Position Grade: Paterson Classic D 4
 
POSITION OBJECTIVE:
To provide leadership and direction in the areas of strategic sourcing and a strategic governance framework with the objective of ensuring fair, equitable, transparent, and cost-effective procurement, which complies with all laws and regulations.
 
MINIMUM REQUIREMENTS:
  • Minimum Bachelor Degree in Supply chain, Procurement, Logistics, Engineering, Commerce, Business, Legal (NQF Level 7).
  • Min 8 years relevant experience in Supply Chain management Department of which at least 3 years management experience.
 
TECHNICAL COMPETENCIES:
  • Knowledge and understanding of the regulatory environment and legislation governing B-BBEE and supporting elements with focus on Enterprise and Supplier Development (ESD), which drives Transformation in the supplier base.
  • In-depth knowledge and understanding of the Standard for Infrastructure Procurement and Delivery Management (SIPDM) and Framework for Infrastructure Procurement and Delivery Management.
  • Knowledge and understanding of the additional legislative requirements associated with public sector supply chain management such as PPPFA and treasury regulations.
  • Knowledge and understanding of the construction and infrastructure sector regulations and ways of working across the construction contractors, CIDB and other industry bodies.
  • Ability to develop sub-sector transformation strategies and implementation plans with realistic targets.
  • Project management Initiating, planning, executing, controlling, and closing the work of a team to achieve specific goals and meet specific success criteria at the specified time.
 
KEY RESPONSIBILITIES:
 
Demand Management
  • Provide strategic direction and leadership on Demand management activities and develop an overall Demand management implementation and operational plans for all procurement related activities to deliver best practice procurement and contract management solutions
  • Using data analysis and forecasting techniques to accurately predict future demand for goods and services.
  • Monitoring market trends, customer demands, and internal factors to ensure adequate supply and minimise inventory or stockouts.
  • Managing procurement budgets and expenditures to ensure cost control and adherence to financial constraints.
  • Engage End User to understand demand requirement.
  • Review Organisational Demand Forecasts.
  • Manage and ensure reporting on demand management.
  • Monitor demand management implementation delivery.
  • Review approved budget and align with annual Demand plan.
  • Facilitate, consolidate and ensure Annual demand plan reporting to relevant external stakeholders.
  • Consolidate demand plans across the Organisation.
  • Manage demand management records keeping.
  • Manage SCM Dashboard.
 
SCM / Procurement advisory and stakeholder management
  • Provide expert, authoritative advice to key stakeholders on all Annual Procurement Plan reporting and enhance value through improved procurement efficiency and outcomes.
  • Develop a strong relationship with internal and external auditors to adequately respond to findings and institute remedial action where appropriate.
  • Developing and maintaining appropriate relationships with legislative authorities, voluntary associations, forums, and other organs of state to share and implement best practices.
 
People management
  • Lead, manage, manage performance, and supervise staff allocated for reviews and other assignments and take responsibility for all outputs of the team.
  • Provide functional/technical support, advice and guidance and assist in the transfer of skills to Demand management staff including Provincial teams.
  • Manage own and staff productivity and deliverables in an effective manner and assume a supervisory role.
  • Coach, train, guide and develop the SCM staff team.
