About the Position

The purpose of the Data Analyst II role at SARS is to design, develop and manage data infrastructure and pipelines to enable SARS to collect, store, integrate and analyse large amounts of data efficiently and reliably. This involves managing the information life cycle, identifying and analysing information assets, and assessing business information needs to support decision-making and enhance service offerings.

 

Job Purpose 

To ensure effective management of the information life cycle or value chain that includes the identification, analysis and development of information assets and the assessment of business information needs.

 

Education and Experience

 

Minimum Qualification & Experience Required 

Relevant Bachelor's Degree / Advanced Diploma (NQF 7) in Computer Science, Information Systems, Data Science, Statistics, Mathematics, or a related quantitative/technical field AND 5-7 years' experience in a similar or related Data Analytics, Master Data, Data Matching or Entity-Resolution environment,  of which 2 - 3 years at a technically skilled level.

Senior Certificate (NQF 4) AND 10 years related experience in a similar or Data Software Development, Data Analytics or Master Data Operations, Data Matching or Entity-Resolution environment environment, of which 2 - 3 years at a technically skilled level.

 

Minimum Functional Requirements

  • Experience in Software Development within enterprise data environments.
  • Strong coding skills in SQL and Python for data processing, automation, data quality, matching logic, and analysis.
  • Working knowledge of C#/.NET Core (Web APIs, async patterns, DI, LINQ) within data integration ecosystems.
  • Enterprise experience with modern web technologies (HTML, CSS, JavaScript/TypeScript) to understand UI behaviour and troubleshoot data flow, including REST API integrations.
  • Practical experience with large and complex datasets, relational data models, and optimised data pipelines (ETL/ELT).
  • Exposure to fuzzy matching, phonetic algorithms, scoring models, entity‑resolution techniques, and identification of duplicates and anomalies across datasets.
  • Experience managing structured and semi‑structured data (CSV, JSON, XML) and identifying linkages across national or enterprise datasets.
  • Exposure of spatial data and Web GIS concepts, including spatial databases (SQL Server/PostGIS), GeoJSON, WMS/WFS, and coordinate reference systems.
  • Familiarity with enterprise tooling and DevOps fundamentals such as Git, CI/CD pipelines, containerisation, testing, and performance optimisation.
  • Understanding of data governance, data quality, and master data management (MDM) principles across the information lifecycle.

Process

  • Communicate the results of their analysis and findings by using medium-to-complete data visualisation techniques with both internal and external customers.
  • Execute specialist input through investigation and opportunities within the product process including risk concern.
  • Design, develop and test medium to complex data analytics solutions like Reports, Dashboards, Analysis, Extracts, Models, etc.
  • Ensure the availability of existing data analytics solutions (like reports, etc.) by maintaining them as well as improving them where shortcomings exist.
  • Acquire data from primary or secondary data sources and maintain databases, applying the knowledge of data extraction, transformation, matching and business modelling.
  • Assist in the filtering and cleaning of imported data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.
  • Identify, analyze and interpret trends and patterns in medium to complex data sets, based on data findings
  • Perform intermediate business analysis using various techniques, e.g. statistical analysis, explanatory and predictive modelling, data mining.
  • Research best practices and supports developing the solutions and recommendations for the current business operations.

About the Position

SARS is looking for a highly skilled, experienced, results driven Specialist Systems Engineer with strong technical and Information Systems knowledge who is highly competent in the support of Microsoft server technology, Microsoft Azure, VMware technology and server infrastructure. S/he is inspiring with ability to work with great teams and contribute towards our higher purpose and service orientation. S/he will be part of a team that does support for SARS Top leadership to ensure they can deliver on their critical business functions.

 

Job Purpose

To be responsible for co-ordinating, implementing and maintaining system architectures, including server hardware, Windows server operating systems, and utilities, and related client services within the organisation and ensuring to meet service level agreements.  To be responsible for identification and resolution of complex server hardware and operating system software technical problems and malfunctions related to network and related servers and makes decisions that are critical in the areas of performance analysis, problem solving, and infrastructure planning, with the potential to affect the successful execution of business transactions, ensuring a stable performance environment for the enterprise business processing system.  Work in both Production and non-production environments.
