SOUTH AFRICAN WEATHER SERVICE (SAWS)
 
The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Environment, Forestry and Fisheries (DEFF) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. South African Weather Service (SAWS) strives to be a Weather and Climate Centre of Excellence providing innovative solutions to ensure a weather-smart region, sustainable development and economic growth. 
 
The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:

Key Performance Areas: 
Corporate Strategy, Planning and Reporting 
Develop and monitor Corporate & Regulatory Service strategy. Develop and collate SAWS strategy, performance monitoring, and coordination of transformational, organisational wide projects. Monitor and oversee strategic business plans for the organisation. Plan and forecast on short, medium and long-term organisational performance needs. Monitor that various corporate policies and decisions are implemented in a most functional and effective way. Give support to the Board by providing advice to ensure best practice compliance and sustainability. Responsible for organisational performance reporting to Portfolio Committee, Annual Reporting, Department of Environment, Forestry and Fisheries (DEFF) Reporting and the relevant Board Committee/s and Board reporting. Compile and oversee a draft strategies and implementation of roadmap in accordance with the required guidelines and Shareholders Compact. 
 
 
Stakeholder Relations 
Develop Stakeholder strategy and performance framework. Develop and implement Corporate social responsibility strategy. Profile and segment all stakeholders’ needs/requirements and establish strategic partnerships plan. Interface with the Regulators, Department of Environment, Forestry and Fisheries (DEFF), Portfolio Committee, ACSA, Auditor General, National Treasury and other stakeholders. Build Stakeholder relationship and co-ordination of stakeholder needs and management thereof. 
 
Corporate Communication and Internal Communications 
Develop Corporate communication strategies to ensure employee engagement at all levels of the organisation. Developing the strategy and execution of a holistic communications and  corporate affairs capability, to enhance the brand and positioning of the SAWS. Implement the company’s external and internal communication strategies including media relations, branding and reputation management. Ensure visibility of SAWS nationally and internationally in line with World Meteorological Organisation (WMO) expectations. Foster close relationships and engagement with all stakeholders including government departments. 
 
Marketing and Branding 
Conduct market research and constantly review the environmental trends, brand awareness and competition initiatives. Review existing marketing channels and make recommendations to maximize these resources. Review current in-house marketing collateral – website, e-resources and printed material and make recommendations to coordinate with proposed marketing strategy to drive increased revenues. Develop and execute marketing strategies focused on increasing revenues. 
 
 
Human Capital Management 
Revise and implement human resources planning, recruitment, and succession planning and retention strategies. Develop and implement integrated human capital and development strategies to attract and retain talent. Provide direction and guidance to Management and Employees to ensure maintenance of sound human resources policies and practices. Influence management and the operations of the ongoing need for transformation and drive it throughout the organisation. Monitor the Employee Relations climate and provide advice on the appropriate action to be taken to maintain harmonious climate. Development and implementation of learning and development strategy and policies. 
 
Financial Management 
Prepare, manage and monitor the capital and operational budget of the Corporate and Regulatory Services Division, including total employee costs of the organisation to ensure effective and efficient functioning and cost control. Analyze trends, operating requirements and prepare capital and operating plans/estimates to determine funding for the financial year. 
Evaluate the HR/Corporate Affairs/ Facilities departments’ performance against the approved budget and addressing deviations/variances. Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and departmental procedures. Authorize payment requests, requisitions, etc. regarding expenditure as delegated. 
 
Business Continuity Management 
Develop and implement business continuity strategies and plans. Conduct organizational business impact analysis and risk assessments. Manage and maintain a robust monitoring, controls, business continuity, governance and risk management environment. Maintain proactive oversight in ensuring adherence to external and internal statutory and regulatory standards, risk and compliance management. Provide, manage and maintain comprehensive business status reporting with robust key performance / risk indicators. Advertisement 
 
Minimum Requirements and Attributes: 
Minimum post-graduate degree, four-year qualification, recommended qualification: MBA or Masters equivalent with 10+ years senior management experience in corporate experience. The preferred candidate must be an innovative and resource driven leader who has a proven record of overall corporate management.
