Reports to: Head Procurement – Postbank
 
Summation
Develop and manage the entire procurement plan for Postbank with specific reference to the demands relating to the Corporatisation process and related projects critical for the banking licence. Partner with business to ensure customer satisfaction.

Key Responsibilities
• Assist supervisor with the development and implementation of procurement policies and system strategies to support procurement, contracts management, spend analytics and supplier performance management.
• Provide input in terms of overall strategic planning processes for the department.
• Develop procurement strategy that will ensure that Postbank realise value for money and savings through economics of scale
• Monitor procurement governance across the business and ensure procedures and policy compliance.
• Establish standards to measure and assess factors such as quality, cost and turn-around times
• Responsible for the sourcing and guiding the management of strategic supply contracts on behalf of Postbank
• Support and develop procurement team and the organisation
• Develop standard operating procedure for the procurement of goods and services

• Develop, in collaboration with the business owners, all procurement requirement documentation – specifications, evaluation criteria, etc. Assist with drafting procurement specifications and related tender documents, e.g, RFQ, RFP, etc
• Ensure efficient management, control, compliance and reporting of the function / resources in accordance with the stipulations of the PFMA, fraud prevention and risk management principles, corporate governance, legislation, company policies, processes, regulations, Delegation of Authority, etc.
• Oversee secretariat and functions relating to Post bank’s Procurement Committees meetings.
• Guide and advise Business Units on procurement products, equipment, services and risk.
• Guide and supervise acquisition process and lead bid specifications and evaluation committees.
• Manage the internal and external stakeholder relationships.
• Assist with responding to auditors, development and maintain procurement risk register
• Preparations and submissions of annual budget for review and approval. Manage all operations effectively within the budgetary restrictions.
• Management of expenditure levels and cash flows via close liaison with the Finance Business Unit
• Ensure continued financial viability of the Supply Chain Management business unit through sound fiscal management.
• Strategically analyse spending patterns and report thereon to the supervisor with clear recommendations for improvements.
• Improve the cost-to-company of all inbound & outbound logistics operations.
• Lead and instil a high performance culture in the Supply Chain Management business unit.
• Lead, coach and develop personnel in the Supply Chain Management business unit.
• Develop and implement functional training programmes to expand the capacity and capability of all personnel.
• Manage personnel within the spirit of the relevant labour legislation.
 
Minimum Requirements
• Minimum of a Degree (NQF Level 7) in Commerce / Engineering / Supply Chain Management or equivalent
• Minimum of 10 years’ experience in SCM projects and / or operations environment with an emphasis on procurement processes, of which 5 years in a supervisory role. Certification and/or experience in systems or information technology related procurement in a public entity/environment will be a distinct advantage.
 
Knowledge and understanding of:
• SAP: contract, procurement order creation and, release
• SMME/BEE principles, and related procurement/purchasing/Materials Management principles and standards
• Procurement Framework, prescripts and policies including the PPP Framework
• Understand guidelines and policies for optimising commercial leveraging within the purchasing context
• Understanding commodity markets
• Relevant system knowledge Environmental legislation, sustainability theories, practices and programs
• Project management (principles, practices, techniques and tools)
• Financial Management
• Value Chain Management
• Risk and Compliance management
