The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of: 
 
CHIEF AUDIT EXECUTIVE 
Salary: Negotiable

Centre: Head Office, Centurion 
 
Job Summary: 
The purpose of the Chief Audit Executive (CAE) position is to provide business assurance to the SAWS Board of Directors through its Audit and Risk Committee (ARC) and the Executive Management through the development and execution of an Internal Audit strategy, processes and infrastructure required to identify and minimize risks and enhance the control environment within a PFMA regulated Government business enterprise. 
 
 
Key Performance Areas: 
 Provide thought leadership in Internal Audit, Governance and Internal Control and set the Internal Audit vision and delivering of Internal Audit strategy to the organisation; 
 Prepare the strategic plans for the Internal Audit functionality in line with the SAWS mandate; 
 Ensure overall business assurance is optimised through effective strategic internal audit methodologies and stakeholder management; 
 Overall responsibility for management of lifecycles of Internal Audit’s policies and procedures as well as all processes that pertain to creation, review, approval, and publishing of such policies and or procedures; 
 Develop, implement and maintain a process to track the improvement of the control environment; 
 Develop and implement the tools and templates required for Management and assurance reporting; 
 Evaluate the adequacy of internal control systems and recommend system improvements where necessary 
 Determine a program and guide auditors in their specific areas. Monitors progress and obtains summary findings; 
 Reports to management and the board (through its ARC) on a regular basis on findings and areas of concern; 
 Develop and implement a process to manage the fraud hotline and fraud awareness including reporting and analysing hotline calls on a quarterly basis; 
 Manage special and forensic investigations as requested to assist in identifying and uncovering fraudulent activities; 
 Design and enforce an Anti-fraud response plan and fraud awareness workshop (annually and induction); 
 Design and implement interventions that are more preventative with the aim of reducing exposure to Fraud; 
 
Minimum Requirements and Attributes: 
 B degree with Auditing as a major /B Tech in internal auditing; 
 Certified Internal Auditor (CIA)\ Chartered Accountancy (CA) registration; 
 A post-graduate qualification in Auditing or Accounting will be an advantage; 
 Member of the Institute of Internal Auditors South Africa (IIA) or the South African Institute of Chartered Accountants (SAICA); 
 A minimum of 10 years’ experience in internal audit, with at least 5 years’ experience in a senior/general management position; 
 Extensive exposure to corporate governance, internal control and risk management disciplines within the public sector environment; 
 Expert understanding and working experience with internal audit and internal control practices and philosophy, including the design and implementation of processes and systems. 
 
Competency Requirements: 
 In-depth knowledge of corporate governance and general management best practices; 
 Innovative resource driven and visionary leader with a proven record of overall corporate leadership; 
 Acts with honesty and in good faith, prioritizing the best interests of SAWS; 
 Must have excellent communication skills (both written and verbal); 
 People management and empowerment; 
 Must be customer-focused and have the ability to build high performance teams.
