Job Title Manager- L5/6: Postbank Clients On Boarding - Bloemfontein
Reports to HEAD OF OPERATIONS
 
Summation
Support Postbank Operations by ensuring adherence to legal standards, in-house policies and the execution of the Risk Management and Compliance Programme (RMCP) with regards to: the establishment and maintaining of an efficient regulatory risk and compliance management environment, by ensuring the development, implementation, maintenance, overseeing and compliance to the RMCP, Client Due Diligence standards, processes and procedures as adopted by the Postbank Board.
 
Key Responsibilities
• Participate in the compilation and maintenance of risk management policies, non-conformance issues, procedures and methodologies in line with all statutory & regulatory requirements, best practice standards and business practices
• Facilitate the operationalization of the RMCP as far as quality evaluation of Postbank / SAPO’s customer on boarding procedures and requirements to support the undertaking of risk and compliance assessments as well as the development and deployment of any identified remedial actions and RMCP strategies
• Implement and support effective operational CDD, SDD and EDD process, procedures and systems appropriate controls to ensure compliance with the Financial Intelligence Centre Act (as amended) (FICA).
Revise procedures, reports etc. periodically to identify hidden risks or non-conformity issues
• Guide and monitor accurately reporting on control effectiveness, status of the risk and compliance and progress of corrective action implementation
• Manage the CDD, process (individual, group and corporate customer accounts) on boarding process and ensure compliance at all times.
• Participate in the development, deployment, maintenance and control of an efficient and accurate MIS and Document management system.
• Monitor and report on AML/CFT risk management and compliance issues where indicators prompt attention/involvement.
• Development and overseeing the deployment of control systems/reports to prevent or deal with violations of regulation, guidelines and internal policies
• Participate in the development, deployment, maintenance and control of an efficient and accurate front end system to ensure and maintain that appropriate customer information fields are created/maintained in accordance with the RMCP and the requirements for regulatory reporting of Cash- Threshold-, Suspicious Transaction/Activity- and International Funds Transfer Reports as part of the customer on boarding process.
• Embed risk management and compliance awareness and training by establishing, facilitating, co-ordinating and guidance.
• Compilation and distribution of operational non-compliance reports and escalation.
• Evaluate the efficiency of controls and improve them continuously to ensure efficient management, control and compliance of function/ resources in accordance with the stipulations of the FIC Act, fraud prevention and risk management principles, corporate governance, legislation, company policies, processes, regulations, Delegation of Authority, etc.
• Keep abreast of regulatory developments within or outside of the company as well as evolving best practices in compliance control
• Liaison duties between Postbank and SAPO and recovery of losses due to FICA non-compliance (as per PONC list).
 
Minimum Requirements
Qualifications:
 Bachelor’s Degree (NQF Level 7) E.g. Risk Management, Auditing, Compliance
 Certification in Governance, Fraud, Risk Management, AML/CFT will be an advantage
 
Experience:
 Minimum of 3 years applicable experience in a Banking environment or Public Financial Entity (Government Department / SOE / Parastatal) will be an advantage
 In-depth knowledge of the banking industry’s standards and regulations
 Excellent knowledge of reporting procedures and record keeping
 Sound knowledge of risk management best practices and methodologies such as IRMSA standards, COSO risk management standards, etc.
 Knowledge of applicable legislations, regulations, internal policies and procedures that affect any activity of Postbank Savings Operations with specific reference to the FICA,CPA, POPI and FAIS Acts.
 Risk and Compliance assessment methodologies with specific reference to risk/ control identification, cause analysis, risk/ control evaluation, remediation and mitigation strategies as well as reporting
 Sound understanding of Postbank’s Strategy and Objectives
