SPECIALIST: TALENT LEARNING AND DEVELOPMENT

Key Outputs:
- Design and implement an integrated talent management strategy for SA Tourism in line with best practice, applicable legislation and business requirements
- Develop framework to mange talent within functional areas
- Develop and implement processes to identify and manage critical and scare skills
- Facilitate the process of identify top talent, accelerated development and succession management interventions
- Facilitate the leadership development programme
- Develop processes to grow and retain key talent
- Monitor, track and report on retention of key talent
- Conduct workforce planning for SA Tourism
- Develop and implement Learning and Development Strategy and Policy to support business objectives and employees’ performance
- Develop and implement a Learning and Development Strategy that is aligned to current and future capability requirements of SA Tourism and best practices
- Align and integrate Learning and Development initiatives with other Human Capital processes
- Function as the skills development facilitator (SDF) for SA Tourism
- Synthesize and integrate macro skills development legislation and requirements into SA Tourism’s L&D strategy
- Conduct performance needs analysis, analyse and develop a training plan (Workplace Skills Plan/Annual Training Report - WSP/ATR)
- Drive the successful implementation of SA Tourism’s learning strategies
- Implement and/or oversee and co-ordinate the design and development of learning interventions (action learning, case studies, coaching, mentoring).
- Implement and/or oversee and co-ordinate the design and development of learning interventions (action learning, case studies, coaching, mentoring)
- Consult with line managers to advise and co-create learning business needs aligned learning interventions
- Manage and co-ordinate talent pipeline (internships and learnerships)
- Develop and facilitate SA Tourism on-boarding and induction programme
- Implement and maintain consistently high-quality assurance standards across all L&D initiatives
- Implement and fast track the development of employees that have been identified for succession planning from talent management
- Develop learning pathways to support career development
- Evaluate L&D practices, processes and outputs
- Monitor and review the impact of L&D initiatives and training through questionnaires and discussions with managers
- Co-ordinate and oversee assessment and moderation processes
- Manage administration and reporting related to L&D and the L&D budget
- Manage and co-ordinate L&D administration
- Liaise with the SETA to endure compliance and maximise learning and development opportunities available through the SETA
Qualifications and Experience
- Relevant Human Resources/Education/Organisational Psychology or related Postgraduate Degree.
- OD ETDP qualification or part qualification will be an added advantage
- 5-8 years in Learning and Development or a related field, of which 2 years should be in management position.
- Experience of designing and delivering a variety of training solutions.
- Knowledge and understanding of: Skills Development Act, Skills Development Levies Act,
- Standard practices, processes and procedures relating to Learning and Development Planning.
