PROGRAMME MANAGER N2 WILDCOAST
Southern Region
Fixed-term Contract (8 Years)
Description
POSITION OBJECTIVE:
The Programme Manager: N2 Wild Coast Road interacts with may levels of executives and staff and is expected to oversee the Government’s SIP 3 program for the N2 Wild Coast Road; coordinates and manages the various phases in conjunction with the project managers from design to project close out to ensure the achievement of overall programme objectives. The successful candidate will be expected to lead, guide, and assist the project managers and multi-disciplinary project teams to manage the project deliverables, including financial, technical, and socio-economic aspects. They will be expected to ensure project management in respect of specific norms and standards, according to relevant legislation, the efficient management of resources, time and budgets associated with projects under the N2 Wild Coast Road. They will have to develop and maintain excellent working relationships with external stakeholders and to ensure required business results.
MINIMUM REQUIREMENTS:
- Must have a B Eng. or B Sc. Degree in Civil Engineering.
- A minimum of 15 years’ relevant experience in planning, design, program, project and contract management of major road and bridge works.
- Registered with ECSA as a Professional Engineer
- Registration with SACPCMP as either Pr CPM or Pr CM will be an added advantage.
- At least five years’ experience in projects exceeding R250 million.
WORKPLACE COMPETENCIES:
The successful candidate will be able to effectively demonstrate the following:
- Extensive knowledge of relevant industry standards and specifications, as well as the FIDIC Suite of General Conditions of Contract and relevant legislation. The ability to demonstrate attention to detail and sound engineering and project management judgement and work well under pressure.
- Extensive experience in the planning, design, and construction of road infrastructure projects.
- Extensive programme and project management experience.
- Good organizational and planning skills.
- Extensive knowledge of relevant industry standards and specifications and relevant legislation, with emphasis of OHS Regulations and Environmental.
- The ability to effectively communicate with stakeholders including the community, business, governmental, political, and traditional stakeholders as well as the media.
- To effectively drive transformation agenda across regional programmes.
- Excellent verbal and written communication skills
- Good interpersonal skills.
KEY FUNCTIONAL AREAS:
- Plan, monitor and control programme cost, schedule, performance, scope, integration, risk, procurement, stakeholder management, and communications.
- Develop and compile program documents for communication with stakeholders.
- Direct the work of N2 Wild Coast project managers.
- Review and update program progress and recommend support strategies as required.
- Adapt emerging best practices and technologies for program and project management.
- Conduct extensive liaison with and reporting to various stakeholder groups including provincial, local, traditional, special interest groups and business stakeholders linked to the N2 Wild Coast Road.
- Manage and/or coordinate the Environmental project management, biodiversity off-set project and environmental compliance.
- Manage risk and assist in conflict resolution within the programme.
- Prepare regular program progress reports to internal and external stakeholders as and when required.
- May serve as liaison between industry and professional associations on programme related matters.
PLANNING AND DESIGN
- Prioritizing of projects based on data from N2 Wild Coast Road studies and SIP4 program in coordination with other strategic partners.
- Oversee and evaluate the design for the various N2 Wild Coast Road work packages in conjunction with the assigned project managers.
- Study and evaluate design reports to ensure uniformity and compliance with SANRAL’s minimum standards.
- Monitor and track expenditure against annual and overall budgets.
PROGRAMME AND PROJECT MANAGEMENT
Monitor and consolidate the Procurement Plan for the various N2 Wild Coast Road works packages to ensure:
- Adherence to overall programme schedule
- Timely procurement processes
- Resource allocation and approvals
- Financial performance to ensure the project remains within budget.
- Manage and oversee the construction phase of the various N2 Wild Coast Road work packages.
- Track the baseline program and recommend corrective mitigation measures as appropriate.
- Prepare and monitor the annual and monthly expenditure for the overall programme and for each project.
- Oversee the approval payment certificates and reconciliation against programme budget.
- Oversee the management of all contractual claims and disputes on the N2 Wild Coast Road.
- Understand the Claims process and ensure that Notices, Claims and Engineer's Determinations are reported to the Chair of the Claims Committee.
- Coordinate submissions, responses, and presentations to the Dispute Adjudication Board
- Monitor transformation targets in terms of targets on construction projects.
- Identify/manage community development projects.
- Maintain good corporative governance in terms of risks and audits requirements on projects.
- Attend project related meetings and site inspections.
- Ensure queries are attended to timeously.
SPECIALIST SUPPORT
- Heads up and/or actively participates in activities of a relevant technical cluster.
- Shares knowledge and experience with colleagues.
- Pursue research and best practice.
- Involved with development and improvement of specifications for SANRAL.
- Reviewing of Regional Memoranda and contract documentation.
- Ensure quality service delivery through use of appropriate solutions.
- Promote SANRAL’s credibility and promote aims and objectives of SANRAL.
PROCUREMENT MANAGEMENT
- Oversee the evaluation of tenders and appointment of consultants and contractors.
- Oversee the preparation of relevant scope documentation for appointment of consultants and contractors.
- Oversee the compilation of relevant tender documentation, in association with consultant, based on the scope of the project.
- Attends site inspections and brief contractors on services required for project.
- Oversee the adjudication of tenders and review recommendations by consultants.
- Ensure use of appropriate and correct tender documentation as per specifications.
- Ensure compliance to SANRAL’s procurement and Transformation policies.
COMMUNICATION AND STAKEHOLDER MANAGEMENT
- Share best practice with and experiences with colleagues.
- Maintain close liaison with internal and external stakeholders, including traditional, local and provincial government.
- Maintains good working relationships with all colleagues in all regions and areas of expertise.
- Oversee and ensure that all stakeholder engagement platforms are in place and actively contributing the building and maintaining relationships.
- Cultivates and maintains good working relationships with key stakeholders, consultants and contractors.
- Ensure internal collaboration and co-operation.
- Promote aims and objectives of SANRAL.
