POSITION OBJECTIVE:
The independent advisor to the Audit and Risk Committee (ARC) will supplement and provide key skills in the areas of finance, auditing, compliance, risk management and governance. The independent advisor will assist the ARC in execution of its oversight and fiduciary responsibilities as outlined in ARC charter. The advisory will be in light of SANRAL’s risk profile, emerging risks and the key role that the entity plays within the South African economy.
 
MINIMUM REQUIREMENTS:
• NQF level 8 Accounting/Auditing Qualification or relevant.
• Registration with South African Institute of Chartered Accountants (SAICA) or the Independent Regulatory Board of Auditors (IRBA).
• Ten (10) years post qualification experience in Finance, auditing, compliance.
• At least 5 years Board/Audit and risk committee exposure and experience.
• Ten (10) years public sector experience preferably with SOEs, 3A entity.
• Extensive working knowledge of PFMA including relevant SCM legislation and prescripts.
• Transport and/or construction exposure will be an added advantage.
•  In good standing with applicable professional body.
 
Section 94 of the Companies Act prescribes that ARC members must have adequate and relevant knowledge and experience to enable the Committee to execute its functions effectively. Moreover, King IV requires that the ARC must have an understanding of financial reporting and audit processes, internal controls, risk management and governance processes amongst others.
The SANRAL Act allows for the appointment of external members on Board committees, however only Board members can serve as members of the ARC in terms of the Companies Act, No. 71 of 2008. Hence an independent, suitably qualified individual may be appointed as advisor to the Committee.
The ARC will benefit from having an independent, skilled person as advisor in light of SANRAL’s risk profile, emerging risks and the key role that the entity plays within the South African economy.
The appointed individual will serve in an external capacity and will not enjoy any voting rights. They will be remunerated at a daily rate, for every day or part of day of involvement with the Committee’s work, similar to Board remuneration.
The term of the advisor will be for the remainder of term of office of the current Board, unless extended by the Minister of Transport.

 OBJECTIVE:
The purpose of the Loss Control Committee is to ensure that there is proper internal determination of loss incurred by SANRAL due to irregular or fruitless and wasteful expenditure as per the requirement of the National Treasury Instruction Note no.4 of 2022/23 titled Compliance and Reporting Framework and its Annexure A. Each member will support the committee with subject matter expertise and with respect to any matters necessary or appropriate to the accomplishment of its responsibilities under the direction of the Chairperson of the committee. The SCM Committee Member will provide guidance and leadership on cases relating to SCM findings that lead to irregular, fruitless and wasteful expenditure.
 
MINIMUM REQUIREMENTS:
• NQF level 8 Qualification in SCM or relevant
•1 Years working experience in an SCM environment and 3 years leadership / managerial experience.
• Working experience in implementing SCM Strategies, Frameworks and Policies
• At least 5 years working knowledge of public sector SCM environment, implementing National Treasury and relevant PPPFA regulations, DTI Regulations, CIDB Regulations etc.
• At least 3 years’ experience in Governance and Compliance related committees as a senior member/chairperson.
• Members will be required to enter into a performance agreement with SANRAL.
 
MANDATE OF THE COMMITTEE:
• To investigate Irregular, Fruitless and Wasteful expenditure and report findings to the Audit and Risk Committee.
• To standardize loss determination process relating to irregular, fruitless and wasteful expenditure.
• To ensure that the requirements of National Treasury Instruction Note no.4 titled Compliance and Reporting Framework and its Annexure A are complied with.
• To ensure whether a loss is to be recovered from responsible employees or not.
• To ensure that losses that are of criminal, corrupt or fraudulent activities are reported to, as per the Prevention and Combating Corrupt Activities, Act 12 of 2004 (PRECCA) security agencies, e.g. SAPS or Hawks.
• To ensure that any weaknesses/breakdown in internal controls are identified and mitigated.
• To ensure that a loss is recommended to the Chief Financial Officer for recovery in terms of the Debt Management Policy.
 
COMMITMENT TO MEETINGS:
• The Loss Control Committee must hold regular meetings (at least once a month), in keeping with the incidents identified and for which loss is to be determined.
• Other meetings may be held depending on the need as determined by the Chairperson in consultation with the Chairperson of the Audit and Risk Committee.

Description
 
POSITION OBJECTIVE:
To provide overall leadership and oversee the development of plans, including delivery of outputs in assigned portfolios by executing value-add risk-based audits and investigations in line with applicable professional codes and standards. Oversee development, maintenance and implementation of an effective quality assurance and improvement program commensurate with the Standards and risk profile of the organization, constantly spearheading the Internal audit unit towards improvement and best practices.        
 
MINIMUM REQUIREMENTS:
  • Bachelor of Commerce in Financial Accounting or relevant qualification (NQF 7 Qualification)
  • Postgraduate Diploma in Accounting Science (CTA) (NQF 8 Qualification)
  • Qualified as a Chartered Accountant (SA) (CA (SA)) or Registered Government Auditor (RGA) with Certified Internal Auditor (CIA) designation from the Institute of Internal Auditors (IIA).
  • CA(SA) / RGA with CIA is required.
  • Minimum of 10 years public sector experience
  • Minimum of 5 years of management experience in public sector compliance, risk management, governance processes or involvement/managing a Quality assurance and improvement program.
  • Minimum of 3 years’ experience in investigations capability is necessary to give effect to compliance, risk management and governance matters.

KEY RESPONSIBILITIES:
 
Strategic Functions
  • Provide input in the development of a strategic plan for the unit.
  • Oversee development of operational plan in assigned portfolio, delivery of outputs including staff and stakeholder management.
  • Direct the identification, evaluation and monitoring of the risk areas and assist with the development of the Internal Audit Methodology and the Annual Risk Based Audit Plan and the three-year rolling plan.
  • Lead the audit function in playing a strategic role in embedding the principles of good governance and ensuring that the standards of ethical behaviour are upheld.
  • Environmental scanning and monitoring macro and micro risks impacting the Internal Audit (IA) unit and delegated functions.
  • Provide value-added assurance and consulting activities that offer proactive as opposed to detective assurance.
  • Partner more closely with key internal and external stakeholders to ensure optimal combined assurance to the Board and Management and make certain that key risks are appropriately addressed and best practices are recommended and implemented.
  • Manage and oversee service providers' performance and project management in the execution of allocated assignments. 
 
Audit Planning
  • Lead the review and assessment of systems of control, compliance, risk management and governance to determine if the organization has adequate standards/processes in place to achieve organizational objectives.
  • Supervise the performance of audits and investigations from identification and planning of projects to issuing and presenting of final reports to executive management and those charged with governance in accordance with The International Standards for the Professional Practice of Internal Auditing and best practice frameworks.
  • Participate in the development of the annual audit plan in consultation with Management, Risk Management and the Auditor General for review and approval.
  • Conduct risk and control assessment of assigned department or functional area in established/required timeline for the development of the audit plan and the basis for planning audit projects.
  • Perform ongoing environmental scanning for emerging risks and keep abreast with all relevant legislative changes, standard operating procedures, methodology and guidelines.
 
Audit Execution
  • Ensure that all assigned audits and investigations are executed as per the audit plan and agreed timelines.
  • Develop risk-based audit programmes and investigation approach and evaluate the suitability of internal control design and make recommendations on findings.
  • Manage audits and investigations to ensure that they are conducted in line with applicable standards and within the time budgets and timelines determined as per the audit plan.
  • Suggest and perform consulting and advisory engagements to add value to the organization.
 
Audit Project Quality
  • Ensure that policies, procedures, and guidelines, which impact on functional areas are in place, cascaded and are clearly understood, while determining the level of internal compliance (in terms of Quality Assurance standards (IIA) in line with Internal Audit methodology.
  • Maintain and provide recommendations to improve standard operation procedures for internal auditing.
  • Training of audit team members on applicable standards
 
Audit and Management Reporting
  • Validate the accuracy of findings and decide on severity of weaknesses • Recommend solutions for improvement of processes and controls.
  • Draft audit findings for improvements in the economy, efficiency, and effectiveness of controls, risk, and governance of audit areas.
  • Coordinate activities and involvement with various internal stakeholders to finalise audit reports.
  • Provide feedback reports on status of projects highlighting significant weaknesses and suggested improvements.
  • Compile reports to management committees and the audit committee.
 
Investigations
  • Ensure all assigned investigations are executed in line with applicable Codes and Standards
  • Ensure value-add insights and implementable recommendations are communicated to management and those charged with governance.
 
Quality Assurance and Improvement Programme
  • Support CAE in conceptualizing and implementing an effective Quality assurance and improvement programme in line with the Standards.
 
Financial Management
  • Responsible for managing allocated budget and assisting the Chief Audit Executive with internal audit budget and financial management of the internal audit function.
  • Review and assess the effectiveness of financial controls within allocated centre and Internal Audit function.

POSITION OBJECTIVE:
To create a skills pipeline that will ensure the sustainability of the agency through continuous training and development programmes, through both formal and informal training interventions. The role seeks to ensure that all candidate engineers in the Technical Excellence Academy (TEA) are fully conversant with the ECSA (Engineering Council of South Africa) engineering guidelines and understand the entire engineering value chain. To empower team members so that, they are appropriately positioned to execute the SANRAL mandate.                               
 
MINIMUM REQUIREMENTS:
  • Degree in Civil Engineering.
  • Must be registered with ECSA as a Professional.
  • 8 years or more post professional registration experience in the full scope of the engineering value chain. 
  • Experience in the transfer of knowledge and skills in an engineering training environment.
  • 5 years managerial experience or 3 years minimum leadership experience.
  • Experience in training/ mentorship at various levels of competence
 
ADVANTAGEOUS:
  • Previous ECSA mentorship experience.
  • Knowledge of management and leveraging of a Learning Management System (LMS).
 
WORKPLACE COMPETENCIES:
  • Extensive knowledge of and experience in the use of current design codes, road design software, standard details, specifications, manuals, procedures and relevant legislation.

KEY RESPONSIBILITIES:
 
Design Programmes
  • Develop and maintain framework of the respective development programmes.
  • Develop, implement and maintain mentoring programs and in line with SANRAL’s strategy and Transformation Policy.
  • Engage the internal and external mentors leads timeously to ensure that programmes implemented and candidates needs are met. 
  • Engage and build relationships with external bodies of practice and accreditation. 
  • Leverage third Party relationships to provide mentorship and opportunities that SANRAL cannot cater for internally. 
  • Define Mentorship requirements and standards and roll out capability building for identified mentors. 
  • Ensure design of all programmes are done in accordance with budget guidelines. 
 
Programme Management 
  • Ensure the tracking of each candidate’s progression data is tracked and managed support solutions are implemented to address general queries. 
  • Troubleshoot and proactively solution frequent pain points and issues to improve learning experience. 
  • Optimise existing programmes in order to drive more fluid, simper transactional process with greater digital utilisation. 
  • Provide an oversight of entire TEA programme.
  • Leverage institutional funding to gain resources for employee learnings, industry development and graduate development.
 
Programme integration 
  • Engage HR and Engineering Executive to ensure there is clear understanding of pipeline requirements and integration back into broader business on completion of programme.
  • Accountable for reporting on programmes end to end to SANRAL and external bodies.

POSITION OBJECTIVE:  
The Procurement Manager is responsible for the management and operation of the Regional Procurement Office and will lead of team of skilled Procurement Officers and Administrators to provide critical procurement administrative functions, support, advice, and compliance to SANRAL’s SCM Policy and Procedures. Combine considerable knowledge of procurement requirements for the corporate and engineering sectors with an in-depth understanding of the transformation agenda. Demonstrate knowledge and understanding of the elements of Supply Chain Management System to ensure the effective and efficient operation of the Procurement Office.  
 
MINIMUM REQUIREMENTS:
  • Relevant degree/qualification (equivalent to NQF7).
  • Minimum of 10+ years relevant experience in carrying out technical duties in a procurement and contract management environment.
  • 3 years’ Managerial OR 5 years’ Supervisory experience.
  • Knowledge of public procurement systems including the legal framework of the various regulatory institutions responsible for procurement and transformation for both engineering and corporate procurement.
 
SKILLS/COMPETENCIES:

POSITION OBJECTIVE:
The Network Planning Manager will be responsible for the formulation of the road traffic flow, land use and economic information required to establish single and multi-year road traffic master plan. He/She is also required to report on road network demand, level of service and congestion, and to enhance and maintain the SANRAL road network travel demand model to ensure pursuance of SANRAL's objectives. 
 
MINIMUM REQUIREMENTS:
  • BEng / BSc in Civil Engineering
  • Must be registered as a Professional Engineer with ECSA.
  • At least ten years post registration experience
  • At least five years’ experience in road traffic origin / destination surveys, mathematical traffic models and network demand modelling.
 
ADVANTAGEOUS:
A Master’s degree specializing in Traffic / Transportation will be an added advantage.
 
TECHNICAL COMPETENCIES:
  • Experience in application of COTO TRH/TRM Guidelines
  • Experience in use of traffic planning software (e.g. Visum, Aimsum, SANTURN, EMME)
  • Have undertaken at least 3 network demand studies.

KEY RESPONSIBILITIES:
 
Strategic Planning (Road Traffic Master Plan)
  • Maintain SANRAL Road Travel Demand Policy
  • Maintain SANRAL traffic flow, land use and economic assessment plan
  • Ensure alignment of SANRAL Travel Demand Model with relevant requirements
  • Provide input for the national project scope definition and prioritisations.
 
Transport planning and traffic engineering standards, policies and guidelines
  • Develop and maintain SANRAL’s/RSA policies and standards (COTO TRH/TMH) for the collection, validation and analysis of traffic flow, land use and economic data and forecasting thereof as part of road travel demand management.
  • Develop policies/standards for road Level of Service (LOS) and capacity improvements.
  • Develop and maintain standards and procedures for transport modelling and traffic engineering.
 
Information collection, validation and reporting
  • Manage and administer the collection and validation of information related to of traffic flow, land use and economic data
  • Ensure that traffic data is uploaded and available in ITIS
  • Ensure road level of service and capacity improvement assessments are performed during design phase of Capex projects according to SANRAL policies and standards
  • Integrate and analyse all information to identify needs, establish single and multi-year road travel demand forecasts and report on network level of service and congestion performance
  • Develop signal control optimisation plan for SANRAL interchanges/ intersections
  • Conduct environmental impact analysis e.g. pollutants and noise
  • Prepare quarterly reports on network performance and trends
 
National transport & traffic modelling
  • Oversee and coordinate traffic engineering at a national level and ensure adherence to standards and procedures
  • Develop and maintain the National Traffic model through consolidation and integration of regional traffic models
  • Develop and manage all facets of SANRAL’s Travel Demand Model through liaison with users, rectifying identified errors, update data and implementing identified enhancements to ensure effective pursuance of the organisation’s objectives
  • Ensure uniformity in traffic forecasts and geometric capacity analysis
  • Ensure that traffic planning software solution (software and hardware) are well maintained and comply with technical and quality standards
  • Ensure integration of modelling outputs with IT IS
 
Technical Advisory & Support
  • Provide technical traffic engineering advisory services and support to the regions
  • Provide specialist input into FMS and ITS projects
  • Provide technical advisory services externally when required
  • Support with analysis for project funding (e.g. LSR calculations, economic assessments, financial feasibility studies, etc.)
  • Manage contracts for traffic modelling services/software (if required)
  • Monitor effectiveness of traffic modelling software and identify issues and opportunities for improvements
  • Stay up to date and conduct research on leading practice for transport planning and traffic engineering
  • Actively participate in relevant COTO committees
  • Act as chair for the relevant functional working group(s) for transport planning and traffic engineering
  • Mentor junior and candidate engineers interested in traffic engineering.
 
Incumbent will also be responsible for:
  • Preparation of tender documentation
  • Integrated Transportation Information Systems (ITS) Management

The Toll Network Manager is responsible for the strategic management, direction an oversight of the toll operations (CTROM & ORT) as well as the management of toll concessions.
 
MINIMUM REQUIREMENTS:
  • A B.Eng / BSc Electronic Engineering or Relevant NQF Level 8, or B. Eng / Bsc in Civil Engineering

TECHNICAL COMPETENCIES:

  • Manage toll declaration processes
  • Develop and implement policies and procedures related to toll, road funding and business development that are workable within economic and political environment
  • Identify business development opportunities, in conjunction with Business Development, related to SANRAL legislation and policies
 
Toll Advisory Services & support
  • Provide technical toll advisory services (related to both CTROM and Open Road Tolling) on SANRAL projects across the regions and recommend appropriate solutions when required
  • Provide specialist support to other African countries related to toll and transportation matters in terms of SANRAL’s business development strategy
  • Assist policy makers (Dept. of Transport/National Treasury) with the development of best practices for user pay road funding options
  • Act as the chair for relevant tolling functional working group within SANRAL / Nationally / Internationally as and when required
  • Monitor the performance of individuals in the Tolling division and provide feedback to enable professional growth
 
Toll Operations management & oversight
  • Review and approve tender documentation for the appointment of consultants and contractors. Liaise with Supply Chain Management during the evaluation of responses.
  • Oversee management of CTROM and ORT contracts to ensure effective contract management
  • Monitor performance of toll projects
  • Manage audit findings and ensure timeous and accurate responses to queries
  • Monitor financial performance to ensure the toll projects remain financially feasible and within budget
  • Review and approve payment certificates
 
Toll concessions management
  • Day to day management of SANRAL toll concessions as Implementing Authority (IA) representative
  • Develop, negotiate and finalise toll concession contracts
  • Monitor compliance in terms concession requirements, and resolve contractual concession and Independent Engineer (IE) matters
  • Review and approve all designs submitted by the Concessionaire for improvements, rehabilitations and new construction
  • Evaluation and monitoring of concession financial model
  • Manage and review information submitted by Concessionaire and prepare management reports
  • Manage the transition back to SANRAL at the end of concession contracts
  • Manage existing unsolicited bids
  • Identify and assess potential new PPP’s (local and international) in line with SANRAL’s policy
