 5 years must be in an Organisational Development and also having worked with senior management
• Extensive knowledge of Organisational Development methodologies and techniques
• Must have good facilitation and project management skills
• Excellent communication skills both verbal and written
• Good analytical and critical thinking
• Change Management skills are essential
• Good interpersonal and stakeholder management skills
