Procurement Specialist (C5) x2
(Positions based in Head Office - Pretoria)
Reports to: Manager: Procurement: Postbank
Summation
Responsible for identifying sources of supply, evaluating and selecting suppliers. Negotiate certain contracts as delegated with commodity-specific suppliers providing procurement of materials and / or services for Postbank. Assist in developing/writing, in collaboration with business owners and users procurement specifications and related tender documents ( RFP’s, RFQ’s, etc.). Manages the timely and effective review of supplier proposals for price, delivery time and quality. A key output of this position is to ensure value for money (price, quality BBBEE and functionality). Provide support to the Manager Procurement in the overall management of the procurement processes and administration around the Procurement Committee meetings for Postbank.
Key Responsibilities
• Develop and consolidate integrated Procurement plan for proactive acquisition of goods and services.
• Implement Postbank SCM sourcing strategy and manage activities by ensure that requirements are linked to the strategic objectives and budget.
• Publish all the approved integrated procurement plan, monitor and review amendments and achievements and accordingly report as required.
• Draft, in collaboration with the business owner and users, the required procurement specifications, evaluation criteria and other related tender documents for approval authority.
• Proactively liaise with Business Unit to determine current and future requirements
• Develop and implement best sourcing strategy to promote bulk buying and mange activities
• Receive / collect approved Memo / Business Case / Deviation from Business.
• Capability to develop specification and the terms of reference
• Provide relevant support o stakeholders to ensure team objectives are achieved.
• Build, support and maintain healthy diverse internal and external relations and implement remedial actions where required.
• Prepare SCM reports and submit to the supervisor for approval.
• Maintain proper record management system for ease retrieve of documents.
• Ensure correct form is filled in correctly in line with procurement requirements and load requisitions on SAP accordingly.
• Advertise, Receive and evaluate quote and make recommendation for approval by line manager.
• Prepare SCM monthly spend and report on procurement transactions.
• Publish bid advertisement on eTender Portal, prepare bidding document for approval by line manager.
• Arrange briefing sessions and render secretariat functions.
• Close bid, compile register of and perform administrative requirements functions and arrange evaluation meeting.
• Draft recommendation and submission to BAC for approval by line manager.
• Arrange BAC meetings, record proceedings, produce minutes and provide formal feedback to Business on their submissions.
• Communicate the outcome of bid process to bidders and publish award within the stipulated time.
• Monitor contract management system and timeously advise Business Unit to commence bid advertisement for recurring services/ requirements.
• Hand over the working file to Document Management – all information in file, numbered, signed off by head of Unit, registered.
Minimum Requirements
Qualifications:
• National Diploma (NQF Level 6) in the SCM discipline.
Experience
• 5 Years procurement experience
• Certification and/or experience in procurement in a public entity / environment would be a distinct advantage
• Good long-term business insight
• Project Management
• SAP experience
