NECSA is a State Owned Company (SOC) in terms of the Companies Act and derives its mandate from the Nuclear Energy Act of 1999 responsible for undertaking and promoting research and development in the field of nuclear energy and radiation sciences and for the commercial exploitation of nuclear technology. NECSA engages in commercial business mainly through its two 100% owned commercial subsidiaries NTP Radioisotopes (Pty) Ltd. and Pelchem (Pty) Ltd.  NTP is responsible for a range of radiation-based products and services for health care, life sciences and industry, whilst Pelchem supplies fluorine and fluorine-based products. JOB PROFILE
To strategically lead, manage and grow the generation of knowledge through research, innovation, technology development and human capital development in the field of nuclear, radiation science and engineering to establish integrated skills platforms of a nature conducive to income generation and value addition through multi-disciplinary contract research, commercialization and integrated technology contributions.  
 
 
KEY PERFORMANCE AREAS
  • Develop a Nuclear Operations and Advanced Manufacturing Strategy and Business plan, in cooperation with the Research and Innovation, Nuclear Radioisotopes and Chemicals divisions. 
  • Provide strategic direction and leadership for the optimum production and services of Reactor Operations.
  • Lead and strategically advise in the upgrading of Safari -1 and Safari 2. 
  • Lead the operation of the Fuel and target plates manufacturing responsibilities for the Safari reactor, including the recovery and optimization of uranium inventory.
  • Strategically lead a reliable Liquid Effluent Management facility.
  • Strategically lead the Necsa’s Nuclear Waste Management programme including development of waste management strategies and disposal technologies.
  • Oversee the compilation and execution of an acceptable waste management plan.
  • Market the laboratory services nationally and internationally.

  • Develop and implement business strategies to maximize the achievement of efficient and effective customer service of the Laboratories that support the Necsa Group objectives. 
  • Develop and implement strategies to ensure that the advanced manufacturing business processes and resources are aligned to ensure customer needs and the Necsa Group financial goals are met.
  • Identify and secure business opportunities whereby Advanced Manufacturing can sustainably grow its business through increase in revenue stream , cost containment  and improved operational efficiency.
  • Expand Advanced Manufacturing product range and markets in order to convert Advanced Manufacturing to a world class manufacturer of high-level industrial products.
  • Develop and implement strategies to ensure that the Project Management Services business processes, and resources are aligned to ensure customer needs and company financial goals are met.
  • Ensure that Advanced Manufacturing projects are properly managed through a team of well-skilled project managers in order to ensure the profitability of each project.
  • Establish and provide an engineering management service in all disciplines of engineering to the Necsa Group, the South African Nuclear Industry and Industry in general.
  • Expand the engineering management services as a profitable service in the Nuclear Industry.
  • Collaborate and establish strategic engineering partnerships with various players in the Nuclear Industry locally and international.
  • Provide leadership with regards to the utilization and maintenance of buildings and site infrastructure which include statutory compliance, risk management and business continuity plans in line with the Necsa Group Strategy.
  • Lead the facility Management Master Plan (FMP) for the Necsa site to ensure convenient, safe and attractive facilities and spaces in buildings.
  • Strategically manage the total infrastructure of the Necsa site.
  • Ensure that the Maintenance department provide high quality, cost effective maintenance planning, construction and services to the Necsa Group.
  • Ensure that the continuously supply of maintenance expertise are available in order to ensure no standstill of operations in plants and facilities.
 
JOB REQUIREMENTS
Key knowledge and skills:

  • In-depth knowledge of relevant legislative and regulatory frameworks and legal processes.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
  • BEng or BSc Engineering or equivalent (NQF level 8).
  • Post Graduate qualification in Leadership.
  • At least 15 years’ experience in a multidisciplinary Science and Engineering nuclear environment plus a minimum of 5 years in an Executive Management role.
  • Proven track record of experience on Executive Management level in diverse areas of management.
