MINIMUM REQUIREMENTS:
- Bachelor’s Degree or BTech in Property Valuation and Management or Advanced Diploma in Real Estate with NQF Level 7.
- 8 - 10 years’ experience in Land Acquisition and Property Management and any other related experience.
- Must be registered with the South African Council for the Property Valuers Profession
ADVANTAGEOUS:

SKILLS AND COMPETENCIES:
- Extension knowledge/understanding of the industry standards, applicable legislation that governs property acquisition, land administration and other related matters.
- Sufficient knowledge of the Spatial Planning and Land-Use Management (SPLUMA), the SANRAL Act, SANRAL land administration process and other relevant legislation.
- Knowledge in interpreting plans through Geographic Information Systems (GIS) or other relevant systems.
- Provide guidance and directions to property service providers to ensure that they execute deliverables effectively, while managing and mitigating risks therewith.
- An ability to identify and define problems, develop possible or available options to address, select the best course of action for implementation as the suggested resolution.
- Sufficient capability to manage contracts concluded with third party vendors (landowners/communities), contractors or consultants.
- Capacity to support and manage the effectiveness of those contracts
- Ability to negotiate for whatever purpose that is deemed beneficial for projects with interested and affected internal/external stakeholders.

- Provide valuable support to project managers to fast-track various projects and assistance to unlock the impasses in respect of land grabs/invasion or encroachments or illegal occupations on SANRAL assets (Properties or Road Reserve)
Management of the following activities in respect of property acquisition and, valuations, surveying and property management/administration at a regional level:
- Land identification
- Property information sourcing
- National road reserve declarations
- Property management (ad-hoc services, including leasing, alienation, valuations, land invasion, illegal occupation inside or outside SANRAL assets and maintenance)
- Property acquisition (including tribal land and state-owned, private property, servitudes, real rights etc.) for strategic and all projects.
- Transfer of property to SANRAL
- Sub divisional surveys and obtaining sub divisional consents
- Compilation of key plans and Framing of acquisition diagrams
- Accommodation of traffic to ensure safety of surveyors and road users during survey operations
- Handles topographical and cadastral surveying, engineering surveys as well as other special surveys (LIDAR, GPR) requests
- Identification of road reserve bending points
- Linking of Surveyor General (SG) diagrams and spatial data
- Ensuring the availability of all documentation, plans, images, Digital Terrain Models
Involvement in the preparation of Tender for Property Service Providers
- Provide support and assistance with the development and maintenance of proforma procurement documentation.
- Support Supply Chain Management during the procurement process with any queries or clarifications when required
- Ensure effectiveness of contract management of the property service provider and that activities are performed in compliance with contractual terms and conditions.
- Manage activities, progress and deliverables contractually placed on the property service provider and identify possible impasses and develop mitigation strategies.
- Foster and sustain good working relationships with key stakeholders (Government officials at all levels) and other diverse SANRAL service providers.
- Provide support for SANRAL Head Office to ensure that allocated budget expenditure falls within contractual obligation.
Technical Skills, Recommendations and Support
- Review and provide feedback on property reports prepared by consultants during design. Draft recommendations to management for approval and initiate land acquisition process (when required).
- Provide technical support to the region regarding valuation, surveying, declarations, road reserve, property acquisition & administration and other matters related to illegal occupation/land invaders.
- Provide support and guidance to property acquisition and administration Service Providers.
- Provide support and facilitate discussions regarding SPLUMA, tribal land, access road transfers with relevant authorities.
- Promotional of Intergovernmental Relation (IGR) with other spheres of government officials.
- Provide supporting information related to property/land to colleagues and consultants when required.
- Conduct due diligence upon receipt of land rights enquiries, lease applications, concern request and facilitate the signing or approvals.
- Actively participate in the relevant functional working group
