Description
POSITION OBJECTIVE:
To provide a contract and project management training / mentoring / coaching function to SMMEs and targeted enterprises to enable them to gain better skills and knowledge of SANRAL procurement procedures and to execute their awarded contracts. The role contributes towards the development of SMME’s and targeted enterprises to their full potential, ensuring quality of work (technical), financial management through the use of SANRAL approved standards, identifying and mitigating risks to ensure required business competencies.
 
MINIMUM REQUIREMENTS:
• B Eng. or B Sc. or B Tech Eng in Civil Engineering.
• A minimum of 10 years’ relevant experience in any the: planning, design, construction, operations and maintenance, project, and contract management of major roadworks.
• Registered with ECSA as a Professional Engineer or Professional Engineering Technologist, Professional Engineering Technician.
• At least 5 years’ experience in a coaching and mentoring or management and team leading role.
• Registration as a professional mentor with SACPCMP will be an added advantage.
 
ADDITIONAL REQUIREMENTS
• A valid driver’s licence with own transport
• A good command of English
• The excellent command of Isi-Xhosa both oral and written is an added advantage
• Must have a familiarity with the local culture
 
WORKPLACE COMPETENCIES:

• The candidate should have the ability to develop policy & procedure documents for relevant area of expertise, therefore written skills are also necessary.
• Ability to work long hours and under pressure.
• Good conflict resolution and mediation skills
• Good interpersonal and communication skills
• Knowledge of Microsoft Office suite
 
WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:
• Own vehicle will be an added advantage.
• Work is performed in a combination of site office and construction sites, as and when required.
 
KEY RESPONSIBILITIES:
Training and mentoring
• To guide/coach and mentor SMMES and targeted enterprises to understand tender documentation, tendering procedures and contract management,
• To effectively share knowledge and skills to execute training and mentoring functions
• To ensure that SMMEs and targeted enterprises are receiving adequate training, coaching, and mentoring to meet SANRAL performance targets.
• To assist SMMEs and targeted enterprises with their registration with the required statutory bodies, as and when required.
 
Stakeholder Engagement: Technical
• To develop and maintain working relations with stakeholders on a National, Provincial, Local municipalities and traditional authorities.
• To maintain working relations between project managers, contractors, and consultants.
• To promote the need for SMME and targeted enterprises in-training to interact, liaise and cooperate with relevant Institutions, departments, and other organs of state to enhance knowledge sharing on aspects of mutual interest and joint planning.
 
Development of procedures and agreements
• To identify shortcomings in procedures and agreements and to formulate written procedures for comment and finalisation.
• To assist in the development of a framework defining and outlining the theoretical and practical content and exposure of the training required by SMMEs and targeted enterprises.
• To assist SMME and targeted enterprises - in the understanding the contract documentation used by SANRAL.
• To do quality control over contract documents before agreements/contracts are entered into with contractors and consultants.
• Work closely with the regional Transformation office and advise on progressive improvements required.
• To contribute towards the preparation of procedures and specifications of mentoring and training for the use of SANRAL and industry, both engineering and non-engineering.
• To have regular interaction with SANRAL leadership to report on progress within the development of targeted enterprise programme.
 
Construction
To oversee the work undertaken by the SMMES and targeted enterprises, Contractor’s construction managers and provide the required direction, input, feedback, guidance, and support with respect to the projects undertaken by SMMEs and targeted enterprises in- to ensure timeous completion, and compliance to required specification; and that risks are identified, mitigated and managed.
• To have regular interaction with SMMEs and targeted enterprises to report on progress against the agreed timelines.
• To ensure SMMEs and targeted enterprises understand and apply SANRAL project specifications and procedures.
• To oversee and guide SMMEs and targeted enterprises in how to program and plan progress in terms of available funds and resources.
• To highlight to SMMEs and targeted enterprises in-training the importance of ensuring compliance with environmental, financial and occupational health and safety legislative requirements.
• To identify shortcoming and recommended appropriate structured training required for SMMEs and targeted enterprises.
• To ensure effective contract administration and management by SMMEs and targeted enterprises.
• To ensure that SMMEs and targeted enterprises monitor and maintain project implementation and delivery to required quality standards and specification.
• To ensure that SMMEs and targeted enterprises understand the importance of why project risks are identified, assessed, evaluated, mitigated, and managed.
• To ensure adequate recordkeeping in all projects related matters.
• To ensure full close-out at SMMEs and targeted enterprises project completion.
 
Specialist support
• Actively participate in relevant cluster activities and assisting in duties as required by the Regional Manager.
• Shares knowledge and experience with SMMEs and targeted enterprises.
• Assist with the development and improvement of specifications for SANRAL where needed.
• Improve mentoring skills and convey as much knowledge and skills to others as possible.
• To identify construction management risks, provide improvement proposals, and advise the Regional Transformation Manager.
• Attend, assist, and manage all aspects pertaining to SMME and targeted enterprise training.
 
COMMUNICATION MANAGEMENT
• Maintains good working relationships with all colleagues in all regions and areas of expertise.

PROJECT MANAGERS N2 WILD COAST
Southern Region
Fixed Term Contract-8 Years
 
Description
POSITION OBJECTIVE:
To ensure project management in respect of specific norms and standards, according to relevant legislation, and the efficient management of resources, time and budgets associated with projects under the incumbent’s control. To develop and maintain excellent working relationships with external stakeholders and to ensure required business results.
The N2 Wild Coast Greenfield project consists of 9 major primary construction contracts and multiple smaller SMME and supplier sub-contracts being implemented across 112km between Port St Johns and Port Edward in the Pondoland region of the Eastern Cape over the next five-ten years. The two Project Managers will be located in the N2 Wild Coast in either Mbizana or Ingquza Hill Municipalities to act as SANRAL’s local Project Managers and technical representatives for the overall programme. Their roles will be multi-faceted and include: Project Management of specific assigned projects; quality, progress and compliance monitoring of assigned projects.; Develop and maintain excellent working relationships with local stakeholders and particularly local leadership and SMME suppliers and sub-contractors; Participation in Project Liaison Committee meetings and other regular stakeholder forums; dealing with complaints and issues raised by stakeholders relating to technical, supply chain and contractual issues; Ensure project management in respect of specific norms and standards, according to relevant legislation, and the efficient management of resources, time and budgets associated with projects.
 
MINIMUM REQUIREMENTS:
• Must have a B Eng. or B Sc. or B Tech Eng. Degree in Civil Engineering;
• A minimum of 10 years’ relevant experience in any of the following field, construction, planning, design, operations and maintenance, project and contract management of major roadworks.
• Registered with ECSA as a Professional Engineer or Professional Engineering Technologist.

KEY PERFORMANCE AREAS INCLUDE, BUT ARE NOT LIMITED TO:
Identification of Projects
• Participates in the identification and prioritising of projects using data from relevant management systems and personal knowledge.
• Based on requirements of the project, prepare annual budget and program.
• Ensure accurate identification of projects.
• Ensure effective prioritising of projects.
• Ensure correct allocation of project funds.
• Ensure accurate project scope based on relevant requirements.
 
Procurement Management
• Review and help prepare relevant sub-contractor and supplier tender documentation, in association with consultant and contractor, based on the scope of the project.
• Attends site inspections and brief sub-contractors on services required for project.
• Participates in the adjudication of sub-contractor and supplier tenders and review recommendations by consultants and/or contractors.
• Ensure appointment of competent sub-contractors and Suppliers.
• Ensure use of appropriate and correct tender documentation as per specifications.
• Ensure compliance to SANRAL’s procurement policy.
 
Project Management
• Visit sites on a regular basis to monitor progress against the project plan.
• Monitor performance of projects through regular meetings with consultants and contractors.
• Attend and/or chair Project Liaison Meetings
• Conduct regular audits.
• Monitor financial performance to ensure the project remains within budget.
• Prepare monthly forecast of expenditure for each project.
• Verify payment certificates prior to approval for payment.
• Review scope of work and potential impact on the budget and request additional funds if necessary.
• Identify possible hazardous locations of pedestrians and vehicles on network.
• Monitor transformation targets in terms of targets on construction projects.
• Identify/manage community development projects.
• Maintain good corporative governance in terms of risks and audits requirements on projects.
• Consider innovation in project life cycle.
• Ensure early identification of problems and mitigation thereof.
• Ensure effective project and contract management.
• Ensure completion of projects on time, within budget and conformance with quality standards.

• Assist the SANRAL communications unit identify successes, milestones and good news stories for press releases, etc.
