PURPOSE STATEMENT
As Chief Information Officer, you will be responsible for the overall and strategy for the ICT function within the organization, while also providing a set of technologies and services that enable operational effectiveness. You will lead, manage, and develop the multiyear ICT strategy and roadmap to drive delivery of ICT services (through both internal teams and outsourced service providers), while fostering a culture of innovation and high performance within ICT to ensure the business gets the right services, at the right time and at the right cost. You will be accountable as the ultimate custodian of technology in the organization with a goal of delivering strategic value, innovating, and enhancing ICT services over time to meeting the changing needs of the business.
 
MAIN OUTPUTS AND RESPONSIBILITIES FOR THIS POSITION (Please provide a short description under each heading/output)
 
Strategy Development and Management
• Establish the vision, mission, and strategic direction for ICT to Keep abreast of leading technology trends, using this insight to translate business strategy into an ICT strategy that will enable it to develop, drive and manage an effective technology strategy and multi-year roadmap that aligns with the business strategy.
• Drive smarter technology investments in the organization and drive value creation to ensure technology services/solutions are cost effective and adequately meet the needs of business. This includes developing managing the ICT budget, annual procurement plan and playing a key role in the procurement process for ICT service providers.
• Lead and direct the office of the CIO in delivering initiatives against the set strategy by ensuring effective business partnering, portfolio management, enterprise architecture, service delivery and ICT governance.
• Partner closely with business to ensure that value realized from ICT solutions is measured, tracked, and reported.
 
Strategic and Advisory ICT and information management Support.
• Oversee the development, implementation and monitoring of the execution of ICT Strategy.
• Oversee the development and delivery of an SANRAL ICT system, capacity and performance that meets the changing and future needs of SANRAL and embracing new technology and creating efficiencies.
• Oversee the implementation of Information Technology standards and best practices in all technology solutions.
• Oversee the monitoring and evaluation of the SANRAL systems capacity and performance.
• Oversee the implementation and enhancement of an ICT Governance Framework.
 
Business Performance and Operations
• Establish ICT governance processes that enable enterprise agility, transformative service performance improvements and alignment to architectural standards while enforcing adherence to compliance requirements.
• Be accountable for the performance and operation of all ICT services and solutions while ensuring efficiency and consistent levels of service that meet or exceed business expectations.
• Direct and oversee the effective management of risks and compliance through frequent monitoring of adherence to policies, procedures, and regulations. This includes the overall management of business continuity, security, and quality management to minimize interruptions to business operations.
• Have accountability and act as a point of escalation for all ICT service delivery to business
 
 
OTHER SPECIAL REQUIREMENTS
1. A relevant post graduate Master’s degree would be an added advantage.
2. Extensive experience in business administration in a medium to large sized organisation in either public or private sector or both.
3. As an Executive you are the champion of Succession Planning, Transformation, and ICT implementation within your Section and demonstrable /proven experience in any of these areas would be an added advantage.

PURPOSE STATEMENT
To manage and direct all human resources tasks for the organisation. To develop and implement a Human Capital strategy aligned to the organisation’s overall strategy which promotes an excellent culture and results in human capital functioning optimally. To develop and implement strategy to ensure that the organisation facilities are safe and efficient. Drive organisational efficiency through developing, implementing and continuously improving business systems and processes and examining strategic options to ensure that Business Operations function effectively to meet the needs of a growing organisation and ensuring alignment with overall SANRAL strategic objectives.
 
MAIN OUTPUTS AND RESPONSIBILITIES FOR THIS POSITION – (Please provide a short description under each heading/output)
 
Strategy Development and Execution Monitoring
• Develop and monitor the execution of Human Capital strategies and ensure alignment to the overall SANRAL Strategy.
• Develop and implement an annual plan for own area of responsibility that supports the achievement of the overall Human Capital strategy.
• Lead the Human Capital Division in the implementation of policy priorities and the realisation of the strategic objectives - including setting of targets.
• Mobilise and allocate resources in accordance with the defined priorities.
• Monitor and evaluate the implementation of projects and ensure appropriate progress tracking, analysis and reporting.
• Assume a central coordination role in relation to the functions of the Human Capital Division with all stakeholders.
• Provide support to other Divisions in the achievement of their targets on cross-functional responsibilities - which should be agreed upon in specific terms.
 
Strategic Human Capital Management and Development
• Oversee the development, implementation and monitoring of the execution of Human Capital strategy.
• Build organisational capability and effectiveness through driving integral strategies covering all facets of human resources; including but not limited to talent management and acquisition, learning and development, employee relations, compensation and benefits, organisational development and change management.
• Oversee the development and implementation of HR policies, procedures and practices, keeping with current industry best practices and compliant with all applicable legislations and regulations.
• Oversee Union Engagements.
• Oversee Training and Development.
• Oversee Remunerations and Benefits.
• Oversee Payroll.
• Oversee Talent Management.
 
Operating Model Review (OMR) Implantation and Provincialisation
• Successful rolling out and implementation of the operating model review structure across the organisation.
• Assistance and active participation in the provincialisation of SANRAL offices.
 
Knowledge Management
• Develop a comprehensive knowledge management and document management strategy and business processes.
• Implement a framework to manage intellectual property in the organisation.
 
Facilities Management
• Oversee the development and implementation of a Facilities Management Strategy and Plan.
• Oversee the maintenance and management of all SANRAL facilities and assets, ensuring that they meet the minimum standards for a place of employment according to the OHSA, National Treasury and other relevant regulations.

N2 WILD COAST SMME MENTOR
Southern Region
8 years Fixed Term Contract       
 
POSITION OBJECTIVE:
To provide a contract and project management training / mentoring / coaching function to SMMEs and targeted enterprises to enable them to gain better skills and knowledge of SANRAL procurement procedures and to execute their awarded contracts. The role contributes towards the development of SMME’s and targeted enterprises to their full potential, ensuring quality of work (technical), financial management through the use of SANRAL approved standards, identifying and mitigating risks to ensure required business competencies.
 
MINIMUM REQUIREMENTS:
• B Eng. or B Sc. or B Tech Eng in Civil Engineering.
• A minimum of 10 years’ relevant experience in any the: planning, design, construction, operations and maintenance, project, and contract management of major roadworks.
• Registered with ECSA as a Professional Engineer or Professional Engineering Technologist, Professional Engineering Technician.
• At least 5 years’ experience in a coaching and mentoring or management and team leading role.
• Registration as a professional mentor with SACPCMP will be an added advantage.
 
ADDITIONAL REQUIREMENTS
• A valid driver’s licence with own transport
• A good command of English
• The excellent command of Isi-Xhosa both oral and written is an added advantage
• Must have a familiarity with the local culture
 
WORKPLACE COMPETENCIES:
The successful candidate will be able to effectively demonstrate the following:
• Extensive knowledge of and experience in the use of specifications, manuals, procedures, and relevant legislation, particularly in the context of SANRAL.
• The ability to guide, coach, train and mentor SMMEs and targeted enterprises at various levels of competence.
• The ability to prepare procedures and standards for SANRAL for external use.
• Extensive knowledge of construction materials properties and specifications
• The candidate must have extensive project and contract management experience and be able to manage roads projects.
• The candidate should exhibit sound and accurate judgment.
• The candidate should have the ability to develop policy & procedure documents for relevant area of expertise, therefore written skills are also necessary.
• Ability to work long hours and under pressure.
• Good conflict resolution and mediation skills
• Good interpersonal and communication skills
• Knowledge of Microsoft Office suite
 
WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:
• Own vehicle will be an added advantage.
• Work is performed in a combination of site office and construction sites, as and when required.
 
KEY RESPONSIBILITIES:
Training and mentoring
• To guide/coach and mentor SMMES and targeted enterprises to understand tender documentation, tendering procedures and contract management,
• To effectively share knowledge and skills to execute training and mentoring functions
• To ensure that SMMEs and targeted enterprises are receiving adequate training, coaching, and mentoring to meet SANRAL performance targets.
• To assist SMMEs and targeted enterprises with their registration with the required statutory bodies, as and when required.
 
Stakeholder Engagement: Technical
• To develop and maintain working relations with stakeholders on a National, Provincial, Local municipalities and traditional authorities.
• To maintain working relations between project managers, contractors, and consultants.
• To promote the need for SMME and targeted enterprises in-training to interact, liaise and cooperate with relevant Institutions, departments, and other organs of state to enhance knowledge sharing on aspects of mutual interest and joint planning.
 
Development of procedures and agreements
• To identify shortcomings in procedures and agreements and to formulate written procedures for comment and finalisation.
• To assist in the development of a framework defining and outlining the theoretical and practical content and exposure of the training required by SMMEs and targeted enterprises.
• To assist SMME and targeted enterprises - in the understanding the contract documentation used by SANRAL.
• To do quality control over contract documents before agreements/contracts are entered into with contractors and consultants.
• Work closely with the regional Transformation office and advise on progressive improvements required.
• To contribute towards the preparation of procedures and specifications of mentoring and training for the use of SANRAL and industry, both engineering and non-engineering.
• To have regular interaction with SANRAL leadership to report on progress within the development of targeted enterprise programme.
 
Construction
To oversee the work undertaken by the SMMES and targeted enterprises, Contractor’s construction managers and provide the required direction, input, feedback, guidance, and support with respect to the projects undertaken by SMMEs and targeted enterprises in- to ensure timeous completion, and compliance to required specification; and that risks are identified, mitigated and managed.
• To have regular interaction with SMMEs and targeted enterprises to report on progress against the agreed timelines.
• To ensure SMMEs and targeted enterprises understand and apply SANRAL project specifications and procedures.
• To oversee and guide SMMEs and targeted enterprises in how to program and plan progress in terms of available funds and resources.
• To highlight to SMMEs and targeted enterprises in-training the importance of ensuring compliance with environmental, financial and occupational health and safety legislative requirements.
• To identify shortcoming and recommended appropriate structured training required for SMMEs and targeted enterprises.
• To ensure effective contract administration and management by SMMEs and targeted enterprises.
• To ensure that SMMEs and targeted enterprises monitor and maintain project implementation and delivery to required quality standards and specification.
• To ensure that SMMEs and targeted enterprises understand the importance of why project risks are identified, assessed, evaluated, mitigated, and managed.
• To ensure adequate recordkeeping in all projects related matters.
• To ensure full close-out at SMMEs and targeted enterprises project completion.
 
Specialist support
• Actively participate in relevant cluster activities and assisting in duties as required by the Regional Manager.
• Shares knowledge and experience with SMMEs and targeted enterprises.
• Assist with the development and improvement of specifications for SANRAL where needed.
• Improve mentoring skills and convey as much knowledge and skills to others as possible.
• To identify construction management risks, provide improvement proposals, and advise the Regional Transformation Manager.
• Attend, assist, and manage all aspects pertaining to SMME and targeted enterprise training.
 
COMMUNICATION MANAGEMENT
• Maintains good working relationships with all colleagues in all regions and areas of expertise.
• Cultivates and maintains good working relationships with key stakeholders, traditional, provincial and local authorities.
